The general contractor operating under contract to the City of Elgin is Layne-Western Company, Inc . , of Aurora, IL 60506. REASON FOR CHANGE: This change order is required in order to provide necessary repairs and labor to restore the operating condition of well 1A. The Water Department ' s account budget 400-988-9908, annual well repair , contains $40,000, which includes repairs for Airlite 1A. By reason of this Change Order No . 2, the contract for the Airlite Street well repairs will be increased in the amount of $11 ,698.00, the total contract value being $26 ,398 .00. BACKGROUND: On August 5, 1987, well 1A, located at the Airlite Street Water Plant, was removed from service and the motor and cable tested for failure. It was determined through tests performed by the Water Department and confirmed by Layne-Western Co. that the motor and pump would have to be removed for inspection and service. These items were last serviced in October 1978. Additional history of well lA identifies a blockage in the well at a depth of approximately 860 feet (see attached letter from Layne-Western) . Airlite raw water pumping capacity has been reduced by 44 percent with the recent failure of lA and the prior failure of 3A due to barium sulfate precipitation. FINANCIAL. IMPACT: Price quotes on a time and material basis were received from Layne-Western Company, Inc. , and Wehling Well Works, Inc. and are attached hereto. Well Repair, contains $40,000, with no expenditures made to date. RECOMMENDATION: It is recommended that the City Council ascent Layne-Western's proposal to pull and televise well IA on a time and material basis at an approximate cost of $8,800 and to authorize execution of the attached work order. The City of. Elgin has used Layne-Western on numerous occasions for well repairs and has found their expertise invaluable. The Council will be kept informed of recommended repairs • and/o • improvements. While checking all three cable phases lead to ground , I observed 0.01 megohms and also observed good continuity readings . The readings would indicate a breakdown in the insulation system of the electric motor or submersible cable at some point in the well . The continuity readings would indicate that the motor is most likely still connected to the cable . These megger tests were conducted with my own instrument and confirmed readings taken by you prior to my arrival . In order to determine the exact nature of the failure , the pump would need to be pulled . Our records indicate that the pump consists of a pitless adapter; 799' of 10" Schedule 40 column pipe in random lengths ; two column check vavles ; 805 ' of 1/4" stainless steel airline ; approximately 815 ' of No . 2 submersible cable ; Layne & Bowler 15DRHC-6 stage all bronze submersible bowl assembly; and Byron Jackson 350 H . P. , 3/4/60/ 2300 volt , 17" Type H motor . We last pulled the pump in October 1978 to investigate a problem similar to the present one . The motor existing at that time was burned out . The well. total depth was approximately 1250 ' versus an original drilled depth of 1394 ' . The static water level was 562' . The pump was reinstalled in December 1978 to the present depth. Due to the frequency of motor failures with the General Electric motor existing at that time , the Byron Jackson motor was installed . The pump was started and tested on December 13 , 1978 with the static water level at 589' , the capacity 980 gpm, the pumping level at 661 ' with 40 pounds backpressure . Should you desire to pull the pump at this time , we would propose to perform this work for you on a time and material basis in accordance with the rates indicated on the attached Work Order form. We would propose to move a large service rig to the jobsite , set up, pull the pump, inspect the motor, bowl assembly, pipe , and submersible cable , and, if desired , perform a television survey to determine the nature of the obstruction and to inspect the well to its present total depth. I would anticipate that the pump pulling would require four or five days and the approximate cost would be $7 , 700. 00. The additional cost to conduct the television survey would be approximately $1 , 100. 00. I would expect that work could begin within one week of notice to proceed .
