It is also the intent of this memorandum to inform of potential and anticipated change orders. BACKGROUND: eik On September 13, 1989, a contract was awarded to Clark Dietz, Inc. , to design a new water facility for the Slade Avenue site. On September 26, 1990, a contract was awarded to Wil-Freds Construction for construction of this facility. These improvements are essential in order to replace this outdated, deteriorated facility and maintain the well and pumping functions that are a vital part of the City's water system. Incomplete records of this 100-year-old facility and of the various changes made to it over the years created a design based upon unpredictable conditions. As construction progresses, these unpredictable conditions are becoming visible, and change orders are required. The first change order is for a variety of electrical modifications, including routing, conduit material, and manhole, hand hole, and conductor changes. r Page 2 The second involves a variety of items including replacement of sections of storm sewer found in unacceptable condition, rerouting of the new 24" low service water line due to unforeseen physical conditions of the existing piping, addition of a valve and vault on the new 24" line to avoid interruption of service during the connection of a future main projected by the distribution system master plan being developed by Black & Veatch, and modification of a door header with addition of conduit and connectors for computer cables. The third is to change door knob handles to lever handles for handicap access . During shop drawing review it was discovered that no solid state protection was requested for any of the well or motor starters nor were meters sought for monitoring the wells. Also, it was found that a secondary fused switch and a 5 KV neutral conducted could be eliminated. These changes will, however, require additional design effort. Review of the well sites prior to placement of new electrical . 470 equipment found the vaults of the two wells with modifications included in the work scope in need of replacement and the balance of the wells in need of vault work and replacement pads. This work will also require additional design effort. Additional changes that further affect the work scope of this project have been identified. The changes are to thrust blocks, pump control panel, excavation and fill of the lime lagoon (unit priced in the contract) , construction of the electrical changes associated with the additional design effort listed above, construction associated with the additional well work scope, additional work associated with the flooding of an excavation due to an unidentified main, unidentified lime lagoon decant vaults interfering with the new building foundation, changes to conduit, change from an elbow to a tee on the pump suction line for continuity of service, retaining wall design, and removal of existing unidentified piping interfering with the building foundation. ork Page 3 In keeping with one of the original criteria of this project, the aesthetics of the site have been taken into consideration when addressing functional changes . Some of the changes will affect the project completion time; it is projected that the substantial completion date may be delayed by 30 days, bringing the projected completion date to July 30, 1992 . There are additional costs accruing to the project that are not directly associated with existing contracts; they are the costs of quality control testing services and utility company charges for changing the existing utility services. FINANCIAL IMPACT: Quotes have been obtained from the general contractor and the consultant for the three construction change orders and the two design change orders described above. Change Order #1 - Electrical -$ 54,890 (Credit) Change Order #2 - Plumbing $ 37,428 Change Order #3 - Door Hardware $ 76 -$ 17,386 (Credit) Estimate of future change orders $200,000 Electrical Design $ 3,000 Well Design $ 3,417 $ 6,417 The contract with Wil-Freds for construction of this project is for $3,694,400 . There are sufficient funds available in the Water Department' s operating fund to pay for these projected changes. The contract with Clark Dietz, Inc. , for design services is for $358,777 .
