SUBJECT: Capital Equipment Purchases
Street Sweepers
PURPOSE: This memorandum will provide the Mayor and Council
with information to consider authorizing the purchase of two
street sweepers, one of which is a replacement and the second is
an addition to the fleet.
BACKGROUND: The City Council had expressed a desire for an .
increased effort in street sweeping and we have responded with
our two existing sweepers . However, to be more effective and to
apply more effort, it was determined that it is necessary to
increase our street sweeper fleet by one to a total of three
machines . We have in the 1991 Budget, Equipment Replacement
Fund, monies to replace sweeper no. 102 and to purchse a third
sweeper.
The present street sweeper fleet consists of a 1982 Elgin
Pelican (#102) and a 1987 Elgin Crosswind (#113) , which are
mechanical and vacuum sweepers, respectively. We are proposing
that both the replacement and the additional sweeper be an Elgin
Pelican Series "P" . Attached for your consideration is a copy
of two pages from a brochure describing the sweeper.
The firm of Bruce Municipal Equipment, Inc. of Glenview is the
authorized manufacturer's representative for Elgin sweepers. As
in the past, we have asked Bruce Municipal to provide us with a
quotation for the purchase of the street sweepers, plus a copy
of at least two quotes on similar sweepers they have recently
given to other communities . The reason for the two quotes is to
compare the cost of the equipment we are purchasing with the
cost to other communities since this is a sole source purchase.

FINANCIAL IMPACT: We have in the 1991 Budget $85,000 for a
replacement sweeper and $90,000 for a new sweeper, for a total
of $175,000. The base price for an Elgin Pelican Series "P"
Premier street sweeper with gutter brooms on each side (dual) is
$84,200. Adding the options brings the price for each sweeper
to $93,552 . However, the various discounts and trade-in
allowance brings the cost of the replacement sweeper to $70, 112
and the cost of the additional sweeper to $85, 112, for a total
of $155,224 .
The work environment for a sweeper operator is dusty, tedious
and demanding, plus they must always concentrate on what they
are doing so as to provide for their own safety and for the
safety of the public. The proposed options improve the work
environment, provide added safety, reduce maintenance costs and
allow more time on the street for sweeping.
Attached also for your consideration is a copy of the quotation
for the purchase of the two sweepers and copies of the two
comparison quotations . The prices quoted on our two machines

are better than the prices quoted for Wheaton and Forest Park,
after options and trade-in figures are considered.
RECOMMENDATION: It is recommended that the City Council
authorize the purchase of two Elgin Pelican Series "P" Premier
street sweepers from Bruce Municipal Equipment, Inc. , less the
trade-in of sweeper no. 102, for a total of $155,224 .
