AUTHORIZING EXECUTION OF A PURCHASE OF SERVICE AGREEMENT WITH
ELGIN PROUD AND BEAUTIFUL, INC.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS, that George VanDeVoorde, Mayor, and Dolonna Mecum,
City . Clerk, be and are hereby authorized and directed to
execute a Purchase of Service Agreement on behalf of the City
of Elgin with Elgin Proud and Beautiful, Inc. for recycling
activities, a copy of which is attached hereto and made a part
hereof by reference.

PURCHASE OF SERVICE AGREEMENT
CITY OF ELGIN, ILLINOIS/ELGIN PROUD AND BEAUTIFUL, INC.
1 . On this �ay of ��c� 1992 , the City of
Elgin, Illinois, a municipal corporation (hereinafter referred
to as "City" ) , and Elgin Proud and Beautiful, Inc. (hereinafter
referred to as "EPB" ) , in consideration of the mutually agreed
upon covenants contained herein, and for other good and valu-
able consideration the sufficiency of which is hereby acknowl-
edged, do hereby enter into this agreement for the purchase of
certain services, as stipulated below.
2 . City hereby agrees to pay to EPB the sum of $4 , 000 .
3 . EPB hereby agrees to provide the following services on
or before December 31, 1992 :
A. Conduct at least one teachers ' workshop and
provide curricula on anti-littering and recy-
cling.
B. Publish an EPB newsletter containing newswor-
thy articles on recycling and litter preven-
tion.
C. Help promote backyard composting and
yardwaste disposal plans relative to grass
clippings .
D. Provide information to businesses and indus-
try on recycling opportunities .
E. Coordinate efforts of other service organiza-
tions relative to littering, recycling and
clean-up activities .
F. Consider a seminar on multi-family recycling
programs .
G. Continue "Captain Clean-up Talks Trash" arti-
cles in Elgin Spirit.
H. Contact the Board of Realtors for support of
EPB.
I . Perform recycling demonstrations ) in class-
room(s) and/or at organizational meeting(s) .
J. Consider a Clean Builder Program.
K. Evaluate the concept of an Adopt-A-Highway
Program.

L. Co-sponsor an Earth Day activity with Envi-
ronmental Council .
M. Conduct a paint exchange day with NHS.
N. Prepare for ' 92 and ' 93 Expo booth and con-
test.
0. Provide a booth at ECC Fun Fair and NHS
Neighbor' s Night.
P. Provide Girl Scout training on recycling.
Q. Schedule speaking engagements by the Execu-
tive Coordinator on recycling and littering
at various meetings and/or in classrooms .
R. Sponsor a local clean-up activity.
Failure to perform the above services to the reasonable satis-
faction of the Mayor of City shall result in a termination of
this agreement and the refund of the $4, 000 consideration,
(plus reasonable costs and attorney' s fees, in the event City
is required to litigate to retrieve said funds) as and for liq-
uidated damages .

SUBJECT: Purchase of Service Agreement With
Elgin Proud and Beautiful, Inc.
PURPOSE: The intent of this memo is to provide details on the
subject agreement for approval .
• BACKGROUND: The City of Elgin contributed funds to Elgin Proud
and Beautiful (EPB) for several years through the Public Works
budget. This year funds are again available through the Boards
and Commissions section of the budget.
We wish to structure this- payment as a Purchase of Service
Agreement and have attached a copy of same which outlines a
list of proposed EPB activities which we believe will assist
the City during the coming year. We understand several of the
services listed in this agreement are dependant upon grant
funds being received by EPB.
FINANCIAL IMPACT: The contribution to EPB by the City as budg-
eted in 1992 .amounts to $4,000 .
RECOMMENDATION: It is recommended that the Purchase of Service
Agreement with Elgin Proud and Beautiful, Inc. be approved.

MEMORANDUM
TO: Mayor and Members of the City Council

SUBJECT: Elgin Proud and Beautiful, Inc.
PURPOSE: The intent herein is to advise the City Council as to
the status of the subject volunteer organization.
BACKGROUND: Five years ago Elgin Proud and Beautiful (EPB) was
formed by a group of volunteers as an affiliate of the national
Keep America Beautiful Program. EPB has functioned primarily
on funds donated from the private sector. However, both the
City and Elgin Wayne Disposal have made significant financial
contributions each year. One part-time employee (Executive
Coordinator Marti Jernberg) is paid from the EPB budget.
EPB established a Finance Committee which solicited contri-
butions each year. Letters were mailed along with the EPB
pamphlet and newsletter. Follow-up phone calls were made where
appropriate. Contributions to this volunteer, not-for-profit
organization are down in 192 to the extent that there are insuf-
ficient funds available to pay the one part-time salary beyond
the month of September.
EPB has been successful since initial conception in secur-
ing four grants through the State of Illinois which required
matching funds by EPB. However, grant funds from the State are
diminishing and cannot be relied upon.
FINANCIAL IMPACT: The City budgeted and paid $4,000 to EPB
earlier this year. Elgin Wayne contributed $6,400 which in-
cludes $1,400 recently to meet payroll needs through Septem-
ber. The Chamber of Commerce has contributed office space and
secretarial support at no charge.
The ' 92 EPB budget amounted to $26,350, of which $16,740
was payroll expense. Income in the form of contributions total-
ling $18,560 was necessary to operate the entire year. To
date, contributions amount to $12,070, resulting in the short
fall.
