AN ORDINANCE
GRANTING A CONDITIONAL USE FOR A PERSONNEL SUPPLY SERVICE
IN THE CC1 CENTER CITY DISTRICT
(100 East Chicago Street)
WHEREAS, written application has been made requesting conditional use approval for
an establishment of a personnel supply service in the CC1 Center City District; and
WHEREAS, the Planning and Zoning Commission conducted a public hearing after due
notice by publication and has submitted its findings of fact and recommended approval; and
WHEREAS, the City Council of the City of Elgin concurs with the findings and
recommendation of the Zoning and Subdivision Hearing Board.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF ELGIN, ILLINOIS:
Section 1. That the City Council of the City of Elgin hereby adopts the Findings of
Fact, dated October 1, 2012, made by the Planning and Zoning Commission, a copy of which is
attached hereto and made a part hereof by reference as Exhibit A.
Section 2. That a conditional use to permit the establishment of a personnel supply
service in the CC 1 Center City District at 100 East Chicago Street and legally described as
follows:
PARCEL ONE:
That part of Lots 3 and 4 in Block 19 of the Original Town of Elgin on the East side of
Fox River, described as follows: Beginning at the Southeast corner of said Lot 4; thence
North along the East line of said lot, 60 feet; thence West at right angles to said East line,
66 feet to the West line of said lot; thence Southwesterly at right angles to the Easterly
line of River Street to the Westerly line of said Lot 3; thence Southerly Along said
Westerly line and along the Westerly line of Lot 4 aforesaid to the South line of said Lot
4; thence East along the South line of said lot, 49.5 feet to the point of beginning, in the
City of Elgin, Kane County, Illinois.
PARCEL TWO:
That part of Lot 3 in Block 19 of the Original Town of Elgin on the East side of Fox
River, described as follows; Beginning at a point on the westerly line of Lot 3 aforesaid,
44 feet Southerly from the Northwest corner thereof; thence Southerly along the Westerly
line of said lot, 53 feet and 8 inches to the Northerly line of the lot conveyed to the Home
National Bank of Elgin by deed dated June 3, 1890, and recorded June 17, 1890 as
document 30468, in book 266, page 115; thence Easterly at right angles to the Easterly
line of River Street, 19 feet 9 inches to the East line of said Lot 3; thence North along
said East line to a point therein from which a line drawn at right angles to the Easterly
line of River Street would intersect the place of beginning; thence Westerly at right
angles to River Street and along said line 60 feet and 2 inches to the point of beginning,
in the City of Elgin, Kane County, Illinois.
PARCEL THREE:
The North 21 feet of the South 81 feet of Lot 4, (measured on the East line of said lot) in
Block 19 of the Original Town of Elgin on the East side of Fox River, in Section 14,
Township 41 North, Range 8 East of the Third Principal Meridian, in the City of Elgin,
Kane County, Illinois. (Property commonly known as 100 East Chicago Street).
be and is hereby granted subject to the following conditions:
1. Substantial conformance to the Statement of Purpose and Conformance and Attachments,
submitted by Ambassador Staffing of Illinois, dated received August 30, 2012. In the
event of any conflict between such Statement of Purpose and Conformance and this
ordinance or other applicable city ordinances, this ordinance or other applicable city
ordinances shall supersede and control.
2. Substantial conformance to the Exhibit A Interior Floor Plan, submitted by Ambassador
Staffing of Illinois, dated received August 30, 2012.
3. The personnel supply service will be restricted to tenant space Suite 502 located within
the Tower Building at 100 East Chicago Street.
4. Compliance with all applicable codes and ordinances.
Section 3. That the conditional use granted herein shall expire if not established
within one year from the date of passage of this ordinance.
Section 4. That this ordinance shall be in full force and effect immediately after its
passage in the manner provided by law.

Ambassador Staffing of Illinois requests Conditional Use Approval to permit the Establishment
of a Personnel Supply Service Located at 100 East Chicago Street, Suite 502 in the Tower
Building.

Applicant: Ambassador Staffing of Illinois
History: After due notice as required by law,the Planning &Zoning
Commission held a public hearing and considered Petition 34-12
on October 1, 2012. The applicant submitted a Statement of Purpose
Conformance dated received August 30, 2012 and testified at the
public hearing.

BACKGROUND & PROJECT DETAIL
Ambassador Staffing of Illinois is requesting conditional use approval to operate a staffing
agency at 100 East Chicago Street, Suite 502. The applicants proposed business is a staffing
agency for culinary, administrative, and light industrial areas. The business will take place within

350 square feet of office space, in the Tower Building. The applicant's intent is to place
unemployed and underemployed people of Elgin and the surrounding areas into temporary,
temporary to permanent and contract positions within the Fox Valley area. Ambassador Staffing
is not a day labor agency, and will not have groups of people coming to the office for the purpose
of day labor jobs. They will not provide transportation for day labor purposes. The hours of
operation for the staffing agency will be Monday through Friday from 8 a.m. — 5 p.m.
Potential employees will be contacted for jobs through the telephone, text messages, and e-mail.
Ambassador Staffing will provide some basic training to groups of employees from 1 to a
maximum of 10 people at a time. The training will consist of interviewing skills seminars,
resume writing seminars, and career counseling. They may also provide Microsoft Office
training including Word, Excel, and PowerPoint. They will not provide on-site training for the
culinary employees. Other business activities that will take place will be creating marketing
material, telephoning and e-mailing clients and potential clients, interviewing and training
employees, and accounting functions.
FINDINGS OF FACT
The Planning &Zoning Commission finds that:
A. Zoning History Standard. The suitability of the subject property for the intended
conditional use with respect to the length of time the property has remained undeveloped
or unused in its current zoning district.
Findings. The subject property is suitable for the intended conditional use with respect to

district.
The subject property was originally classified as E Commercial District in 1927. The
property was reclassified to B2 Central Business District in 1968. In 1992, the property
was reclassified to CC 1 Center City District as part of a comprehensive amendment to the
zoning ordinance. The Tower Building was constructed in 1929, and was designated a
local Elgin landmark in 1998.
B. Surrounding Land Use and Zoning Standard. The suitability of the subject property
for the intended conditional use with respect to consistency and compatibility with
surrounding land use and zoning.
Findings. The subject property is suitable for the intended conditional use with respect to
consistency and compatibility with surrounding land use and zoning.
The areas located north, east and west of the subject property are zoned CC1 Center City
District and are developed with a mix of office, commercial and retail.

The area located south of the subject property is zoned PCC Planned Center City and is
currently developed with a surface parking lot and Phase 1 of Fountain Square on the
River, a condo/apartment complex.
C. Trend of Development Standard. The suitability of the subject property for the intended
conditional use with respect to its consistency with an existing pattern of development or
an identifiable trend of development in the area.
Findings: The subject property is suitable for the intended conditional use with respect to
the trend of development standard.
The subject property is located within an area that has developed with a mix of
commercial,retail, and residential uses.
D. Zoning District Standard. The suitability of the subject property for the intended
conditional use with respect to conformance to the provisions for the purpose and intent,
and location and size of the zoning district.
Findings. The subject property is suitable for the intended conditional use with respect to
conformance to the provisions for the purpose and intent, and location and size of the
zoning district.
The purpose of the CC 1 Center City District is to provide for a concentration of finance,
service, retail, civic, office, and cultural uses in addition to complementary uses such as
hotels, entertainment, and housing. The development standards are intended to
encourage a mix of activity in the area while providing for quality development that
maintains a sense of history,human scale and pedestrian-oriented character.
The proposed conditional use will meet the purpose and intent of the CC 1 Central
Business District.
E. Site Characteristics Standard. The suitability of the subject property for the intended
conditional use with respect to its size, shape, significant features including topography,
watercourses, vegetation, and existing improvements.
Findings. The subject property is suitable for the intended conditional use with respect
to the site characteristics standard.
The subject property is an irregularly shaped parcel containing approximately 0.15 acres
of land. The property is improved with the Tower Building, the city's iconic multi-story
commercial/retail and office building.
F. Sewer and Water Standard. The suitability of the subject property for the intended
conditional use with respect to the availability of adequate municipal water, wastewater
treatment, and storm water control facilities.

Findings.The subject property is suitable for the intended conditional use with respect to
the sewer and water standard.
The subject property is served by municipal water, and sanitary sewer.
G. Traffic and Parking Standard. The availability of the subject property for the intended
conditional use with respect to the provision of safe and efficient on-site and off-site
vehicular circulation designed to minimize traffic congestion.
Findings. The subject property is suitable for the intended conditional use with respect to
the traffic and parking standard.
The subject property is located on the intersection of Grove and Douglas Avenue, and
Chicago Street. Grove and Douglas Avenue are local streets that serve the subject
property and form the basis of the urban grid that has been established within the Central
Business District. Chicago Street is an arterial street, which serves as a main access point
to get people east and west across the Fox River.
Off-street parking is not required to be provided in the CC1 district.
H. Comprehensive Plan Standard. The suitability of the subject property for the intended
conditional use with respect to conformance to the goals, objectives, and policies of the
official comprehensive plan.
Findings. The subject property is suitable for the intended conditional use with respect to
the Comprehensive Plan Standard.
The subject property is designated "Community Mixed Use" in the City's Comprehensive
Plan and Design Guidelines dated 2005. Areas designated as Community Mixed-Use
Centers provide focus, identity, and convenient goods and services, as well as some
employment, for a number of surrounding neighborhoods in a larger trade area.
The proposed personnel supply service for the subject property is in keeping with the
goals, objectives, and policies of the comprehensive plan designation. The staffing
agency offers potential employment opportunities to the residents in the immediate area
as well as in the surrounding neighborhoods.
Location, Design, and Operation Standard. The suitability of the subject property for
the intended conditional use with respect to it being located, designed, and operated to
promote the purpose and intent of this title and chapter.
Findings. The subject property is suitable for the intended conditional use with respect to
it being located, designed, and operated so as to promote the purpose and intent of the
zoning ordinance.

No evidence has been submitted or found that the proposed conditional use will be
located, designed, or operated in a manner that will exercise undue detrimental influence
on itself or surrounding property.
J. Historic Preservation Standard. Where applicable, the conditional use shall make
possible an efficient contemporary use of or a compatible improvement to a designated
landmark or property located in a designated historic district while preserving those
portions and features of the property which are significant to its historic, architectural,
and cultural values to an historic preservation plan.
Findings. The subject property is suitable for the intended conditional use with respect to
the Historic Preservation standard.
The subject property is designated as a local historic landmark. As such, all exterior
work to the building is subject to the requirements of Title 20 of the Elgin Municipal
Code- "Elgin Historic Preservation Ordinance."
No exterior work is currently proposed to the building at this time and in relation to the
current request for a conditional use.
RECOMMENDATION DETAIL
By a vote of five (5) yes, one (1) no, the Planning & Zoning Commission recommends the
approval of Petition 34-12, subject to the following conditions:
1. Substantial conformance to the Statement of Purpose and Conformance, and
Attachments, submitted by Ambassador Staffing of Illinois, dated received August 30,
2012.
2. Substantial conformance to the Exhibit "A" Interior Floor Plan, submitted by
Ambassador Staffing of Illinois, dated received August 30, 2012.
3. The personnel supply service will be restricted to tenant space Suite 502 located within
the Tower Building at 100 East Chicago Street.
4. Compliance with all applicable codes and ordinances.
Therefore, the motion to recommend approval of Petition 34-12 was adopted.
