October 4, 1991 TO: Mayor and Members of the City Council FROM: City Manager SUBJECT: Northeast Interceptor Sewer Flow Monitoring and Capacity Analysis PURPOSE: This memorandum will provide the Mayor and Council with information to consider an amendment to the contract with RJN Environmental for the subject flow monitoring and capacity analysis . BACKGROUND: The City Council awarded a contract to RJN Environment, Inc. to perform the Phase I engineering necessary to provide an extension of the interceptor sewer in the (Pk northeast area of the City. That work has been completed. The Phase I engineering found that the existing Poplar Creek interceptor sewer could accommodate some growth in the northeast area but would require further engineering examination of the capacity of the downstream interceptor sewer (Poplar Creek) because of ground and surface water infiltration and inflow. The engineering examination would include the installation of flow monitors at key locations in the line during wet conditions and provide the City with the true capacity of the sewer. This analysis would determine its ultimate capacity from which we in turn can determine whether or not it will be necessary in the future to parallel or enlarge the existing interceptor sewer to accommodate the anticipated growth in northeast Elgin. FINANCIAL IMPACT: RJN Environmental, Inc. , has submitted a proposed amendment to their contract which would include the installation of flow monitors and monitoring of six locations along the Poplar Creek interceptor sewer and a report with recommendations concerning the present capacity and recommended improvements, if any. The cost of this additional work is $29,700. This amount is consistent with this type of work. WHEATON, ILLINOIS THIS AGREEMENT made this day of , 1991 by and between the CITY OF ELGIN, ILLINOIS, hereinafter called OWNER and RJN ENVIRONMENTAL ASSOCIATES, INC. , WHEATON ILLINOIS, hereinafter called ENGINEER. WHEREAS, the OWNER and ENGINEER have an Agreement dated May 8, 1991, for professional and engineering services for the Northeast Interceptor Sewer System Drainage Basin, and WHEREAS, the OWNER desires the ENGINEER to increase the scope of services to include flow monitoring services. NOW, therefore, the OWNER hereby engages the ENGINEER to provide the following professional services as set forth in this Amendment No. 1. Section I - Basic Services of ENGINEER In Section I - Basic Services of ENGINEER, delete Exhibit A "Work Plan, Phase I - Preliminary Design " as submitted with the Agreement of May 8, 1991 and substitute the attached revised Exhibit which describes the additional flow monitoring services. Section IV - Schedule of Services In Section IV - Schedule of Services add the following new paragraph on page 3 of the Agreement of May 8, 1991: "Flow meters will be installed within two (2) weeks after authorization to proceed. A draft of the Phase I - Preliminary design report, which will include flow monitoring results and sewer sizing recommendations based on the flow monitoring results will be submitted within six (6) weeks after the end of the flow monitoring period. A final report will be submitted within three (3) weeks after final City comments of the draft report. Receipt of an executed copy of this Amendment No. 1 will serve as authorization to proceed with the work. " September 12 , 1991 -1- Section V - Fees and Payments In Section V - Fees and Payments, delete the second paragraph and substitute the following new paragraph: 41) "Because of the uncertainty of final Phase I services, existing data availability and scheduling considerations, a final maximum cost for Phase I services cannot be established at this time. For project initiation purposes, and flow monitoring for a 45-day period, an interim maximum cost of $64 ,700 is established and this cost shall not be exceeded without authorization. For weekly flow monitoring services beyond the 45-day period, the additional cost is $3,315. It is understood by both parties that the interim maximum cost may not be the final cost for completing the Phase I services. Determination of Anticipated Wastewater Conveyance Needs 1. Meet with City staff and the Consulting Engineer for the Northeast Area to be developed to discuss growth patterns. The primary area of development interest is located north of Route 58, east of Berner Road, south of the Northwest Tollway, and west of the Forest Preserve. Consideration for other properties in the area are also to be included. 2 . Estimate the design average sewage flow rates based on the proposed development(s) and the time frame in which the development(s) is (are) expected to occur. 3 . Communicate and meet with City on regular basis to discuss project issues. B. Investigation of Existing Wastewater Conveyance System47) 1. Review existing plans, reports, and sewer maps and plans to determine the location and capacity of the existing wastewater conveyance system for the development area(s) . 2. Review current flow data and water consumption data for the Northeast Interceptor as provided by the City. Provide recommendations for additional data if necessary. 3. Perform on-site review of current interceptor, development areas, and potential interceptor routings. C. Investigation of Existing Wastewater Treatment Plant Capacity. 1. Determine if capacity will be available at the South Fox River Water Reclamation Plant to adequately treat the wastewater from the development area in consultation with Plant officials. 47) September 12, 1991 -Al- Exhibit A (Cont. ) D. Evaluation of Routing Alternatives 1. Evaluate routing alternatives for conveying wastewater from the development to the South Fox River Water Reclamation Plant. Prepare preliminary estimates of construction cost for each alternative. 2 . Prepare schematics for most feasible alternatives. E. Recommended Plan and Report 1. Recommend the most suitable wastewater conveyance alternative based on construction, cost, and feasibility. 2 . Identify major easements which may be necessary. 3 . Prepare an exhibit showing the recommended routing. 4 . Submit five copies of a Draft Report and meet with City staff to discuss the report and obtain City input. 5. Submit twelve bound copies of the final report with rrevisions incorporated based on staff feedback. 6. Present the results of the study to the City Council and other interested parties, if desired. F. Flow Monitoring - 1. Basic services include installation and calibration of six (6) continuously recording open channel flow meters, weekly calibration, weekly service of meters, flow data reduction, and tabulation of rainfall data for the flow monitoring period. Pump Station No. 10 will also be calibrated by the fill and draw method. RJN Environmental will also furnish one continuously recording rain gauge to measure rainfall intensity during the flow monitoring program. r September 12, 1991 -A2- Exhibit A (Cont. ) Peak flows measured during wet weather conditions will be correlated to the actual rain events, that occurred during the monitoring period. The correlation between measured peak flows and recorded rain events will be used to calculate peak flows that occur during rain events of the desired design year frequency. The design peak flows would then be compared to the capacity of the existing sewers to determine the remaining capacity for future growth areas. 2 . If adequate rainfall conditions and flow data are not obtained during the 45 day minimum period, field services and metering equipment would be continued on a weekly basis until such time as adequate rainfall and flow data are measured or the City elects to discontinue the monitoring program. 47, 47) September 12, 1991 -A3- 101 RJN ENVIRONMENTAL ASSOCIATES, INC. CONSULTING ENGINEERS GROUP June 26, 1991 Mayor and Members of the City Council DRAFT City of Elgin 150 Dexter Court Elgin, IL 60120-5555 Subject: City of Elgin NE Sector Wastewater Interceptor Study Preliminary Report Attn: Mr. Larry Rice City Manager The purpose of this letter is to provide preliminary sewer routings and probable construction costs for providing sewer service to the Northeast Planning Area and to the Sears site. Description of Planning Areas The Northeast Planning Area is located north of Route 58, east of the Commonwealth Edison Utility right-of-way, south of the Northwest Toliway, and west of the Forest Preserve. The area comprises approximately 1, 300 acres and is currently undeveloped. It is expected that the area will be developed primarily for residential use. The peak wastewater flow rate is estimated to be approximately 7 million gallons per day (mgd) , which is based on a population equivalent of 15 persons per acre and a reasonable allowance for infiltration and inflow. The Sears site is located north of the Northwest Toliway, west of Route 59, south of Route 72 (higgins Road) , and east of Beverly Road. Based on review of existing data, this area comprises approximately 1,300 acres. For purposes of this preliminary report, the peak flow rate from the Sears site is assumed to be 6 mgd. RJN Environmental has not yet received confirmation from Sears officials regarding sewage flow rates. The general locations of the Northeast Planning Area and the Sears site are shown on Exhibit 1. 202 W. FRONT STREET WHEATON, ILLINOIS 60187 (708)682-4777 Mr. Larry Rice June 26, 1991 Page Two Development of Alternatives The development of alternatives has focused on maximizing the use of the existing Elgin collection system, the 84-inch diameter Metropolitan Water Reclamation adjacent to District of Greater Chicago (MWRDGC) interceptor that is adjacent to the Milwaukee Road Railroad Line, and the existing utility easement along Lovell Road. The City of Elgin's existing key interceptor for transporting wastewater generated in the Northeast Sector Planning Area, herinafter referred to as the Poplar Creek Interceptor, begins at Bode Road and parallels Poplar Creek eventually discharging into the Fox Valley Water Reclamation District's South Fox River Water Reclamation Plant. The Poplar Creek Interceptor was analyzed in a previous interceptor sewer master plan prepared by Donohue and Associates in April 1989. Results of this analysis indicated that the Poplar Creek Interceptor needed additional capacity to service developing areas without including projected flows from the Northeast Sector Planning Area or the Sears site. Recommended improvements to the Poplar Creek Interceptor as a result of the previous study are summarized in Table 1. Alternative 1: Alternative 1 would provide sanitary sewer service to the Northeast Planning Area through construction of approximately 6,100 lineal feet of gravity sanitary sewer, 14,700 lineal feet of forced main, and two pump stations. Wastewater would be collected and conveyed east along Golf Road (Route 58) from approximately the Elgin Joliet and Eastern Railroad to the Public Service Company of Northern Illinois right-of-way, south along the Public Service Company of Northern Illinois right-of- way and Lovell Road from Golf Road to the MWRDGC interceptor adjacent to the Milwaukee Railroad that is tributary to the South Fox River Water Reclamation Plant. The preliminary construction cost to serve the Northeast Sector Planning Area through implementation of Alternative 1 ranges from $2.8 million to $4.0 million and is summarized in Table 2. Mr. Larry Rice June 26 , 1991 Page Three Alternative 1 could be modified to incorporate wastewater produced by the Sears site by increasing the size of the improvements discussed above and constructing approximately 8,000 lineal feet of gravity sanitary sewer from along Poplar Creek and the EJ&E Railroad from the Northwest Tollway (I-90) to Golf Road. Preliminary construction costs to provide sanitary service to both the Northeast Sector Planning Area and the Sears site through implementation of Alternative 1 ranges from $5.5 million to $6.7 million and are summarized in Table 3. Preliminary locations for the improvement included in Alternative 1 are shown on Exhibit 2. It is anticipated that Alternative 1 would be constructed in two phases. Phase I would consist of the facilities needed to direct initial flows into the existing Poplar Creek Interceptor at approximately the intersection of Bode Road and Public Service Company of Northern Illinois right-of-way. Phase II would involve construction of a pump station and force main to direct flows from the Northeast Area and the Sears site away from the Poplar Creek Interceptor to the 84-inch MWRDGC interceptor. It should be noted that the timing for implementation of Phase II is dependent on how quickly the Northeast Sector Planning Area and Sears site develop. In addition, improvements to the Poplar Creek Interceptor may still be required to serve other development areas. Alternative 2: Alternative 2 would provide sanitary sewer service to the Northeast Sector Planning Area through construction of approximately 23,400 linear feet of gravity sanitary sewer, 3 ,200 linear feet of force main and one pump station. Proposed improvements north of approximately the intersection of Bode Road and the Public Service Company of Norther Illinois right- of-way would be identical to those presented in Alternative 1. Improvements located north of Bode Road Northern Illinois right-of-way would consist of approximately 17, 300 linear feet of sanitary relief sewer constructed adjacent to the existing Poplar Creek Interceptor from Bode Road to the South Fox River Water Reclamation Plant. Preliminary construction costs to provide service to the Northeast Sector Planning Area range from $5.2 million to $7.0 million and are summarized in Table 4. Mr. Larry Rice June 26, 1991 Page Four Alternative 2 could be modified to include wastewater generated by the Sears site by increasing the size of the Alternative 2 improvements discussed above and constructing the 8,000 lineal feet of gravity sanitary sewer along the EJ& E Railroad from the Northwest Tollway to Golf Road as discussed in Alternative 1. Preliminary construction costs to provide service to both the Northeast Sector Planning Area and the Sears site through implementation of Alternative 2 ranges from $6.8 million to $8.9 million and are summarized on Table 5. Preliminary locations of improvements included in Alternative 2 are shown on Exhibit 3 . Alternative 2 could also be constructed in two phases. Phase I would be the same as Phase I for Alternative 1. In Alternative 2, Phase II would consist of constructing the interceptor sewers that would roughly parallel the existing Poplar Creek Interceptor. These parallel sewers would be sized to include the flow rates from the other new growth areas as given in the 1989 Donohue report along with flows from the Northeast Area and the Sears site. The information presented herein is for the City's review. The analysis of alternatives will be further developed in the final report. Rice, City Manager SUBJECT: Status Report on Northeast Interceptor Program The City Council recently authorized the contracting of RJN Engineers to develop a routing and cost estimates for extending the northeast interceptor to serve the proposed Pasquinelli, et al, developments - including possible service to the 1, 385 acre Sears/Hoffman Estates area north of the Tollway. The engineering has now been essentially completed, and the preliminary report will be submitted to the City Council at your Committee of the Whole meeting this coming Wednesday evening. In the meantime I have been in discussions with the various developers and with both Sears and Hoffman Estates and will have further information on those discussions at your meeting. RECOMMENDATION With the submittal of the engineering report and discus- sions with the various parties, I will be proposing at meet- ing time approval of a proposal to Sears/Hoffman Estates for serving their properties based upon their proportionate share of the cost of the northeast interceptor extension.
