City of Elgin City Engineer 150 Dexter Court Elgin, Illinois 60120-5555 Subject: Letter of Authorization South Street Pump Station Work Area II Special Assessment Project Dear Mr. Dahl: This Letter of Authorization, if approved, directs WVP to revise the drainage design on South Street between Edison and Marguerite as follows: • Revise the storm sewer system to drain to a wet-well near South Street and Marguerite. • Add a de-watering duplex pump station to the wet-well which will pump through a force main to the 15" storm sewer on Edison Street. • Revise plan and profile sheets 26, 31, 32 and 33. • Add a pump station and force main detail sheet. • Add a special provision to the project specifications for the pump station and force main. • Furnish to Elgin five copies of the special provision, five prints of the new and revised plan sheets, one set of reproducibles of the new and revised plan sheets, plus our opinion of probable construction cost. WVP will be compensated for this extra work in accordance with our Agreement dated January 14th, 1991, per THE LA AGREES paragraph 6. Rice, City Manager SUBJECT: Area II Special Assessment Project Storm Sewer Revisions PURPOSE: This memorandum will provide the Mayor and Council with information to consider an extension to the original engineering contract with WVP Corporation to provide additional emik services to revise the proposed storm sewer in South Street between Edison and Marguerite. BACKGROUND: Presently, any storm water on South Street east of Edison Avenue generally flows in an easterly direction into the combination sewer system located at the South/Walnut/Marguerite intersection. In an attempt to comply with the Illinois Pollution Control Board and keep or divert as much storm water as possible from the combination sewer system, a dry well system was proposed for South Street between Edison and Marguerite to collect the storm water. The reason for the selection of this system was because we could not get the water to flow by gravity west into the storm sewer system to be constructed as part of the street improvements west of Edison. The Board of Local Improvements at the Public Hearing on January 8, 1992 determined that they would prefer another alternative that would discharge the storm water into the storm sewer system located west of Edison Avenue. An alternate would involve the installation of a small lift station that would pump the storm water into the gravity storm sewer system located west of Edison. We contacted the engineering consultant, WVP Corporation, for a letter outlining the work that needed to be performed to revise the plans to include the small lift station and force main, with the associated cost for the work. A copy of that letter is attached for your consideration. The provision for authorizing this additional work is contained in paragraph 6 of The Local Agency Agrees in the Agreement dated January 14, 1991. Mayor and Members of the City Council March 18, 1992 Page 2 FINANCIAL IMPACT: The cost for the engineering services for this additional work is $5,000 . It is estimated that the cost of the lift station and force main system will be approximately $60,000. The entire storm system in this project is being paid for by the City as a public benefit because all of the storm water in the improvement area is being removed from the combination sewer system. RECOMMENDATION: It is recommended that the City Council approve the proposed lift station and force main, authorize the City Manager to execute the letter and direct the staff to prepare the necessary resolution. 411/ Larry L.
