WITNESSETH: That the Owner employed the Engineer to perform engineering services related to preparing a "Comprehensive Water Master Plan". Based on the Master Plan, the Owner has requested the Engineer to proceed with Phase 500 - PRELIMINARY DESIGN REPORT of the Agreement and to expand the tasks included under this phase and to expand Phase 400 - WATER TREATMENT PLANT EXPANSIONS to include evaluations of selected facilities at the Owner's Airlite water treatment plant. In addition to the expanded evaluations, the work will include the preparation of a letter report presenting the findings and recommendations of the Airlite evaluations, and the incorporation of any selected Airlite improvements into a Preliminary Design Report under Phase 500. The specific facilities involved at the Airlite water treatment plant include the aeration basin, aeration basin scrubber system, filter modifications, computerization of plant control system, chemical feed systems, and in- plant electrical distribution and HVAC systems. Tasks under Phase 500 shall be expanded to include Airlite water treatment plant improvements selected by the Owner and the addition of ozone facilities at the Riverside water treatment plant, if recommended following completion of the Pilot Plant Study and selected by the Owner. In response to these supplemental services, certain revisions must be made to the Agreement. In compliance, therefore, the terms and conditions of the Agreement are modified as specifically set out below. All other parts of the Agreement remain unchanged. ATTACHMENT A - SCOPE OF SERVICES Under Phase 600 - Supplemental Services, expand the referenced original phases and tasks by adding the following Phase 450 and adding and expanding the task descriptions relative to Phase 400 - WATER TREATMENT PLANT EXPANSIONS and Phase 500 - PRELIMINARY DESIGN REPORT. PHASE 450 - AIRLITE WATER TREATMENT PLANT EVALUATIONS Engineering services will consist of an evaluation of selected facilities of the existing Airlite water treatment plant to identify improvements required to improve treatment performance or efficiencies, improve plant control and operations, and coordinate plant operations with the Riverside water treatment operations. The specific facilities involved at the Airlite water treatment plant include the aeration basin, aeration basin scrubber system, filter modifications, W3SKJ060392 1 computerization of plant control system, chemical feed systems, and in- plant electrical distribution and HVAC systems. A letter report will be prepared, including a recommended plan of improvements. The following task descriptions are specifically related to the Airlite water treatment plant evaluations: TASK 450 - Review Existing Data. Review existing drawings, reports and other information from Owner's files relative to any of the facilities identified for evaluation. 451 - Inspect Existing Facilities. Conduct field visits to review the Airlite water treatment plant facilities in general and inspect specific facilities identified for evaluation. Meet with Owner's staff to review understanding on design objectives and performance requirements, and exchange ideas and information. It is anticipated that the required field visits will involve the project engineer, electrical engineer, control engineer, mechanical engineer, process engineer, and odor control engineer and will be conducted in two separate trips, each of approximately two days duration. 452 - Evaluate Existing Aeration Basin Scrubber System. Evaluate historical operational data available from the Owner's staff. Inspect existing equipment and evaluate operating techniques and chemical usage. Collect air samples from inlet and discharge of the scrubber system, test for hydrogen sulfide levels to determine if the existing scrubber system is within the original and acceptable design parameters. Evaluate scrubber system performance and operations. 453 - Evaluate Aeration Basin Performance. Evaluate historical data available from the Owner's staff. Inspect the components of the existing aeration system including blowers, piping and diffusers, to determine if the existing system is performing as expected. Owner's staff will remove three of the diffusers for evaluation by the diffuser manufacturer. Assist Owner's staff in obtaining additional process data during site visit. Evaluate aeration system's performance and operating techniques. W3SKJ060392 2 454 - Evaluate Power Distribution Requirements. Review existing power distribution requirements. Determine power distribution modifications or upgrades to accommodate electrical equipment replacements, dual high service pumping modifications, new control system, process charges, and other recommended improvements. Proposed modifications will be coordinated with the Owner's planned second electrical feed to the plant. This task will not involve any evaluation of the existing standby engine generator. 455 - Evaluate Chemical Feed Systems. Perform a general review of the existing chemical feed systems and inspect the chlorine, ammonia, and fluoride systems to determine if the existing systems require modification or replacement to meet future requirements and to accommodate proposed improvements. Determine the most effective method for modifying the systems, including modification of the chlorine, ammonia, and fluoride feed points for the filter effluent and/or pump suction piping. 456 - Evaluate Plant Control System. Review existing control systems and meet with the Owner's operation's staff to determine the information and control functions needed to operate the plant locally and remotely from the Riverside water treatment plant. Determine control option's and level of automation for each process. Review various digital control systems for local and remote control and alternatives for communication links between the two water plants. Determine preliminary locations for new control system equipment. 457 - Evaluate Filter Modifications. Evaluate and select the most effective method for controlling the filters to insure operational compatibility between the Riverside and Airlite water treatment plants. Determine modifications required for automatic control of filters including backwash operations. Inspect filters and identify any other modifications that would improve the operation and useful life of the filters. Because the Owner recently replaced the plant's filter media, the filter modification evaluation will not address filter media. W3SKJ060392 3 • 458 - Evaluate HVAC Improvements. Perform a general review of the existing HVAC systems to determine if existing facilities require modification or replacement to meet future requirement and to accommodate proposed improvements. Determine the most effective method for modifying or expanding the systems. Identify improvements relative to current code requirements. 459 - Evaluate Chlorine Scrubber System Requirements. Review code requirements and determine if a new chlorine scrubber system will be required at the Airlite water treatment plant facilities. If required, develop layout and design criteria for the scrubber system including modifications to existing chlorine storage and feed facilities to accommodate the scrubber system. 460 - Prepare Opinions of Probable Cost. Prepare opinions of probable construction cost for the recommended improvements. 461 - Prepare Draft Letter Report. Prepare a draft letter report as a supplement to the Master Plan. The report will include the findings, recommendations and an opinion of probable construction cost for each evaluation. Submit five (5) copies of the draft letter report to the Owner for review and comment. 462 - Present Draft Letter Report to Owner's Staff. Attend one meeting in Elgin to present findings and discuss the draft report with the Owner's staff. 463 - Prepare Final Letter Report. After Owner has reviewed and commented, make any necessary modifications and submit fifteen (15) copies of the final letter report to the Owner. 464 - Submit Final Letter Report for IEPA Review. After receiving concurrence from the Owner, submit three (3) copies of final letter report to the Illinois Environmental Protection Agency (IEPA) for review. W3SKJ060392 4 465 - Present Final Letter Report to Owner's Governing Body. Incorporate any IEPA comments into the letter report and officially present the final letter report to Owner's governing body. 466 - Perform Related Engineering Evaluations. During the course of performing the above tasks, either the Engineer or the Owner may identify other items within or related to the Airlite water treatment plant facilities that should be addressed or considered under these evaluations. At the Owner's direction, the scope of work and costs associated with any additional tasks will be defined by the Engineer. Any work requested by Owner that is within the budget limits of this task will be performed following Owner's authorization and the findings and recommendations incorporated into the final letter report. PHASE 500 - PRELIMINARY DESIGN REPORT Engineering services will consist of the preparation of a preliminary design report presenting the detailed design criteria necessary to produce final construction documents for the proposed Riverside water treatment plant improvements presented in the Master Plan Report and selected by the Owner for implementation. The Phase 500 tasks presented in the original agreement and repeated below, Tasks 500 through 506, shall be modified and expanded as indicated below. Tasks identified by an asterisks are tasks under the original agreement that have been modified or new tasks that have been identified and added to the scope of work. The preliminary design report for the Riverside water treatment plant will incorporate and address the selected improvements recommended in the Master Plan for expansion of the water supply, treatment, and distribution facilities from 16 mgd to 32 mgd. This expansion includes the following major additions and modifications: expansion of the river water supply pumping capacity to 32 mgd; addition of a second raw water supply line from river intake and pumping station to the treatment plant site; the addition of a 16 mgd treatment train consisting of a pretreatment basin, primary basin, and secondary basin; expansion of the plant's sludge handling facilities; the addition of four filters, three transfer pumps, and a ground storage reservoir; modifications and expansions of the chemical feed and storage systems to support the expansion; modifications and expansion of the plant's laboratory and administrative areas; installation of a computerized plant control system; and associated HVAC, electrical , instrumentation, and auxiliary facilities to support the expanded water supply, treatment,and distribution facilities. W3SKJ060392 5 The following task descriptions are applicable to the preparation of a preliminary design report for proposed improvements to the Riverside water treatment plant: TASK 500 - Preliminary and General Items. Meet with the Owner to clarify the understanding of the scope and parameters for the preliminary design. Communicate with the Illinois Environmental Protection Agency and reach an understanding on design objectives and performance requirements. Arrange for and participate in informal meetings with the Owner throughout the preliminary design phase to review progress and exchange ideas and information. One meeting per month is anticipated. 501 - Prepare Preliminary Design Report. Prepare a detailed preliminary design report including preliminary drawings as required to establish agreement on scope, parameters, performance requirements, and project approach. Submit five (5) copies of the design report to the Owner for review. The preliminary design report will include the following as they apply to the proposed improvements identified for each water treatment plant: a. General project scope and background references. b. Design criteria including: • Flow rates - present and anticipated. • Raw water quality - physical and chemical . • Design objective, treated water quality. • Sludge quantities and types. c. Applicable codes and standards. d. Site considerations, including subsurface conditions, flood elevations, drainage requirements, etc. e. Preliminary site plan and building layouts. f. Preliminary hydraulic profile. g. Sludge process systems and handling. h. Sludge disposal method. i. Chemical feed and storage. j. Preliminary equipment selections. W3SKJ060392 6 k. Preliminary process and instrumentation drawings. 1 . HVAC systems. m. Structural design criteria. n. Utility requirements. 502 - * Geotechnical Services. Provide, through a subcontract, geotechnical engineering services including exploratory work, laboratory and field testing, and professional guidance in tests to be made at test locations based on preliminary drawings and designs, and including professional interpretations of exploratory and test data. The services will include: a. Geotechnical exploratory work, such as soil borings, penetration tests, soundings, subsurface explorations, laboratory tests of soils, rock formations, and other geophysical phenomena which are required to provide information for design, and other field and laboratory tests and analyses which are required to provide design information. b. A geotechnical report by a qualified geologist of geotechnical firm interpreting the data on the exploratory work and testing and setting out the site conditions that can be anticipated from this exploratory work. Under the next phase of the project it may be necessary to further evaluate the geotechnical report. After final design has proceeded to the point where it can be accomplished the geotechnical report shall be evaluated based on the actual design, including sizes, locations,and loadings of structures; types, extent, and procedures of excavations; and shall consider both design parameters and constructibility. If, in the opinion of the Engineer, additional geotechnical data is required for the preparation of the contract documents, the data and any modifications to the geotechnical report shall be provided under the next phase of the project. 503 - Revise Opinion of Probable Cost. Review and expand opinion of probable construction cost based on the proposed facilities included in the preliminary design report. W3SKJ060392 7 504 - Discuss Preliminary Design with Owner's Staff. Meet with the Owner and secure Owner's comments on the preliminary design report. 505 - Prepare Final Preliminary Design Report. Revise preliminary design report to incorporate review comments. Submit five (5) copies of the final preliminary design report to the Owner. 506 - Submit Final Preliminary Design Report to Regulatory Agency. Submit the final preliminary design report to the Illinois Environmental Protection Agency (IEPA) for review. Attend one meeting at IEPA offices to discuss the final preliminary design report with IEPA officials and incorporate any review comments as required. 507 - * Develop Preliminary Drawings. Develop preliminary floor plans and elevations of expansions and space modifications of the existing chemical and filter building. Prepare sketches of basement and operating floors plans for the expanded and modified areas. Prepare sketches of elevations of the building expansions. Following Owner review and acceptance, prepare final drafts of the preliminary drawings consisting of the following: North, South and East building elevations, operating floor plan, and basement floor plan. The drawings will include a detailed layout of the new and existing laboratory areas with bench layouts and equipment locations shown. Final drawings will be prepared using CAD single heavy line presentation for the floor plans and pencil on mylar for building elevations. 508 - * Finalize Control System Architecture. Meet with Owner' s staff to review concept regarding the different types of control systems. Develop preliminary control system block diagrams. With the Owner's staff, determine how restrictive the prequalification requirements for the control system suppliers will be and define system configuration alternatives. This task does not include the actual design of the control system or the prequalification of equipment suppliers which will be part of the final design phase of the project. W3SKJ060392 8 509 - * Evaluate Impact of Potential Zebra Mussel Infestation. Evaluate possible control measures that could be provided within the proposed designs for raw water supply and transmission facilities to address possible future Zebra Mussel infestation. The evaluation will be based on currently known control measures including duplicate facilities, oversizing of piping, piping isolation requirements, and chemical application and cleaning provisions for isolated facilities. 510 - * Develop Design of Chlorine Scrubber System. Develop layout and design criteria for the addition of a chlorine scrubber system including HVAC and electrical modifications to existing chlorine facilities. 511 - * Provide Design Surveys. Provide, through a subcontract, the necessary field design surveys necessary for the preparation of the preliminary design report and construction drawings and specifications. The surveys will determine site topography, contours, boring locations, and insofar as possible, utility locations. 512 - * Present Preliminary Design Report. Meet with Owner's governing body and/or attend other public meetings to present the project and preliminary design report, to answer questions, and to advise Owner as necessary. It is anticipated that no more than two meetings will be involved. 513 - * Provide Equipment Evaluation Assistance. In finalizing the control system architecture and equipment selections and/or ozone equipment selection, assist the Owner' s staff in the review and evaluation of alternative control system and/or ozone equipment proposed. The evaluations will include field visits to other operating treatment facilities with similar equipment and/or to equipment supplier's manufacturing facilities. The selection of the facilities to visit shall be made in consultation with Owner' s staff. Because the extent of these visits is undetermined at this time, engineering services will be provided as directed by the Owner and within the limits of compensation indicated. Services beyond the compensation limit will be classified as supplemental services. W3SKJ060392 9 514 - * Perform Related Engineering Designs. During the course of performing the above tasks, the Owner may identify other items related to the Riverside and/or Airlite water treatment plant facilities that should be addressed or included under the proposed improvements. At the Owner's direction, the scope of work and costs associated with any additional tasks will be defined, and the work will be authorized by the Owner before the tasks are incorporated into the preliminary design report. A major process consideration relative to the Riverside water treatment plant's ability to respond to taste and odor occurrences has not been fully defined at this time. An ozone pilot plant study is ongoing that may result in the addition of ozone or other processes to the treatment scheme at the Riverside water treatment plant. Because the extent of these improvements is undetermined at this time, the scope of engineering services will be negotiated between the Owner and Engineer based on recommended improvements selected by the Owner. However, the expanded facilities will be designed to accommodate the addition of ozone treatment under either the proposed expansion or sometime in the future. The following task description is general in relation to anticipated Riverside water treatment plant ozone improvements. TASK 515 - * Develop Design of Ozone System. Following completion of the pilot plant study, if ozonation is recommended and the Owner directs its incorporation into the Riverside water treatment plant expansion, the ozone system and associated transfer pumping facilities will be incorporated into the preliminary design report. Develop basement and operating floor plans and elevations of the proposed ozone building. Prepare sketches of the basement and operating floor plans and sketches of the East and South elevations of the building. Following Owner review and acceptance, prepare final drafts of the preliminary drawings consisting of CAD single heavy line presentations for the floor plans and pencil on mylar for building elevations. Develop design criteria for each component of the ozone system. Determine power distribution and control requirements for the ozone and transfer pumping facilities. With the Owner's staff, determine how restrictive the prequalification requirements for the ozone equipment suppliers will be. This task does not include the actual design of the ozone system and ancillary support facilities W3SKJ060392 10 or the prequalification of equipment suppliers which will be part of the final design phase of the project. The engineering services under this phase shall also be expanded to include the preparation of a preliminary design report presenting the detailed design criteria for proposed Airlite water treatment plant improvements presented in the Airlite water treatment plant letter report completed under Phase 450 of this Amendment and selected by the Owner for implementation. Because the extent of these improvements is undetermined at this time, the scope of engineering services will be negotiated between Owner and Engineer following completion of the Airlite letter report and Owner's selection of improvements for implementation. The following task description is general in relation to anticipated Airlite water treatment plant improvements: TASK 520 - * Prepare Preliminary Design Report for Airlite Improvements. Following completion of the Airlite water treatment plant letter report, incorporate recommended improvements selected by the Owner into a preliminary design report. Because the extent of these improvements is undetermined at this time, specific tasks will be defined before any work is begun. However, some general tasks identified earlier for the Riverside preliminary design report will be applicable to the Airlite water treatment plant improvements and preliminary design report as they are appropriate. ATTACHMENT B - COMPENSATION Under Subparagraph C of the Agreement, the following establishes the compensation for the additional work. For these supplemental services, as identified hereinbefore, the Owner agrees to pay an amount equal to the Engineer's salary costs times 2.83 plus reimbursable expenses at cost and plus subcontract billings times 1.05. The maximum amount to be invoiced for the supplemental services under Phase 450 shall not exceed $54,250 without further authorization from the Owner. The maximum amounts to be invoiced for the supplemental services under Phase 500 shall not exceed $191 ,750 for Tasks 500 through 514 without further authorization from the Owner. However, this maximum amount shall be increased by the negotiated maximum amounts for Tasks 515 and 520 if the corresponding tasks are authorized by the Owner to be included in the scope of services. The maximum amount for each of these tasks shall not be negotiated until the scope of the work has been further defined. W3SKJ060392 11 Under Subparagraph D, Item 2 of the Agreement, the reimbursable expense for motor vehicles on a milage basis shall changed from 26 cents per mile to 28 cents per mile. Under Subparagraph I of the Agreement, submittal of draft copies of the letter report for Phase 450 - Airlite Water Treatment Plant Evaluations shall be 45 days following notice to proceed. Submittal of draft copies of the preliminary design report for Phase 500 shall be 120 days following notice to proceed, but not less than 60 days following notification by the Owner to include ozone facilities or the finalization of negotiations incorporating the Airlite water treatment plant improvements into the preliminary design report. ATTACHMENT C - OWNER'S RESPONSIBILITIES In association with the supplemental services as identified hereinbefore, the Owner will furnish, as required by the work and not at the expense of the Engineer, the following items: 15. Costs associated with aerator diffuser equipment manufacturer's testing or investigations. 16. Services of at least one of the Owner's employees or staff who has knowledge and can operate the facilities being evaluated. 17. Providing and feeding any chemicals needed during the evaluations. 18. Removing and disassembling equipment for inspection. 19. Providing the Engineer with the safety equipment needed when entering confined spaces. 20. BACKGROUND: Based on the receipt and recommendations of the water master plan, it is recommended that the Public Works/Water Department proceed with Phase 500 - Preliminary Design Report of the agreement and expand certain tasks included under this phase, such as Phase 450 - Water Treatment Plant Expansions to encompass evaluations of selected facilities at the Airlite Street Water Treatment Plant. This work will include the preparation of a letter report presenting the findings and recommendations for the Airlite plant and the preparation of a preliminary report detailing design criteria necessary to produce final construction documents for the proposed Riverside Water Treatment Plant expansion. Specific details of these recommendations and design reports are included in the attachment amendment #3 to the Agreement for Engineering Services. Page 2 FINANCIAL IMPACT: The Public Works/Water Department' s 1992 budget contains $45,000 under appropriation #410-997-9981 for the Airlite treatment plant engineering upgrades and $168,000 under appropriation #410-997-9986 for Riverside plant expansion engineering. Additional funds are available due to receipt of favorable water main project bids . The cost not to exceed for phase 450, Airlite water treatment plant, is $54,250, and for phase 500, the Riverside plant, $191,750. These costs shall not be exceeded without written authorization from the director of public works . RECOMMENDATION: It is recommended that the City Council direct the Public Works Department to prepare the necessary resolution for execution of amendment #3 to the Agreement for Engineering Services with Black & Veat - 1 'r�• ing Engineers .
