FOR THE LAUREL STREET STORM SEWER REPLACEMENT WHEREAS, the City of Elgin has heretofore entered into a contract with Gluth Brothers Construction Co. , Inc. for the Laurel Street storm sewer replacement; and WHEREAS, it is necessary and desirable to modify the terms of the contract as is described in Change Order No. 1, attached hereto. The general contractor for this project is Gluth Brothers Construction Co. , Inc. of Woodstock, IL. REASONS FOR CHANGE: This change order is required for the costs associated with two added sanitary sewer manholes and the additional sidewalk, curb & gutter, pavement patching and trench backfill . The two added sanitary sewer manholes were installed to aid our Public Works crews and to enhance the existing system. The additional sidewalk, curb & gutter, pavement patching and trench backfill are a result of the soil conditions causing substantial embankment failure during construction which was not anticipated at the time of bidding. The work on this project is now complete and a final inspection has been made. The project involved the replacement of an existing storm sewer on Laurel Street between Porter Street and Willow Creek which is just west of Willard Avenue. The existing storm sewer had deteriorated and was partially collapsed that it could not carry storm water out of the intersection of Porter and Laurel Streets in sufficient quantity so as to keep the intersection from flooding. The intersection does now drain which is great for the Elgin residents who live there. The installation of the storm sewer required boring under Liberty Street ( Illinois Route 25) which requires pits on each side of Liberty Street to place the boring equipment and for working space. The sewer was placed fairly shallow at Porter, but was very deep under Liberty Street to avoid conflict with the sanitary sewer. To avoid other utilities, a sanitary sewer and trees the sewer was placed close to the south curb line along Laurel. 4410 Mayor and Members of the City Council January 17, 1991 Page 2 The staff was aware of the sandy/gravelly soil conditions which would make it difficult to place the sewer and had provided for additional trench backfill material . However, the conditions encountered were worse than expected. Even with the use of a trench box by the contractor to hold the trench walls, the sandy/gravelly soil could not be contained. The soil collapsed which resulted in a significantly wider trench at the surface and the loss of 230 square feet of sidewalk, a driveway and 439 feet of curb and gutter. It also required more than the planned pavement restoration. Two sanitary sewer manholes were also constructed and the costs included with this contract. These manholes were constructed in-line with the existing sanitary sewer along Laurel Street between Liberty Street and Willard Avenue. The manholes will allow our Public Works personnel to maintain the sewer on a periodic basis. This maintenance could not be performed in the past because the distance between the existing manholes located at Liberty Street and Willard Avenue was too great for Public Works equipment to properly inspect or clean out. 410 FINANCIAL IMPACT:The original contract was for $153,637 .00. The final cost of the project is $182,619 .00. This is an increase of $28,982 . 00. There are additional funds available in the Sewer Operating Fund (430) for this change order. RECOMMENDATION: It is recommended that the Council approve Change Order No. 1 and Final to the Laurel Street Storm Sewer Replacement project in the amount of $28,982.00 and direct the staff to prepare the necessary resolution.
