ESTABLISHING RATES AND CHARGES FOR
WATER METERS AND WATER SERVICES
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS, that the following rates and charges be and are
hereby established for services performed by the City of Elgin:

*Note a. The cost for a water meter will be at the current
rates adopted by the City Council as shown on
Schedule A. Meter sizes will be based on usage at
the direction of the director of water operations.
b. The installation of any sized service in the
Central Business District (CBD) , including the
Fountain Square Plaza Mall, and other areas as
described shall be on a time and material basis.
The CBD shall include the area bounded on the west
by the Fox River, north by Kimball Street, east by
Dundee and Villa Streets, and on the south by
National Street. Any new or improvement of
existing services in the Fountain Square Plaza
Mall will be discouraged, or not permitted.
Service will be provided from the streets bounding
Fountain Square Plaza Mall.
c. Federal, State, and County routes that must be
augured will include the scheduled water service
price plus any additional actual costs .
**Note: a. A 5/8" AMR (automatic meter reading) water meter
plus 25% overhead charge is included with the 1"
and 1}" water service.
b. The costs of water service installation for 1" and
1k" services in the New Subdivision category are
based on orders of three or more; if order is less
than three, add $90 per service.
c. An AMR system is required for each new single
family residence and other installations as
possible.
d. If service installation is a replacement of an
equivalent size and for the same intended usage,
subtract meter costs for a 1" or 11" service from
installation cost.

SUBJECT: REVISION OF PRICE SCHEDULES FOR WATER METERS, WATER
SERVICES, AND OTHER RELATED SERVICES
PURPOSE:
This memorandum and attachments will provide the Mayor and
Council with information to evaluate price adjustments for water
meters, water services, and other related services .
BACKGROUND:
The price schedules for water meters, water services, and other
related services were last revised in April 1989 . Generally,
prices for water services and meters have risen due to increases
in labor and materials . The attached Schedule A compares 1989
water meter resale prices versus those proposed for 1991. The
new costs are based on bids awarded at the Council meeting of
January 23, 1991.
A review and price evaluation of water services and other
related charges has also been conducted. The proposed prices
for water services include past and anticipated salary increases
as well as most recent material purchase prices and, for the 1"
and 1-1/4" services, the cost of the new AMR system. The
attached Schedule B illustrates the 1989 prices and the proposed
1991 prices for water service installation and other related
services. The fees for related services remain unchanged with
the exception that the charge for remote and installation cost
has been deleted.
All of these price schedules will be reviewed and adjusted
annually as required.

FINANCIAL IMPACT:
Experience since the 1989 rate adjustment for water connection
fees has shown an approximate eight percent increase in labor
and material costs . For 1991 we anticipate an additional four
percent increase. Therefore, water connection fees reflect an
across the board increase of 12 percent. Meter prices are based
on actual bid or quoted prices .
RECOMMENDATION:
It is recommended that the Council approve the revised rates for
water meters, water connection fees, and other related services
as presented and direct staff to prepare the necessary
resolution
