G24-10 ESTABLISHING A LORD'S PARK ADVISORY TASK FORCE WHEREAS,the City of Elgin is a home rule unit pursuant to the Illinois Constitution; and WHEREAS,the City of Elgin as a home rule unit,may exercise any power and perform any function pertaining to its government and affairs; and WHEREAS, the City Council of the City of Elgin has determined that it is desirable to provide for a Lord's Park Advisory Task Force to assist and advise the City Council regarding the redevelopment and ongoing operations of Lord's Park. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ELGIN,ILLINOIS THAT ORDINANCE NUMBER G24-10 BE AND IS HEREBY AMENDED IN ITS ENTIRETY TO READ AS FOLLOWS: "Section 1. LORD'S PARK ADVISORY TASK FORCE CREATED: There is hereby created the Lord's Park Advisory Task Force for the purpose of advising, assisting and recommending policies to the City Council regarding the redevelopment and ongoing operation of Lord's Park. Section 2. MEMBERSHIP: A. The Lord's Park Advisory Task Force shall be composed of eleven (11) members. Nine(9)members shall be appointed by the city council and two city staff members shall be appointed by the city manager. The task force shall appoint one of the members of the task force as chairman. Each member shall serve for an indefinite term. The city council may at any time appoint successor members to the task force to replace then current members or to fill vacancies. B. Two members of the task force shall be members of the city council, two members shall be city staff members, one member shall be a member of the Parks and Recreation Board and six members shall be appointed from the public at large. Section 3. MEETINGS: The members of the Lord's Park Advisory Task Force shall meet as soon as is practicable and shall establish regular meeting dates. The Lord's Park Advisory Task Force may establish rules regarding the conduct of meetings and where not otherwise provided Roberts Rules of Order,Newly Revised, shall be taken. Minutes shall be taken at all meetings. All meeting ""' shall be conducted in accordance with the Open Meetings Act. All meetings shall be held at the Lord's Park Pavilion or the Elgin Public Museum. Section 4. STAFF: The city manager,from time to time in his discretion, shall make available the service of the city's professional staff to aid and cooperate with the Lord's Park Advisory Task Force in carrying out its responsibilities. Section 5. POWERS AND DUTIES: The Lord's Parks Advisory Task Force shall have the power and duty to evaluate and make recommendations to the city council regarding all aspects of the redevelopment and ongoing operations of Lord's Park including but not limited to: A. Meet with the public regarding Lord's Park. B. Meet with consultants retained by the city to assist the task force with developing recommendations to the city council regarding Lord's Park. C. Enlist volunteers to aid the task force in formulating recommendations regarding the redevelopment and ongoing operations of Lord's Park. D. Solicit donations to be applied toward the redevelopment and ongoing operations of Lord's Park. E. Recommend to the city council the applications for grants to support the redevelopment and ongoing operations of Lord's Park. F. Develop and recommend to the city council a long term master plan for the redevelopment and ongoing operation of Lord's Park. G. The task force shall present its recommendations to the city council on or before September 22,2010,in order to coincide with the submission of the 2011 budget decision packages and the Parks and Recreation Master Plan. Section 6. DISSOLUTION OF TASK FORCE: The Lord's Parks Advisory Task Force shall automatically be dissolved on December 31, 2010. Section 7. That all ordinances or parts of ordinance in conflict with the provisions of this ordinance be and are hereby repealed. Section 8. That this ordinance shall be in full force and effect from and after its passage in the manner provided by law.
