87-0422 Road Materials Corporation RESOLUTION APPROVING THE 1987 ANNUAL OPERATING PLAN OF ROAD MATERIALS CORPORATION FOR GRAVEL EXTRACTION AND REHABILITATION UPON CERTAIN PROPERTY OWNED BY THE CITY OF ELGIN WHEREAS, the City of Elgin is an Illinois Municipal Corporation and a home rule unit pursuant to the Constitution and laws of the State of Illinois; and WHEREAS, Elgin is the owner of certain real property upon which it has been determined that there exists various gravel deposits (hereafter property); and WHEREAS, Road Materials Corporation is a corporation organized and registered under the laws of the State of Delaware and is licensed to transact business in the State of Illinois; and WHEREAS, Elgin and Road Materials Corporation have previously entered into an agreement to permit-the extraction of gravel and rehabilitation of the property by Road Materials Corporation (hereafter referred to as the agreement); and WHEREAS, pursuant to said agreement, Road Materials Corporation is required to submit an annual operating plan for the review and approval of the City Council of the City of Elgin; and WHEREAS, Road Materials Corporation has submitted a plan which has been reviewed and approved by the City of Elgin Park and Reclamation Commission; and WHEREAS, said plan has also been reviewed by the City Council of the City of Elgin. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS, that it hereby approves and accepts the 1987 annual operating plan of Road Materials Corporation dated February 3, 1987 for gravel extraction and rehabilita- tion of the property (a copy of said plan is attached hereto and made a part hereof by reference). Dear Ralph: Per our contract , enclosed is our revised annual operat- ing plan for the 1987 calender year. 1. Equipment A. Stripping : Cat D8 dozer Cat 6Z7 scrapers Cat model 80 pull scraper B. Extraction: Cat -model 988 loaders C. Conveying: Field and portable- Barber Greene, Atlas , Lippman D. Crushing & Processing: Primary - Cedarapids jaw crusher Secondary - Nordberg 4�+t std. Symons cone crusher E. Hauling: Six wheel dump trucks Semi-tractor trailer trucks 2 . Area "F" As the exposed lake slope in Area F is rehabilitated and graded to the proposed elevations , we will use temporary seeding as a method' of erosion and dust control . 3. Dust suppression for crushing In locating the primary crusher at the plant site , 1,500 feet from the nearest building area, with the stockpiles to the west and the natural high terrain to the east , we do not feel the small concentrated dust area will be a factor. 5. Dust suppression for roads and stockpiles Haul road dust will be maintained by the use of a water truck or chloride application. Stockpile locations should not present a problem. If necessary, a watering system will be established to suppress the problem. 6. Noise suppression The location of the crushing and screening operations will make use of the natural terrain to act as a noise barrier. At the face , if necessary, the 988 loader can be equipped with an E. P.A. approved noise suppression muffler. 7 . & 8. No definite plans at the present time. Market potential sale demands in the area for wash aggregates will govern the need for a wash plant. Our present plans call for a dry operation. 9. Processing operation As shown on the 1987 operation plan, our processing plant is temporary until we can access the quantity and size of the aggregate deposit. 10. Plant site location shown on operation plan. No buildings will be located on-s-ite. 11. Conveying plan The initial extraction of materials and conveying to the processing site will be accomplished by Cat 988 loaders . As the progress of the operating face warrants , a series of field conveyors will be set up to convey the extracted material to the primary crusher. Mr. Ralph L. Ridley February 3 , 1987 Page 3 12 . Stockpiles - shown on operation plan. 13. Temporary berms - shown on operation plan. 14. Waste material disposal - shown on operation plan. 15. Estimated cost for reclamation work to reclaim area to date and proposed 1987 operating area is $12 ,500. 16. 1987 estimated acreage to be mined is plus or minus 8 acres . 17. Our estimate of gravel productions to be removed from the site in 1987 is 300,000 tons. 18. The 17 year mining plan is as presented in 1986 . 19. Proposed lake outline is shown on our revised plan.
