88-0727 SWAT Task Force RESOLUTION APPOINTING A SOLID WASTE TASK FORCE WHEREAS, the collection and disposal of solid waste is a matter of great concern to all municipalities, including the City of Elgin; and WHEREAS, it is necessary and desirable to conduct a comprehensive study and review of means and methods of collection and disposal of solid waste so as to promote the public health, safety and welfare. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS, that there is hereby established an ad hoc advisory committee to be known as the Solid Waste Task Force; BE IT FURTHER RESOLVED that the Solid Waste Task Force shall undertake an intensive study of the problem of solid waste collection and disposal and alternatives to current collection and disposal practices including but not limited to recycling, collection by contract with private parties, incineration, composting and other disposal techniques. '\\3'f° 'y'c\rh Gat QLg '549 5 � October 31, 1988 MEMORANDUM TO: Mayor and Members of the City Council FROM: City Manager SUBJECT: Task Force on Solid Waste Appointee PURPOSE: The intent of this document is to provide information on a potential candidate for the subject Task Force. BACKGROUND: Mr. Mark A. Macleod earned a Bachelor of Arts Degree in Environmental Biology from Drake University in 1971 . His present position (since 1974) is that of Registered Sanitarian for the Village of Schaumburg. He also serves as staff liaison to the Village of Schaumburg' s Environmental/Aes- thetics Committee and a 15 member committee on Refuse Disposal Alternatives. Mr. Macleod recently moved to Elgin. He has met on several occasions with our Task Force staff coordinator and he attended a Task Force meeting on October 19 , 1988 . Mr. Macleod has past experience with the Hoffman Estates Environmental Control Commission and the Palatine Recycling Committee. He has expressed an interest in our Task Force activities and has access to information and data that could be of benefit. FINANCIAL IMPACT: N/A RECOMMENDATION: It is recommended that Mark Macleod be appoint- ed to the Task Force on Solid Waste to fill the vacancy created by Mr. Aubrey Neville who is out of state and unable to attend. dip / J es J.
