Miller Assistant Public Works Director City of Elgin 150 Dexter Court Elgin, IL 60120 Proposal No. : P-90-2309 Subject: Proposal to Develop Permit Application and Obtain IEPA Approval for Yard Waste Composting Site Dear Mr. Miller: WESTON is pleased to submit this proposal to the City of Elgin to provide engineering services to develop a permit application for yard waste composting at the new site north of the gravel mining operation that we visited on 3 July 1990. This proposal includes both the development of the application and on-going assistance to address specific questions that may arise from the IEPA. We have reviewed your memo of 3 July 1990 and have prepared this proposal with the overall approach of keeping the entire process as simple as possible while still fulfilling relevant IEPA obligations. The first section of this proposal presents our understanding of the technical scope of the project based on our previous discussions and your memo. The second section briefly discusses our general experience in composting technologies and applications and our considerable experience with the IEPA. The final section presents our cost estimate and a proposed schedule for submission of the permit application to IEPA. Technical Scope Based on our discussions and the information presented in your memo, the City of Elgin will provide (or has already provided) : • A site topographic map with two-foot contour intervals on USGS or City datum. • Legal descriptions of the site. • Information on the water table. • Estimates of volume and type of compostable materials. WESTON will utilize this information to develop a complete permit application to IEPA. Specifically WESTON will provide and perform the following: • Review data and information supplied by the City. • Develop in consultation with the City, a site layout and operating plan for the compost facility. • Submit permit documents to the City for review, comment, and/or approval. • Finalize and submit to IEPA the permit application and supporting documents. • If IEPA requests revision to the application, WESTON will revise and resubmit the permit application until it meets IEPA approval. Relevant Experience WESTON is a nationally prominent full-scope management, design, and consulting engineering firm that has served government and industry in the environment and energy fields for over 30 years. Our capabilities and experience in the municipal solid waste field include complete management, engineering, and environmental services in planning, permitting, siting, procurement, design, construction, and testing of solid waste facilities. Our comprehensive services cover all solid waste technologies including composting, recycling, waste-to-energy, transfer stations, and landfills. Our specific project experience in composting has usually been combined with larger, integrated solid waste planning efforts. These include projects at many locations throughout the United States including: • Milwaukee, Wisconsin. • Rockford, Illinois. H: \BP\PRO\0471.LTR W4U)N Mr. Gary W. Miller -3- 12 July 1990 • Rhode Island. • Clarkstown, New York. • Chester County, Pennsylvania. • Minneapolis, Minnesota. We can provide much greater detail concerning these and other projects if necessary. We have also included a copy of a WESTON prepared article entitled "Municipal Yard Waste Composting" for your information. In addition, WESTON has provided a complete review of a number of high technology composting systems for a confidential client interested in a potential purchase of a composting company. These types of projects give WESTON a broad base of experience in the composting arena, from low through high technology applications. WESTON has had a strong presence in the Midwest since 1967 . We currently have over 75 individuals located in our Vernon Hills, Illinois office. A significant part of our experience in the Midwest has included both working for and dealing with the Illinois EPA. Michael P. Mauzy, a vice president in our Vernon Hills office, was previously director of the Illinois EPA. WESTON currently works with IEPA personnel in the Division of Land Pollution Control which is the division of IEPA that will review the compost site permit application. Under an IEPA multi-site contract, WESTON is conducting RI/FS studies, design review and construction oversight for cleanup of hazardous waste sites. WESTON' s contacts in the Land Pollution Control Division include Mr. Scott Moyer and Mr. Kurt Neibergall among numerous others throughout the agency. A large number of WESTON projects involve the IEPA, either as clients or as regulators of our municipal and industrial clients. Costs and Schedule It is WESTON' s opinion that developing this application should be a very straightforward project, especially since our goal will be to keep the level of detail to a minimum while still satisfying IEPA requirements. Therefore, we propose to complete the above- outlined project on a LUMP SUM basis. This fee is firm and cannot be changed unless it is mutually agreed that the scope of work has changed from that outlined in this proposal. The LUMP SUM cost is $3300. H: \BP\PRO\0471. LTR Ionsror4 Mr. Gary W. Miller -4- 12 July 1990 A first draft application can be submitted to the City of Elgin within 2-3 weeks of acquiring all relevant information from the City. A final application can be forwarded to IEPA shortly (1-2 days) after receiving comments back from the City.
