WITNESSETH: That the Owner employed the Engineer to perform engineering services related to preparing a Comprehensive Water Master Plan involving evaluation and study of water supply, treatment, transmission, and distribution; and including an SDWA impact assessment. The water treatment plant expansion evaluations will address alternative treatment processes for the Riverside water treatment plant. Alternatives for taste and odor reduction will be evaluated. The Engineer has recommended, and the Owner has concurred, that the scope of work relative to Task 403 of Phase 400 - Water Treatment Plant Expansion Evaluations be expanded to include a pilot plant scale testing program to assess the effectiveness of ozone for taste and odor reduction at the Riverside plant. In response to these supplemental services, certain revisions must be made to the Contract. In compliance, therefore, the terms and conditions of the Original Contract are modified as specifically set out below. All other parts of the Original Contract remain unchanged. ATTACHMENT A - SCOPE OF SERVICES Under Phase 600 - Supplemental Services, expand the referenced original tasks by adding the following phase and task descriptions relating to evaluations and studies under Phase 350 - Pilot Plant Studies: PHASE 350 - PILOT PLANT STUDIES Engineering services will consist of a pilot plant scale testing program to assess the effectiveness of ozone for taste and odor reduction at the Riverside water treatment plant. The major objective of these tests will be to determine the effect of ozone on naturally occurring geosmin and 2-methylisoborneol (MIB) concentrations in the Fox River. Tests will be performed to evaluate ozonation in two locations (1) after the presedimentation step and before lime softening, and (2) after the second stage of lime softening. Other objectives include the determination of ozone dosages needed to maintain a residual that would satisfy the CT (Concentration x Time) requirements of the Surface Water Treatment Rule (SWTR). Several tests would also be conducted to determine secondary disinfection options to reduce THM concentrations below 50 µg/L. The basic testing protocol consists of two treatment scenarios, interstage ozonation (following presedimentation) and post ozonation (following lime softening). The test scenarios will be evaluated using the Black & Veatch Mobile Water Treatment Research Unit (pilot plant). W3JAG041191 1 The pilot studies proposed will require substantial involvement of the Owner's water treatment laboratory personnel to perform analyses and assist in pilot plant operations. Black & Veatch will provide an engineer to oversee the testing program and pilot plant operations. The Owner will be responsible for all analytical testing (except ozone residual) , will provide all chemicals for pilot plant operation (e.g. geosmin, MIB, carbonic acid for pH adjustment, hydrogen peroxide) , and will prepare chemical feed stock needed for the operation of the pilot plant. In general , the pilot plant studies will involve the following tasks: TASKS 351 - Conduct Pilot Plant Studies. Conduct pilot plant studies to assess the effectiveness of ozone for taste and odor reduction at Riverside water treatment plant and other secondary objectives as outlined in Black & Veatch's memorandums dated March 19, 1991, and April 4, 1991. 352 - Evaluate Pilot Plant Data. Evaluate the test data from the pilot plant studies to determine the ozone dose required to achieve reduction of taste and odor compounds and the optimum application point. The benefits available for other uses of ozone, such as disinfection, will be evaluated. The ozone dose and resulting CT calculations will be determined. Alternate distribution system disinfection scenarios and their impact will be evaluated. 353 - Prepare Preliminary Opinion of Probable Cost. Prepare preliminary opinions of construction costs and annual operating and maintenance costs for the use of ozone in full scale ozone generation and dissolution facilities. Costing will include evaluation of any savings associated with the elimination of powdered activated carbon and potassium permanganate feeds. 354 - Prepare Draft Report,. Prepare a draft report of the findings and recommendations of the studies based on results of the previous tasks. Submit five copies to Owner for review and comments. 355 - Finalize Report. Upon receipt and incorporation of Owner's review comments, complete the report, and submit five copies of report to Owner. Incorporated this report into the draft report prepared under Task 408. W3JAG041191 2 ATTACHMENT B - COMPENSATION Under Subparagraph C, the following establishes the compensation of the additional work. For Supplemental Services, as identified hereinbefore, the Owner agrees to pay an amount equal to the Engineer's salary costs times 2.83 plus reimbursable expenses at cost and plus subcontract billings times 1.05. A maximum amount to be invoiced for these Supplemental Services shall not exceed $35,000. Under Subparagraph I , submittal of draft copies of report for Phase 350 - Pilot Plant Studies shall b e 30 calendar days following completion of pilot plant operations and receipt of all test results. To allow the pilot plant recommendations to be included in the water treatment plant expansion evaluations report, the time frame for submittal of draft copies of report for Phase 400 - Water Treatment Plant Expansion Evaluations shall be changed to 45 calendar days following completion of pilot plant operations and receipt of all test results. ATTACHMENT C - OWNER'S RESPONSIBILITIES In association with the pilot plant studies, the Owner will furnish, as required by the work and not at the expense of the Engineer, the following additional items: 11. Water plant and/or laboratory staff to perform analysis and assist in the pilot plant operations. 12. All analytical testing (except ozone residual) , provide chemicals for pilot plant operation (e.g. geosmin, MIB, carbonic acid for pH adjustment, hydrogen peroxide), and preparation of chemical feed stock needed for operation of the pilot plant. Analytical testing will include in-house testing and outside testing by private laboratory as required. 13. A Taste and Odor Panel consisting of plant, laboratory, or other City personnel and/or preselected consumers to perform necessary taste and odor tests. 14. Fairly flat site locations for the pilot plant unit providing adequate security, access to 220 volt single phase power, access to raw water and potable water, access to drainage, and a suitable vehicle to relocate the pilot plant unit from an initial site location to a second site location if required for the testing. TO: Mayor and Members of the City Council FROM: City Manager DATE: April 16, 1991 SUBJECT: OZONE PILOT PLANT TEST -- TASTE AND ODOR CONTROL PURPOSE: This memorandum will provide the Mayor and Council with information to consider authorizing execution of Amendment #2 to the agreement for engineering services with Black & Veatch consulting firm to conduct pilot plant testing of ozone for the removal of taste and odor compounds. BACKGROUND: On July 26, 1990, the City executed an agreement for engineering services with Black & Veatch to provide a comprehensive water master plan involving the evaluation and study of the water supply, treatment, transmission, and distribution systems, and including an assessment of the Safe Drinking Water Act. Part of the supplemental services provided in that agreement was a provision for pilot plant testing of ozone as a potential remedy for the periodic taste and odor problems that occur in our raw water source. Attached is a copy of Amendment #2 outlining the work and study to be conducted under this additional agreement. Historically, taste and odor problems occur the first week or two in May as river water temperatures begin to increase. The Water Department and the consulting firm are prepared to conduct these investigations at that time. r Page 2 FINANCIAL IMPACT: Under appropriation #400-978-9968, the Water Department's 1991 budget allocates $50,000 for the ozone pilot plant study. This amount includes the supplemental services to be provided by the engineering firm and the additional chemicals and supplies from the Water Department.
