Project Title: The City of Elgin hereby signifies that it has 100% of the funds (local project sponsor) necessary to complete the pending OSLAD/LWCF project within the timeline for project administration imposed by the Illinois Department of Conservation (IDOC). (100% funding includes cash and value of donated land.) Failure to adhere to the timeline or withdrawal of the project because of insufficient funds will be cause for termination of the project and result in the ineligibility of the local project sponsor to submit an OSLAD/LWCF application for the next two (2) consecutive grant cycles. Acquisition Projects I am aware that I have eight (8) months following project approval to acquire the subject property (condemnation cases: petition filed) and ten (10) months to submit a final reimbursement billing request to IDOC (excluding condemnation cases). Development Proiects I am aware that I have six (6) months following project approval to initiate project development and 18 months to complete said development with a Final Billing request submitted to IDOC within one (1) month following completion. Rice, City Manager SUBJECT: Annual State Parks Grant Application Working with our consultant Charles Schrader & Associ- ates, the City each year applies for a park grant from the Illinois Department of Conservation. This year the proposed application is for a 50/50 grant for up to $200,000 for devel- opment of the Sports Complex. The application is due July 30, 1991 and would be awarded in March of 1992 . The grant is to develop eight athletic fields (soccer and football) plus parking spaces, shelter and playgrounds for the area, and four lighted tennis courts. These items rh are all part of the Phase I development plan which has been tentatively approved by the Park and Reclamation Task Force, and which will be submitted to the City Council for review later this summer. In the meantime, staff would like to file the application for State assistance so that we can provide maximum impact in the first stage projects. FINANCIAL IMPACT The estimated cost of the above work is $600,000. We believe our grant request will be enhanced by the two to one matching potential. The City's $400,000 portion of the project cost is currently budgeted as matching for the State project. RECOMMENDATION The City Council is asked to authorize the application for a redevelopment grant for the Sports Complex to the Illi- nois Department of Conservation in the amount of $200,000, including authorization for the City Manager to sign the appropriate documents. ew 7 Lar . Rice, City Manager SUBJECT: Additional Asphalt Improvements at the Softball Complex PURPOSE: This memorandum will provide the Mayor and Council with information regarding the addition of roadway improvements at the Softball Complex to the Bluff City Boulevard Resurfacing Contract. BACKGROUND: The City Council awarded, to Central Blacktop, the contract for the Bluff City Boulevard Resurfacing Contract on July 25, 1990. This project included asphalt improvements on Bluff City Boulevard and various roads in Bluff City Cemetery. filik Central Blacktop was requested to submit costs to remove and replace the existing pathways between the ball diamonds within the Softball Complex. Central Blacktop agreed to perform the work at the contract unit prices submitted with the Bluff City Boulevard Resurfacing Project. The improvements at the Softball Complex will include the remov- al of the existing 8-foot pathways and replacement with a new 14-foot wide aggregate base and a new 12-foot wide, three (3) inch thick bituminous pavement. The resulting pavement will be built to better withstand the loads transmitted by trucks deliv- ering sand for the ball diamonds . FINANCIAL IMPACT: The estimated cost to perform the improve- ments stated above is $19,928. 50. There is $27,000 in the Park Development Fund for this project. The approximately $7,000 remaining in the fund will be used for various asphalt repairs within the Softball Complex. The corresponding change order will be submitted for Council 's consideration when the work is completed.
