Re: Pipe Culvert Located at Highland Avenue and the Randall Road Tributary to Tyler Creek Dear Mr. Dahl: We prepared this letter to serve as the agreement between the City of Elgin, our firm and our subconsultant, JKL Consulting Civil Engineers, Ltd. for engineering ser- vices requested relative to the hydraulic study required to properly size the pipe culvert under Highland Avenue at the crossing of the Randall Road Tributary to Tyler Creek. The services we are to provide are as follows: 1. Take cross sections of the Randall Road tributary from 100 feet east of Lyle Avenue to 2 , 000 feet south of Highland Avenue. Cross sections will be taken to an elevation above the 100-year flood profile indicated for the tributary in the flood insurance study furnished by the City. All cross sections are to be tied to a traverse in the vicinity of the tributary and would be randomly spaced depending on the tributary con- figuration. 2 . Profiles will be taken on Lyle Avenue and Highland Avenue to determine overtopping parameters . Using the HEC II computer program, the flows from the FEMA study and the new data for the area of concern will be input to develop a 100-year storm pro- file with existing conditions. This profile will be compared to the FEMA study profile to determine what, if any, problems exist. 4 . If the culvert at Highland is creating a higher backwater than the FEMA study indicates, the culvert will be resized to provide an opening that will trans- port the 100-year storm so as to approx- imate the profile shown in the FEMA study. 5. If an increased flow is required at Highland, the 100-year flood profile between Lyle and Highland will be de- termined to ascertain potential prob- lems in the area due to the increased flow. 6 . The elevations determined during the cross section stage of our services will be utilized to prepare a compu- terized contour map of the area. A plot of the area that will be flooded during the 100-year event can then be prepared based on the City' s decision relative to the culvert replacement at Highland Avenue. For the engineering services provided by our firm, we will be compensated at the hourly rates set forth below for the actual time our employees are utilized in providing the services. Said rates include overhead and burden cost plus profit. Other out-of-pocket expenses we incur will be reimbursed at our actual cost. Mr. Melford A. Dahl, P.E. The charges for these services will be included as part of our invoice and be verified by providing invoices we receive from JKL Consulting Civil Engineers. We further agree that the cost for the above engi- neering services provided by Hampton, Lenzini and Renwick, Inc. and JKL Consulting Civil Engineers, Ltd. will not exceed $11,000. 00 . Invoices for work completed will be submitted on a monthly basis with payment being within 30 days of date of invoice. We further certify that our firm and its principals have not been barred from signing this agreement as a re- sult of a violation of Sections 33E-3 and 33E-4 of the Criminal Code of 1961 (Chapter 38 of the Illinois Revised Statutes) .
