BACKGROUND: The subject contract specifies that the number of "Stops" shall be adjusted semi-annually on the basis of increas- es which occurred during the preceding six months. Figures were derived from the City of Elgin New Water Accounts listing. We have documented that the number of "Stops" listed in the contract should be increased by 292 to account for the num- ber of new housing units constructed from October, 1991 through March, 1992 . Elgin Wayne Disposal has concurred with this fig- ure. Therefore, the contract number of "Stops" should be in- creased by 292, from 18,319 to 18,611. Said number shall re- main in effect for the next six months (April, 1992 through September, 1992) . FINANCIAL IMPACT: April 1, 1992 marks the end of the second year of our contract with Elgin Wayne Disposal. BACKGROUND: Elgin began the curbside recycling program in April, 1990 by including the basic recyclables (newsprint, met- als and glass) . We believe we are now in a position to expand the program to include certain plastics. We have experimented with plastics by establishing drop- off sites at the Public Works complex and at Kimball Middle School. Plastic items have been limited to PET soda bottles and HDPE milk/water jugs. We limited the drop-off sites to these specific items so as to minimize mixing colors in the plastic, as well as to avoid contaminants such as oil, anti- freeze, pesticides, etc. Elgin Wayne Disposal has drawn upon the experience of oth- er Waste Management Service Centers in an effort to formulate a workable plastic recycling program. That plan is outlined in their letter dated February 18, 1991 (attached) . Proposal A involves only mixed HDPE plastic for comparison purposes. Proposal B would add the following mixed PET (#1) and HDPE (#2) items to the curbside program: PET - Soft drink bottles ( 1,2 or 3 liter, - clear or green) . PET - Liquor bottles (clear or brown) . MAYOR AND MEMBERS OF THE CITY COUNCIL March 5, 1991 Page 2 HDPE - Milk jugs and water bottles . HDPE - Laundry product containers (all colors, including bleach) . HDPE - Windshield solvent containers . We would direct residents to rinse all containers and re- move the caps. We will also suggest that containers be flat- tened to help reduce. the volume. Containers with automotive products (wax, polish, oil, fu- el additives, etc. ) or pesticides, weed control products, sol- vents, medical products, paints etc. would be excluded. The presence of these contaminants reduces the value of the plastic after collection. Additional expenses are incurred when adding plastics to the curbside recycling program. Plastic can represent as much as 25% of the waste stream volume, but only 7% of the weight. Accordingly, existing vehicles being used in the collection process must make more trips, or more vehicles must be uti- lized. Likewise, additional labor costs and storage space for bailing at the processing center are necessary.. It is estimated that some communities may pay as much as ten times the landfill disposal cost to recycle plastics. We calculate a landfill disposal cost of $45/ton in Elgin at this time. We estimate a cost of $130/ton to recycle plastic, or nearly three times the cost to landfill that material. Also, collection costs can range between three to ten times more than the revenues gained from the sale of those plastics. However, by including the items listed in proposal B we will be address- ing the vast majority of post consumer plastics generated from the home, which will have a positive impact in terms of saving landfill space. FINANCIAL IMPACT: The present recycling contract with Elgin Wayne Disposal amounts to $1.27/Stop/Month during the first year. The second year (beginning April 1, 1991) the price in- creases to $1. 33/Stop/Month per the contract. The price will be $1 .40/Stop/Month during the third year (beginning April 1, 1992) . The proposed expansion into plastics results in an addi- tional cost of $1 .00/Stop/Month. Therefore, the total cost would be $2 . 33/Stop/Month for the second year of our contract with Elgin Wayne Disposal . The third year of the contract (be- ginning April 1, 1992 ) would result in a total charge of $2 .45/Stop/Month, utilizing the same inflation factor built in- to the existing bid prices . • MAYOR AND MEMBERS OF THE CITY COUNCIL March 5, 1991 Page 3 Sufficient funds are available in the Sanitation Division Budget under 875-Misc. Services for such a program. It is not- ed staff prepared the 1991 Budget estimating a cost of $1.00/Stop/Month to add plastics to the curbside program for a total of $216,540 for a full year of service. The draft solid waste report for Kane County includes two facts which demonstrate that our recycling costs are in line with other curbside programs. First, the average program cost is $1.50 per household per month, whereas we are now at $1.27 per stop per month. Second, it was estimated by Kane County that the collection of more materials would increase the cost to $2 .50 per household per month, whereas we will be at $2.33 per stop per month. RECOMMENDATION: Plastic recycling is gaining popularity with the public nationwide. Mixed plastics (seven classes) contrib- ute approximately 7% (by weight) of the municipal waste stream. However, markets do not exist for all the mixed plas- tics and, therefore, most programs generally limit their ef- forts in plastic to include only PET and HDPE, as we are sug- gesting. It is recommended that the proposal from Elgin Wayne Dis- posal as outlined herein be approved to include certain plas- tics at an additional cost of $1.00/Stop/Month. The cost shall increase to $1 .05/Stop/Month during the third year of the con- tract, beginning on April 1, 1992 . In our review of current programs that our Recycle America A7) companies offer, we have found that plastics can equal 25% of totals picked up by volume but only represent around 4% by weight. This fact creates a situation where the processing costs and collection costs represent a sizable investment in comparison to denser materials. After careful review, we present the following proposals for your perusal. Proposal A We propose to add mixed H.D.P.E, to our current collection contract for curbside recycling. This would include: - Milk jugs - Water bottles - Laundry product containers (including bleach) - Windshield solvent containers We would need a good faith effort from the public to rinse the containers and remove caps.
