George VanDeVoorde, Mayor Presented: July 8, 1987 Adopted: Vote: Yeas Nays Recorded: Attest: Marie Yearman, City Clerk , June 17, 1987 MEMORANDUM TO: Mayor and Members of the City Council FROM: City Manager SUBJECT-( UBJECT• Laurel Street Storm Sew Replacement PURPOSE: This memorandum will provide the Mayor and City Council with information to consider the selection of an engineering firm for the subject program. BACKGROUND: The Laurel Street storm sewer has had problems in the past with the collection and transmittal of storm water in the area. With the realization of this, the project of replacing this facility was incorporated into the Integrated Capital Budget for 1987 under the Sewer Improvement Fund . The Enoineering Division prepared a list of qualified engineering firms, based upon their experience and qualifications in this field , and sent them an RFP. Four proposals were sent out and three were returned . A review of the three proposals by Engineering showed that Everett Scheflow Engineers is a competent engineering firm in the sewer investigation and rehabilitation field. Everett Scheflow Engineers have been involved with storm sewer projects in the past with the City of Elgin. They satisfactorily completed the plans and specifications for the Willard Avenue Detention Facility . They have also been involved with various design projects with other local communities. A check of their references gave us favorable results as to the quality of their work . FINANCIAL_ IMPACT: The Engineer ' s estimate for the professional engineering fees was $9, 100 .00. The fees for both phases of the work as proposed by Scheflow Engineers is a maximum not-to-exceed cost of $7,300.00. This cost is for their non-televised proposal for the Phase I inspection and report on the existing facilities plus complete final plans and specifications . A tabulation sheet of the fees from each RFP submitted is attached for your consideration. RECOMMENDATION: It is recommended that the City Council select the firm of Everett. Scheflow Engineers for the design of the Laurel Street Storm Sewer for a not-to-exceed amount of %7,300 .G0 . City of Elgin Page 7 PROPOSAL FOR ENGINEERING SERVICES FOR CITY OF ELGIN LAUREL STREET STORM SEWER REHABILITATION 1. Proposal for Design Report (Step 1) . We propose to prepare a design report for the Laurel Street Storm Sewer Rehabilitation for a lump sum of $6,300.00. The report will include a television report of the main sewer and visual inspection of all structures. Based on this information we will evaluate alernative methods of upgrading the system to be in accordance with current minimum standards of the City and good design practice. Illegal connections, if any, would be identified. As an alternative, we propose to prepare a design report for the improvement of the Laurel Street Storm Sewer system for a lump sum of $3,500.00. This report would assume that the existing sewer is not adequately sized to transmit a 10 year frequency storm and no television work would be included. The visual inspection of the structures, however, would be included. The report would include recommendations for the sizing of a new storm sewer system with evaluation of existing structures. The following work is not included in either proposal . 1. Soil borings 2. Dye testing, except, as may be deemed necessary by Engineer. 3. Tracing of illegal connections if any are located. We assume that the City will act to remove these connections under authority of existing ordinances. 4. Design of storm water detention facilites, (your Mr. Einweck stated those facilities are not necessary) . 5. The evaluation of storm sewer systems tributary to the Laurel Street Storm Sewer. We propose to prepare plans, specifications and bidding documents to implement the approved alternative for a lump sum of $3,800.00. 3. Construction Engineering Services (Step 3) . No proposal provided because none was requested. We would be pleased to provide a proposal if requested. 4. Other Matters. a) Insurance. We will provide insurance as required. In addition we have Professional Liability Insurance. b) Time Table. We can meet the time table. However, we cannot speak for the utility companies, if utility relocation is required. c) Agreement for Engineering Services. We assume that if the proposal is accepted you will require an Engineering Services Agreement. We can provide a draft copy for your review. d) Copies of material to be submitted.
