HomeMy WebLinkAboutS7-05 Ordinance No. S7-05 AN ORDINANCE ADOPTING AND PUBLISHING AN OFFICIAL ZONING MAP WHEREAS, 65 ILCS 5/11-13-19 provides that the corporate authorities shall cause to be published each year a map clearly showing the existing zoning uses, divisions, restrictions, regulations and classifications of a municipality. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS: Section 1. That the map attached hereto as Exhibit 1 entitled "City of Elgin 2005 Zoning Map" dated March, 2005 be and is hereby adopted as the official zoning map for the City of Elgin, Illinois. Section 2. That the city's department of planning and neighborhood services is hereby directed to cause the publication of the City of Elgin's official zoning map. Section 3. That the following fees are hereby established to be charged to any person desiring a copy of such official zoning map or portions thereof to defray the cost of publication of the official zoning map: The city-wide map - $25.00; each quadrant map - $20.00; the entire five map set - $100.00. Section 4. That all ordinances or parts of ordinances in conflict with the provisions of this ordinance be and are hereby repealed. Section 5. RECOMMENDATION It is recommended that the City Council adopt and publish the Official City 2005 Zoning Map and continue the review and adoption process of the zoning map on an annual basis, or more frequently, as may be needed. BACKGROUND The State of Illinois mandates municipalities to "...cause to be published no later than March 31 of each year a map clearly showing the existing zoning uses, divisions, restrictions, regulation and classifications of such municipality for the preceding calendar year." (Illinois Municipal Code 65 ILCS 5/11-13-19). The existing zoning maps are produced in-house by Steve Damolaris, GIS Planner with the Planning&Neighborhood Services Department. COMMUNITY GROUPS/INTERESTED PERSONS CONTACTED None r i rink Adopting a Year 2005 Official City Zoning Map March 18, 2005 Page 2 9frk_ FINANCIAL IMPACT Maps will be produced as needed and sold to the public for $25 for a city-wide map and $20 for each quadrant map. The entire five map set will be sold for $100. The proposed increase in fees (from $20 to $25; $15 to $20; $75 to $100) is intended to cover the costs associated with providing the maps. The sales will cover media costs that are presently budgeted ($5,000) and available ($4,900) in the General Fund, Planning and Neighborhood Services budget, line item 010-1501-715.30-99. LEGAL IMPACT The official publication and the new map will fulfill the City's statutory obligations. ALTERNATIVES 1. Continue to use and sell existing year 2004 Zoning Maps. 2.
