92-0212 Kane County - Temporary Signals RESOLUTION AUTHORIZING EXECUTION OF A LETTER OF UNDERSTANDING WITH THE COUNTY OF KANE FOR TEMPORARY SIGNALS BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS, that Larry L. Ridley City of Elgin 150 Dexter Court Elgin, IL 60120-5555 LETTER OF UNDERSTANDING TEMPORARY SIGNALS INTERSECTION RANDALL ROAD AND HIGHLAND AVENUE Dear Sir: I understand that upon completion of the temporary signal installation at Randall Road and Highland Avenue, the City will accept the financial responsibility for maintenance and electrical energy for operating the signals. In return, the County will install a Radio Interconnect for the use of the City. The Kane County Division of Transportation will maintain the right to control the sequence and timing of the signals. Upon the installation of permanent traffic signals the temporary signal equipment will remain the property of the County. BACKGROUND eft Kane County has completed the initial design of temporary signals at the intersection of Randall Road and Highland Avenue. This is the last four way stop sign intersection on Randall Road within the City. The City is maintaining and paying for electrical power for the signals at Big Timber and Randall Roads and at Royal and Randall. The City will assume maintenance and jurisdictional responsibilities for Big Timber Road to Randall after the roadway has been improved to four lanes. Highland Avenue to Randall is already the City's maintenance responsibility, as is Royal Boulevard. The County is requesting the City execute a letter of understanding which would provide for the City paying for power and maintenance of the signals in the same way that we are now doing at the intersections of Royal Boulevard and Big Timber Road at Randall Road. In return for that letter the County will include the necessary hardware for a radio interlink in the controller and pay for the entire cost of the new temporary signals. FINANCIAL IMPACT The costs for this item will be those associated with all signalized intersections within the City. These costs will eft be minimal during the life of the temporary signals .
