RECOMMENDATION rib. It is recommended that the City Council approve the designation of The Traub House, at 625 Lillie Street, as an individual Elgin landmark. BACKGROUND A nomination for historic landmark designation was submitted on February 24,2005, by William and Maureen Alexander, the owners of the property. The application was brought before the Elgin Heritage Commission on March 1, 2005. The Historic Preservation Ordinance states that such nominations shall be made to the Elgin Heritage Commission and "submitted by a member of the Heritage Commission, owner of record of the nominated property or structure, the City Council, or any other person or organization having a substantial interest in the property." (Ord. G8-88 § 2, 1988) The Elgin Heritage Commission conducted a public hearing on April 5, 2005, to obtain testimony from the property owners and concerned citizens on the proposed local landmark. No opposition to the proposal was heard. The Commission subsequently passed a resolution recommending the designation of the property as an individual Elgin landmark. Historic Significance The property is associated with Fred Traub who is credited with opening the first and only bakery in Elgin at 61 Douglas Avenue in 1889. The structure embodies characteristics of the Colonial r Landmark Designation of The Traub House at 625 Lillie Street April 22,2005 Page 2 Revival Style. The house is largely preserved in its original condition with little alteration. Porch spindles are replacements and aluminum siding had been installed. The siding is being removed as the present homeowners restore the original exterior of the house. The front, west side, and back of the home have been restored thus far. The property is nominated based on Criteria A, C, D, and J as outlined in Title 20 of the Elgin Municipal Code - "Historic Preservation." The property is in a condition exhibiting sufficient integrity of location, design, materials, and workmanship to make it eligible for designation as an Elgin landmark. Requirements of a Local Landmark If adopted, an ordinance designating the landmark will require that the no-charge Certificate of Appropriateness (COA) be obtained for exterior work to the structures on the property. The COA is administratively approved approximately 75 percent of the time. Administratively approved COAs can be processed over the counter the same day along with the normally required building permit. Larger or more complicated projects are reviewed by the Design Review Subcommittee of the Elgin Heritage Commission. Appeals of the Design Review Subcommittee's decisions can be made to the whole Heritage Commission and ultimately to the City Council. Regardless of the forum of the review, staff and Commissioners take the approach of working with the property owners to suggest improvements and alternatives as necessary to help the property owner add to the overall character of the building and the neighborhood. To date, over 4,000 COAs have been issued for exterior work on structures either designated as local landmarks or situated in one of the three historic districts of the City. The framework used for COA application reviews is the 150 page Elgin Design Guideline Manual. The guidelines provide a user-friendly format to property owners, architects, and contractors considering rehabilitation and maintenance projects. It is also used as a reference source emphasizing illustrations offering various options and solutions to property owners during the process of improving their older homes. COMMUNITY GROUPS/INTERESTED PERSONS CONTACTED A public hearing was conducted by the Elgin Heritage Commission on April 5, 2005. At their regular meeting immediately following the public hearing, the Commission adopted a resolution and finding of fact on the nomination. The Commission determined that the nominated property met more than one of the criteria for designation as required by the ordinance. The Commission voted to recommend to the City Council that the property be designated an individual Elgin landmark. Copies of the resolution and report on the findings of the Commission are attached. . . . . rLandmark Designation of The Traub House at 625 Lillie Street April 22, 2005 Page 3 Vt/k_ FINANCIAL IMPACT The expenses associated with the designation of the property as an Elgin landmark includes the cost of conducting the public hearing and mailing printed educational and informational material, estimated to be under $500. The property owner submitted the landmark filing fee of $125, deposited to account number 010-0000-605.80-04. There are sufficient funds budgeted and available in the amount of$15,235.18 within the Elgin Heritage Commission's FY 2005 budget, account number 275-0000-791.80-46, Riverboat Fund, Contributions—Heritage Commission, to cover any additional expenses. Report adopted on April 5,2005 Per Title 20 of the Elgin Municipal Code; Chapter 20.06; section 20.06.070(Findings and Recommendations of the Elgin Heritage Commission) Explanation of the significance or lack of significance of the nominated individual landmark as it relates to the criteria for designation; The significance of the nominated landmark was determined to meet the following Criteria as outlined in Section 20.06.030 A: The nominated structure has character, interest, or value as part of the development, heritage, or cultural characteristics of the community, county, state, or country. The Traub House is identified as contributing to the development of the east side of Elgin. The property is located in"Jonathan Force's 2 Addition"along Lillie Street. Lillie Street including Linden, and Forest,ran east from North Liberty /�► Street to the county line also known as the eastern city limits. Later,these streets would all end at Lord's Park. Jonathan Force named the street in his 2"a addition after his daughter, Lillie. C: The nominated structure is identified with persons who significantly contributed to the development of the community, county, state, or country. The lot on which 625 Lillie Street was built was acquired by James McClellan, the Kane County Sheriff, following a bill of foreclosure on the property. The sheriff sold the property to the highest bidder, Godfrey Traub who,in 1891, sold lot 4 to Fred Traub. Fred Traub is credited with opening the first and only bakery in Elgin at 61 Douglas Avenue in 1889. A second bakery was later opened at 8 N. State Street. D: The nominated structure embodies distinguishing characteristics of an architectural style valuable for the study of a period, type, method of construction or use of indigenous materials. The structure embodies characteristics of the Colonial Revival Style. The house has a steeply pitched pyramidal roof with attic dormers containing diamond- shaped windows. These and the dentil detail at the second floor roof line and porch are the only ornamental work on the house. The porch has brackets suggesting archways, a simple departure from the linear look of the house. All of this point to the Colonial Revival style, a symmetrical sub-type. Note: "The Lord's Park Neighborhood Resources Survey,"prepared for the City of Elgin by Historic Certification Consultants(2000), lists 625 Lillie as Queen Anne Style. J: The nominated structure is suitable for preservation and restoration. Overall,the nominated landmark is in a condition exhibiting sufficient integrity of location,design, materials and workmanship to make it worthy of preservation or restoration. II. Explanation of the integrity or lack of integrity of the nominated structure. The structure continues to exhibit sufficient integrity of location, design,materials and workmanship to make it worthy of preservation or restoration. Note: the purview of the Elgin Design Guideline Manual would pertain to all features outlined above on the primary structure and contributing ancillary structures.Any new construction on the property will need to conform to the requirements of the Elgin Design Guideline Manual, and contribute to the overall character of the property. 2. The types of alterations and demolitions that should be reviewed for appropriateness pursuant to the provisions of Chapters 20.08 and 20.10 of title 20. Per Chapter 20.08 the types of alterations that would be reviewed for appropriateness,where a Certificate of Appropriateness (COA) shall be required before the following actions affecting the exterior architectural appearance of any designated landmark, or any property within an historic district may be undertaken: a Any exterior construction, alteration,removal or demolition requiring a building permit from the City: b. Any exterior construction, alteration,removal or demolition affecting a significant or contributing exterior architectural feature. Notwithstanding any of the provisions of Title 20 to the contrary, a Certificate of Economic Hardship may be issued to allow for the performance of work for which a Certificate of Appropriateness has been denied. IV. Proposed design guidelines for applying the criteria for review of Certificates of Appropriateness to the nominated historic district. The guidelines document currently used is the Elgin Design Guideline Manual. V. The relationship of the nominated historic landmark to the ongoing efforts of the Elgin Heritage Commission to identify all potential areas and structures that meet the criteria for designation. Per Chapter 3.70.060—"Duties and Responsibilities,"the following are in keeping with the ongoing efforts of the Elgin Heritage Commission to identify and nominate all potential areas and structures for landmark designation. Item 7: to investigate,hold public hearings and recommend to the City Council designation of certain Elgin sites, structures or areas as having special historic, community, architectural or archeological value as "landmarks"or"historic districts." VI. Linden, Forest, and Lillie ran east from N. Liberty to the county line also known thd'as the eastern city limits. Later,these streets would all end at Lord's Park. Jonathan Force named the street in his 2"d Addition after his daughter, Lillie. In 1884, Jonathan Force sold lot 4, block 1 in the 2"d Addition to William Blanchard. Legal transactions followed involving the Bethel Commandery no. 36 Knights Templar (a Masonic organization), Robert Ireland (an attorney who specialized in real estate), and Stephen and Henry Smith(builders in Elgin) with the lot ending up in the hands of James McClellan, the Kane County Sheriff, following a bill of foreclosure on the property. The sheriff sold the property to the highest bidder, Godfrey Traub, for$837.11...back taxes...in 1891. Godfrey Traub, in 1891, sold lot 4 to Fred Traub. Fred had a dream of opening a bakery even as naysayers said it would lot work as people baked at home and would not buy his product. Nevertheless, Fred forged ahead opening the first and only bakery in Elgin at 61 Douglas Avenue in 1889(pictures enclosed) Not long after, he opened a second bakery at 8 N. State Street. By 1897-1898, Fred and Minnie(aka Mina)Traub are listed at 625 Lillie(lot 4). They had 9 children, one of whom was never named and had died in infancy. Their remaining children were 2 girls and 6 boys. Edward and Henry took over the bakery business in 1924,the year their father died. Edward and his wife Hilda moved into the family home with his mother at 625 Lillie. Minnie died around 1935. In 1942, a joint tenancy warranty deed between Charles Traub and Jacob and Laura Nesler was executed. In 1975,the property was put into a trusteeship and then sold from it in 1981 to Clara Fowler of the Fowler Tree Service family. William and Maureen Alexander bought the house in 1990. However, "The Lord's Park Neighborhood Resources Survey,"prepared for the City of Elgin by Historic Certification Consultants(2000), lists 625 Lillie as Queen Anne Style. The Elgin Heritage Commission recognized 625 Lillie as "being a significant structure" with the rewarding of a Heritage Plaque in 1998 (see certificate attached). The house has l� � been on both the Gifford Park and Abode House Walk Tours. In 1994,this home took first place in The Holiday Division for interior decorating, sponsored by Gifford Park Association. (The Light Up the Town decorating contest) In 1995,the Courier News did a feature article on this home about decorating for the holidays. Finally, in 2004, 625 Lillie was on the"Treasured Gardens of Elgin"tour presented by the Elgin Junior Women's Club. Currently, 625 Lillie is a single-family home cherished by the present caretakers that reside therein. The intent in requesting Landmark Designation status is to continue to preserve the home and property for future generations. ii - ', •: .
