ACCEPTING THE PROPOSAL OF ST. JOSEPH HOSPITAL FOR
HEPATITIS B VACCINATIONS

BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS, that Larry L. Rice, City Manager, be and is hereby
authorized and directed to accept the proposal on behalf of
the City of Elgin of St. Joseph Hospital for Hepatitis B
vaccinations for the Elgin Police Department, a copy of which
is attached hereto and made a part hereof by reference.

Dear Mr. McCollum,
This letter confirms our previous conversations and should be considered the
official proposal of St. Joseph's Hospital to provide the following services to
the Elgin Police Department.
St. Joseph Hospital will provide the following:
1. Hepatitis B Vaccinations (series of 3) at a cost of $56.00
per dose, total ■ $168.00 per employee. These vaccinations
would be administered at the Elgin Police Department
on dates and times scheduled with the police department.
2. Seven (7) training sessions for Elgin Police Personnel
on bloodborne pathogen standards and precautionary
measures. These sessions will be conducted on a schedule
arranged with the police department on different dates
and at ditferent times. These sessions would be free of
additional cost to the City of Elgin and the police department.
3. Follow-up Anti HES with vaccinated employees to verify if
Hepatitis S antibodies have formed. These tests would be
optional for any employee interested in participating in
same and would be tree of cost to the City of Elgin and the
police department.

SUBJECT: Hepatitis B Vaccinations for Police Personnel
Purpose
To obtain authorization to enter into an agreement with St.
Joseph Hospital for hepatitis B vaccinations for police officers
and employees likely to be exposed to the virus.
Background
OSHA standards recently passed by Congress mandate that
hepatitis B vaccinations be offered to all public safety offi-
cers and employees likely to come into contact with or be ex-
posed to bloodborne pathogens. Said standards take effect on
July 6, 1992 .
The police department's efforts to comply with these stan-
dards have included contacting four (4) health care facilities
in this area to determine the availability of the three (3) shot
vaccinations, the cost of same, and the availability and cost of
mandatory pre-vaccination training sessions as required by law
for all exposed personnel. Our contacts have yielded the follow-
ing results:

Clearly, St. Joseph Hospital of Elgin has offered the low-
est unit vaccination cost of the four healthcare providers con-
tacted. In fact, the entire package offered by St. Joseph's
seems superior to the others, as their offer includes seven (7)
training sessions at no additional cost as well as the vaccina-
tions and the follow-up examinations, all of which would be
provided or administered at our facility.
Financial Impact
The department must offer the vaccinations to each of its
160 exposed personnel, but the actual receipt of the vaccina-
tions is optional on the part of the officer or employee. The
potential exists that every exposed employee would obtain the
vaccinations, although that potential seems unlikely. In the
event that all elect to take the vaccinations, the total expendi-
ture could amount to $26,880.
Funds are not specifically budgeted to cover this expendi-
ture. However, this cost can be absorbed in the police budget
through savings realized in other areas thus far in 1992.
Recommendation
I recommend that you authorize the department to obtain
said vaccinations through St. Joseph Hospital.
