91-1120 Bell RESOLUTION AUTHORIZING EXECUTION OF AN EMPLOYMENT AGREEMENT WITH RICHARD A. BELL BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS, that Larry L. Rice, City Manager, and Dolonna Mecum, City Clerk, be and are hereby authorized and directed to execute an employment agreement on behalf of the City of Elgin with Richard A. Bell as the Golf Professional of the City of Elgin; and WHEREAS, Richard A. Bell is willing to accept appointment as the Golf Professional of the City of Elgin upon certain terms and conditions; and WHEREAS, the employment of Richard A. Bell, as Golf Professional of the CIty of Elgin upon the terms and conditions recited herein, is in the best interests of the CITY OF ELGIN. NOW, THEREFORE, for and in consideration of the mutual covenants contained herein, the CITY OF ELGIN, a municipal corporation, and Richard A. Bell agree as follows: 1. That for and in consideration of the annual salary established by ordinance of the CITY OF ELGIN as it may be amended from time to time, and the other terms and conditions contained herein, Richard A. Bell agrees to act as Golf Professional of the City of Elgin and to exercise all the powers and to carry out to the best of his ability all the duties imposed upon him as Golf Professional. The Golf Professional shall be responsible for the management of the programs and course play at Spartan Meadows and Wing Park Golf Courses. The Professional shall: a. Be responsible to the Director of Parks and Recreation. b. Work with City Human Resource Department and the Parks and Recreation Director, to hire, train, evaluate, schedule, discharge and supervise, the Golf Course Superintendent and his staff, and other seasonal and part-time employees such as starters, rangers, instructors and attendants. c. Keep accurate financial records and demonstrate sound fiscal control of both pro shops and related operations in order that the maximum revenue could be generated. d. Purchase, control and supervise the merchandising operation of both pro shops . Train staff in sales of merchandise. e. Prepare an annual budget making recommendations on the operational needs of Spartan Meadows and Wing Park Golf Courses to the Director of Parks and Recreation. Page 2. f. Supervise concession operation of both courses . Ensure that pro shop food areas meet all health and sanitary requirements . g. Supervise and schedule individual and group lessons with the appropriate instruction. h. Plan promotions for the golf course. i. Organize and administer leagues, tournaments, programs and work with high school golf teams . j . Develop, evaluate, recommend and manage procedures that will inform and direct the public regarding proper golf etiquette, rules and regulations . k. Administer the VISA and Mastercharge card system. 1 . Maintain the cleanliness of golf carts and pull carts and administer the rental program. m. Perform other duties as directed by the Director of Parks and Recreation. 2 . The City shall provide the Professional with clubhouse facilities in good physical condition and shall include the necessary furnishings, equipment, floor covering, and utilities needed for operation. 3. The City shall provide the following: a. Personnel, except golf lessons . b. Full accounting and purchasing systems for maintenance of records . c. Support and publicity for promotions, tourna- ments, leagues and other related golf activities and programs . d. Per annum base rate of $40,000 effective January 1, 1992, to be paid in equal bi-weekly installments throughout 1992 . Page 3. e. Receives all receipts for all golf lessons (both individual and group except for junior lessons) and repair services of clubs and provides the financial department with fiscal documentation. The junior lessons will be conducted by the pro- fessional and/or assistants at no cost to the City. The number and content of these junior lessons will be determined by the professional and the Director of Parks and Recreation. f . Benefit package which shall include: 1) fully paid comprehensive group major medical insur- ance for the professional and dependents; 2) enrollment in the Illinois Municipal Retire- ment Fund (including Social Security) ; 3) fully paid life insurance coverage for professiona (Group B) ; 4) one ( 1) day off each week; 5) a bank of thirty (30) days of sick leave; 6) conference and educational expenses as approved; 7) two (2) week vacation, etc. 4 . Further, the Professional shall be governed by the City' s Personnel Rules and Regulations, except that the benefits received shall be those herein identified. 5 . This letter of understanding covers the one ( 1) year golf season extending from February 1 through December 23 of 1992 . Rice, City Manager SUBJECT: Golf Professional Contract PURPOSE To request the City Council ' s approval of the Golf Pro- fessional' s contract. BACKGROUND eikPrior to August 1, 1991, the Golf Division operated with co-division heads. Division organization changes have since been made and the Golf Course Superintendent and his staff of three full-time, five seasonal, and seven summer employees now report directly to Golf Professional Rick Bell. The changes in this proposed employment agreement re- flect the additional responsibility of directing the total golf operation and Mr. Bell 's estimate of several years ' worth of work to turn around the playing conditions at both Spartan Meadows and Wing Park. The proposed changes from the current contract include: ( lb) The Golf Course Superintendent and his staff are listed as responsible to the Golf Professional. (3d) The per annum base rate is increased from $34,000 to $40,000 for 1992 . See attachment-employment agreement. FINANCIAL IMPACT The per annum base rate of $40,000 has been budgeted for 1992 .
