AUTHORIZING EXECUTION OF A SERVICE AGREEMENT WITH
THE BUREAU OF TESTING SERVICES
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS, that Larry L. Rice, City Manager, be and is hereby
authorized and directed to execute a service agreement on
behalf of the City of Elgin with the Bureau of Testing
Services for the written police officer original entry
examination, a copy of which is attached hereto and made a
part hereof by reference.

BUREAU OF TESTING SERVICES
SERVICE AGREEMENT
AGREEMENT made and entered into this 16TH day of MAY , 19 91 , by and
between the BUREAU OF TESTING SERVICES, an Illinois not-for-profit corporation,
hereinafter referred to as the "BUREAU", and ELGIN , a municipal
corporation of the State of Illinois, hereinafter referred to as the "CLIENT".
RECITALS
The BUREAU is engaged in the business of testing applicants for original
appointment as police officers for Illinois municipalities;
The BUREAU has a written examination which will assist its clients in selecting
applicants for service as police officers;
The CLIENT is in the process of selecting individuals for appointment as police
officers and desires to use the testing services offered by the BUREAU.
IT IS THEREFORE AGREED:
1. The BUREAU shall provide the Written Police Officer Original Entry
examination for the CLIENT at HEMMONS AUDITORIUM

2. The examination will be conducted at the hour and on the date listed below:
A. 6 :00 aXKX - p.m.
B. JULY 29 . 1991 (Date)
3. The BUREAU will provide the materials and personnel to conduct the
examination, will score the subject's examination and provide the CLIENT
with written results.
4. The BUREAU shall be compensated for its services based on the number of
participants as shown on the attached Fee Schedule.
5. The CLIENT hereby undertakes to indemnify, hold harmless, save and
protect the BUREAU from any and all liability, loss, or damage, including
reasonable attorney's fees, the BUREAU may suffer as a result of claims,
demands, costs or judgments against it arising from any act or omission
(except those deemed willful or wanton) of the BUREAU or its employees
related to the conduct and administration of the examination specified
above.
6. Upon completion of an examination, the BUREAU will provide the CLIENT
with a statement detailing the amount owed the BUREAU for its services.
The CLIENT agrees to pay the BUREAU within forty-five (45) days of the
receipt of the BUREAU'S statement. Late payments will be subject to a two
percent (2%) surcharge added to the outstanding balance for each thirty
day late period.

THE PHYSICAL ABILITY TEST USUALLY WORKS OUT TO APPROXIMATELY
$18 TO $22 PER APPLICANT, BASED ON AN AVERAGE GROUP OF 30
APPLICANTS . THE COST OF THE TEST WILL VARY DEPENDING ON THE
FOLLOWING : THE NUMBER OF APPLICANTS TO BE TESTED, THE NUMBER
OF BUREAU PERSONNEL REQUIRED AND THE DISTANCE FROM HILLSIDE TO
THE TESTING SITE . (IF LONGER DISTANCES & AN OVERNIGHT IS
NECESSARY , THE COST WILL BE INCREASED . )

MEMORANDUM
TO: Mayor and Members of the City Council

SUBJECT: Contract with Testing Firm
for Police Officer Written Exam
PURPOSE: This memo is to request that Council authorize the
City Manager to sign a contract with the Bureau of Testing
Services to provide the written examination for the upcoming
police officer test.
BACKGROUND: The City has used this testing firm for many
years. However, a new contract for each testing cycle is
required by The Bureau of Testing Services .
FINANCIAL IMPACT: The cost to the City will depend on the
number of applicants actually sitting for the exam.
CONCLUSION: Staff will recommend that Council authorize the
City Manager to sign the necessary contract for the police
officer written exam element.
