HomeMy WebLinkAboutG92-05 Ordinance No. G92-05 AN ORDINANCE ADOPTING THE "INTERNATIONAL ENERGY CONSERVATION CODE, 2003 EDITION" AS THE ENERGY CONSERVATION CODE OF THE CITY OF ELGIN BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS: Section 1. That Title 16, entitled "Buildings and Construction," of the Elgin Municipal Code, 1976, as amended, be and is hereby amended to create Chapter 16.38, entitled"Energy Conservation Code,"to read as follows: "CHAPTER 16.38 ENERGY CONSERVATION CODE SECTION: 16.38.010: Adopted-Exceptions. 16.38.020: Addition, Insertions, and Changes. 16.38.030: Conflicts With Other Provisions 16.38.010: ADOPTED; EXCEPTIONS: A certain document, one copy of which is on file in the office of the City Clerk, being marked and designated as the "International Energy Conservation Code, 2003 Edition," as published by the International Code Council, be and is hereby adopted as and shall be known as the Energy Conservation Code of the City for regulating and governing energy efficient building envelopes and the installation of energy efficient mechanical, lighting and power systems; and each and all of the regulations, provisions, penalties, conditions and terms of said International Energy Conservation Code, 2003 Edition are hereby referred to, adopted, and made a part hereof, as if fully set out in this chapter, with the additions, insertions, deletions and changes prescribed in this chapter. 16.38.020: ADDITIONS, INSERTIONS, AND CHANGES: The International Energy Conservation Code, 2003 Edition is amended and revised in the following respects: Section 101.2, entitled Scope, shall be amended to read as follows: The subparagraph entitled"Exception" shall be deleted in its entirety. Section 101.2.2, entitled Applicability, shall be amended to read as follows: The provisions of this code shall apply to all matters affecting or relating to detached one- and two-family dwellings and to multiple single-family dwellings, commonly referred to as "townhomes" and shall not apply to any other building types or structure in the City. Section 101.2.2.2.1 shall be created to read as follows: Additions, alterations or repairs to structures constructed prior to adoption of the this chapter. Any addition, alteration, renovation or repair to any portion of a building envelope, mechanical system, service water-heating system, electrical distribution or illumination system, shall conform to the following standards: Wall insulation: Minimum R-13 Ceiling/attic insulation: Minimum R-38. All vaulted ceiling insulation without an attic shall not be less than R-19 with a two (2) inch air space for ventilation purposes. Floor insulation(above non-conditioned spaces): Minimum R-30 Foundation wall insulation: MinimumR-5 Windows: Minimum Double pane, Low E (Maximum 0.7 U factor) Air cooled condensers: Minimum 10.0 SER Gas fired central furnace: Minimum 80%AFUE 16.38.030: CONFLICTS WITH OTHER PROVISIONS: When a provision of this chapter conflicts with any other provision of this code regulating the same subject matter, the more stringent or restrictive provision shall apply. Where the conflict involves circumstances or conditions where level of restrictiveness is not clear or applicable, the provisions of the other provisions of this code shall apply." Section 2. That all ordinances or parts of ordinances in conflict with the provisions of this ordinance be and are hereby repealed. Section 3.
