APPROVING CHANGE ORDER NO. 1 IN THE CONTRACT WITH
CLARK DIETZ, INC. FOR THE SLADE AVENUE FACILITY
WHEREAS, the City of Elgin has heretofore entered into a
contract with Clark Dietz, Inc. for engineering services for
the Slade Avenue facility; and
WHEREAS, it is necessary and desirable to modify the
terms of the contract as is described in Change Order No. 1,
attached hereto.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF ELGIN, ILLINOIS, that Larry L. Rice, City Manager, be
and is hereby authorized and directed to execute Change Order
No. 1, a copy of which is attached hereto and made a part
hereof by reference.

of 1990 by and between the City of Elgin, Illinois (hereinafter called
the CLIENT) and Clark Dietz, Inc. , Champaign, Illinois (hereinafter
called CDI) .
WITNESSETH, THAT WHEREAS, the CLIENT and CDI have previously entered
into an Engineering Service Agreement dated the 14th day of September,
1989 for professional services on the design and construction of the
Slade Avenue Facilities (hereinafter called the PROJECT) for a lump sum
of Two Hundred Ninety-Five Thousand Eight Hundred Seventy-Nine and
No/100 Dollars ($295,879.00) .
Whereas, the Engineering Services Contract includes Sections covering
Additional Services of CDI and the Client's Responsibilities and
whereas CDI has identified the following additional services and
associated costs:

1. Incorporation of C.T.& A. drawings and $3,500.00
specifications for "Valve Replacement
and Repairs to the Slade Avenue Reservoirs. "
2. Staking of existing permanent easement $2,300.00

Therefore, the City of Elgin and Clark Dietz, Inc. mutually agree to
increase the total contract lump sum amount by $62,898.00 to Three
Hundred Fifty-Eight Thousand Seven Hundred Seventy Seven and No/100
Dollars ($358,777.00) .
In witness whereof, the parties hereto have caused this AMENDMENT to be
executed as of the day and year hereinabove set forth.

SUBJECT: CHANGE ORDER BY CLARK DIETZ , INC. , FOR ADDITIONAL
ENGINEERING SERVICES FOR THE SLADE AVENUE FACILITY
PURPOSE:
This memorandum will provide the Mayor and Council with information to
consider approving a change order submitted by Clark Dietz, Inc. , for
additional engineering services for the design of the Slade Avenue
facility.
BACKGROUND:
On September 13, 1989, the Council awarded a contract to Clark Dietz,
Inc. , for engineering services for the design of the new Slade Avenue
facility. After awarding the initial contract, items were added to the
project's scope, and there have been unanticipated increases to the
engineering effort on scope items included in the original contract.
The initial contract was to plan the new pumping and meter facility to
the south of the existing reservoirs and north of Slade Avenue so as not
to conflict with piping, wells, and Com Ed facilities. A preliminary
building plan was prepared for that site. However, the anticipated
service area for this facility was now expected to be greater because of
additional growth to the east of Elgin. With that in mind, the facility
should be large enough to accommodate future expansion within the
structure without modification.

Therefore, the area north of the reservoirs was now considered a better
site. It was determined that a larger facility accommodating future
growth could be placed here by removing a portion of the existing Slade
Avenue Pumping Station and the abandoned lime sludge pit. We found that
by doing this and making some feed lines and transmission main
modifications, that the facility at this site would be operationally
more efficient. This would also leave vacant the area south of the
reservoirs for future expansion, such as additional reservoir capacity.
The relocation of the structure makes more effective use of the
available space at the Slade Avenue area.
Attached are letters from Clark Dietz, Inc. , dated July 27, 1990, and
September 28, 1990, identifying these increases .
FINANCIAL IMPACT:
The Water Department's 1990 capital budget, appropriation #400-988-9821 ,
has been adjusted through the mid-year review to reflect this increase.
Contingency funds were available to finance this additional effort.
RECOMMENDATION:
It is recommended that the City Council approve this change order for
additional engineering services performed by Clark Dietz, Inc. , for the
Slade Avenv ci.lity in the amount of $62,898.

The following should have been included under Item 2, Building
Location, Additional Engineering Effort in my letter of July 27, 1990.
Based on review of the Slade Avenue Site by the City of Elgin staff and
Clark Dietz, it was determined that the building should be located
southwest of the existing 2 mg reservoir. Clark Dietz proceeded with
concept design for this location. Existing topographic conditions,
building configuration alternatives, building orientation, vehicular
traffic flow, and parking alternatives were analyzed and incorporated
into two concept design schemes. The concept design schemes were
presented to the Elgin Staff on November 1, 1989. Elgin staff comments
were then incorporated into the selected design scheme and presented on
December 1, 1989.
During the December 1, 1989 meeting, the City staff requested that a
location between the existing 1 mg reservoir and the old Slade Avenue
Plant be considered for the building. The new location would allow
additional expansion area for future facilities.
The new location was limited in space by the old Slade Avenue Plant and
a ComEd Substation. Clark Dietz determined that with demolition of the
garage area of the old plant and by providing two separate parking
areas that the new location could be used. With concurrence from Elgin
Staff, Clark Dietz proceeded with design at the new location.
With design at the new location, a major portion of the effort expended
on concept design for the original location was no longer valid.

Dear Mr. Deibert:
The contract for the Slade Avenue Facilities was based on a scope of
items as identified by the City of Elgin's Request for Proposal and the
Proposal submitted by Clark Dietz, Inc. Based on the agreed upon
scope, the total contract dollar amount was set at a lump sum of
$295,879.00 for both engineering design and construction services.
Since the initiation of the project, items have been added to the
project scope and there have been increases to the engineering effort
on scope items that were not anticipated and included in the contract
amount. The following is a summary of the additional engineering
effort and cost.
Additional Project Scope
1. , Incorporation of C.T.& A. drawings and specifications for
"Valve Replacement and Repairs to the Slade Avenue
Reservoirs. "
Total additional engineering cost - $3,500.00

1. Building Square Footage
The original project scope included a 10,000 S.F. building as
presented at the pre-proposal meeting. Based on programming
meetings and telephone conversations with Elgin, two preliminary
design schemes of approximately 11,600 square feet were presented
to Elgin on November 1, 1990. After review of the two design
schemes additional square footage in the meter repair room and a
semi-truck parking space were requested. Modifications were made
to the design schemes and presented to Elgin on December 1, 1990.
At this time the design scheme was accepted by Elgin but a change
in location was requested (see Building Location) . On January 22,
1990, Elgin requested that two additional van parking spaces be
added with the building being extended accordingly. The final
building designed contains 15,360 square feet.
2. Building Location
The present building location required many unanticipated changes "II
to the building design and, therefore, increased engineering
effort. Changes include the following:
a. Removal of the lime sludge from the abandoned lime sludge
lagoon.
b. ' Structural fill in the lime sludge area and under the garage
and semi-truck area, due to existing ground elevations.
c. Increased structural design due to the structural fill
required above.
d. . Relocation of the existing 24" water main around the
building.
e. Relocation considerations for the existing electrical ,
sanitary and storm sewers in the area around the building.
f. Site and existing ground elevation constraints required a
complicated parking, sidewalk, planter and retaining wall
system for the main entrance area. Additional lighting (see
Additional Lighting) was also required.
g. Ground elevation constraints required the design of internal
roof drains and internal foundation drains with associated

additional piping, and sump pump systems.

3. Meter Repair Room Revisions
The equipment layout for the meter repair room was revised at
least three times with the major revision being moving the meter
test tanks from upstairs to the basement and then back upstairs.
These revisions required changes to completed structural and
piping design and drawings.
4. Security System
During the final review meeting, Elgin requested the addition of
an infra-red security system.
5. Additional Lighting
During the final review meeting, Elgin requested increased
security lighting at the building entrance.
6. Voltage Drop
The existing six deep wells are powered from individual
transformers. Evaluation of voltage drop and power flow to the
six deep well pump motors indicated that a 5,000 voltage
distribution system with step down transformers is required at
each well to maintain an acceptable voltage level at the motors
during starting.
Please note that additional design work from our original contract
scope needs to be completed. This includes the reservoir replenishment
line and the 2 MG reservoir. The reservoir replenishment line is now
being designed but the reservoir is currently on hold. Our contract
calls for the design of a prestressed concrete facility. This design
has all but been eliminated due to site restrictions. In addition, the
City has discussed increasing the size of the reservoir. These matters
will need to be addressed at the appropriate time.

Clark Dietz, Inc. , respectfully requests a contract increase of $62,898
to cover additional design engineering connected with the Slade Avenue
Facilities. It should be noted that due to increases in the scope of
work, the Construction Cost Estimate has increased some 40%.
