89-0621 Regional Compost Center $�- ora\ RESOLUTION URGING KANE COUNTY TO PLAN, LOCATE AND ESTABLISH A LANDFILL AND A REGIONAL COMPOST CENTER WHEREAS, the City of Elgin through its Solid Waste Task Force has completed an analysis of alternative approaches to handle the solid waste problems of Elgin; and WHEREAS, regardless of suggested innovative approaches, the residue of the solid waste stream after recycling must be disposed of for the foreseeable future by landfill; and WHEREAS, remaining local area landfill capacity is limited and may be expected to be exhausted in the next several years; and WHEREAS, composting of leaves, grass clippings and other yard waste to reduce landfill deposits should be approached on an area or regional basis instead of by local communities; and WHEREAS, Kane County has provided the contracting authority in the past and represents the best agency to plan and contract for the future needs of Northern Kane County. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS, that it hereby calls upon the members of the Kane County Board of Commissioners to develop a plan and locate and establish a site for landfill operations to serve Northern Kane County including the City of Elgin when the existing facilities close; and BE IT FURTHER RESOLVED that the Kane County Board of Commissioners are urged to establish a site in Northern Kane County for joint deposit of leaves and yard waste prior to May I, 1990. BACKGROUND: As a part of the Solid Waste Task Force study, the task force urged the staff to approach the County with regard to cooperative efforts in composting and other solid waste activ- ities. The attached resolution would urge the County to cooper- ate with the City in setting up a joint composting program and to urge the County to take the necessary steps to plan for the landfill requirements of the future when the existing landfills have been used up. As can be noted, the resolution anticipates implementation of recycling and other programs but calls upon the County to proceed to provide the area-wide, County-wide participation needed for solid waste decisions. RECOMMENDATIONS: It is recommended the Council adopt the resolution and authorize the staff to forward it to the County for their attention. • aures J . • • , City Manager JJC: amp Attachment June 7, 1989 MEMORANDUM TO: Mayor and Members of the City Council FROM City Manager SUBJECT: Yardwaste Composting Operation Permit Requirements PURPOSE: The intent of this report is to outline permit require- ments for a composting operation and to provide alternatives to secure that necessary permit. BACKGROUND: HB-3800 specifies that the Land Pollution Control Division of the Illinois Environmental Protection Agency (IEPA) requires a permit for setting up a yard/landscape waste compost- ing operation. We have attached a summary sheet from ENR which lists the requirements. During our leaf collection operations in 1985 and 1986, leaves were hauled to several sites and left undisturbed. During 1987 and 1988 our leaves were deposited adjacent to the Softball Complex. We have since piled those leaves in long rows so as to begin a composting operation. Our plan has been to overturn and mix the leaves with an endloader to help the decomposition process and thus reduce the volume in a timely fashion. Technically, we must secure a permit from the IEPA to operate such a facility. The main elements of the permit include a legal description and topographic map of the site. Also, the proximity to the water table, leachate runoff control and provi- sion for odor control are required. The Engineering Division would normally be called upon to assemble the package to submit to the IEPA for approval. Howev- er, the work load in that division is such that we would not expect a timely submittal of all the paperwork which is required. The alternative is to contract out the work to a firm who has experience in this area . We believe it would be advantageous to hire a firm who could complete the work in a short period of time and also one who is familiar with the EPA requirements. FINANCIAL IMPACT: We estimate the cost to be between $3 ,000 and $5,000. This is not a budgeted item. Therefore, funds may be taken from the General Contingency Fund. .0HM MAYOR AND MEMBERS OF THE CITY COUNCIL June 7 , 1989 Page 2 RECOMMENDATION: It is our understanding a permit is required for a compost operation. Leaves cannot be piled at scattered sites and ignored. The SWAT Force has suggested we develop an interim composting site for the short term. It is suggested we proceed with the present site and con- tract with a firm to secure an IEPA permit.
