AN ORDINANCE
ESTABLISHING FEES AND CHARGES FOR THE USE OF THE CENTRE
WHEREAS, the City Council has determined that it is necessary and proper to establish an
amended fee schedule and other policies relative to the operation of The Centre.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
ELGIN, ILLINOIS:

• Resident(RES)fees and rates require an individual,couple or family to have their bona fide
and principal residence within the corporate city limits of the City of Elgin.
• Non-Resident (NR) fees and rates are 25% greater than resident fees and rates.
• A couple is defined as two individuals residing in the same household.
• A family is defined as a couple adding additional members to complete the family unit. A
minimum of one adult and a maximum of two adults all residing in the same household is
required. (Note: No more that 2 adults per membership)
• The additional member rate only applies to youth residing in the same household being added
to a couple membership to make up a family unit.
• An adult is defined as a person 18 years of age or older.
• A youth is defined as a person three years of age or older but less than 18 years of age or a
person between 18 and 23 years of age currently enrolled as a full-time student.
• A child is defined as a person less than three years of age. Children are free.
• A senior is defined as a person 62 years of age or older.
• Youths less than 14 years of age may not use the health fitness center. Youths,ages 14 to 17,
may use the health fitness center but must first submit a waiver executed by a parent or legal
guardian.
• Youths may not use the health fitness center locker room.
• Youths under the age of nine must be accompanied by adults at all times when using the
aquatic center.
• Youths 10 years of age and younger must be accompanied by an adult or legal guardian at all
times when using the racquetball facilities.
• 501C3 Organizations must have a principal place of business in the corporate city limits of
the City of Elgin to receive the 501C3 Organization room rental rates.
• The Centre Manager with the approval of the City Manager shall have the authority to
implement periodic promotional programs or discounts as an incentive to generate additional
or renewed memberships.
• The Manager of The Centre shall have the authority to reduce the room rental rates for the
Banquet Room,Gymnasium, Kitchen,Meeting/Conference Room,Party Room and Program
Room subject to the following conditions:
A. A potential customer has presented a written proposal from a bona fide competitor
that is quoting a price for the rental of a competing room facility at a rate that is less
than the rate established by the city for a similar product;
B. The Manager of The Centre reasonably believes that the potential customer will
contract for services with the competing facility unless the applicable room rental rate
is reduced in an amount that makes the city facility competitive with the rival written
proposal;
C. The Manager of The Centre reduces the applicable room rental rate in the smallest
amount necessary to secure a contract with the potential customer; and
D. Except as otherwise provided in this paragraph, the fee reduction will not exceed
twenty-five percent (25%) of the applicable room rental rate established by this
ordinance. The Manager of The Centre may reduce the room rental rates in excess of
twenty-five percent(25%)of the applicable room rental established by this ordinance
provided the proposed fee reduction is reviewed and approved by the city manager or
his or her designee.
Section 2. That all ordinances or parts of ordinances in conflict with the provisions of this
ordinance are hereby repealed.
Section 3. That this ordinance shall be in full force and effect from and after October 1,
2005.

SUBJECT: Centre Fees
PURPOSE
The purpose of this memorandum is to provide the Mayor and members of the City Council with
information to approve new fees for the Centre.
RECOMMENDATION
It is recommended that the City Council approve the attached fees for the Centre of Elgin.
BACKGROUND
The Centre was opened in November of 2002. Since then there have been no adjustments to the
fees nor have there been any adjustments to the various membership packages to reflect the
preferences of the public. During this same time operational expenses have steadily increased.
Nine strategies were identified and considered in the recommended adjustments to membership
pricing and packaging. In a number of instances members will benefit from increased amenities
such as Centrecise, racquetball, and rock climbing. Proposed fees generally reflect an increase
although it should be noted that some fees are actually being reduced, such as racquetball and
rock climbing. These strategies support increasing the number of annual sustaining members
versus daily and 90-day members. These package memberships encourage a more holistic
approach to working out, and replace the negatively viewed cancellation fee with an initiation
fee that can also be used as a marketing tool.
The only new fee being recommended is a $3.00 daily, or $20 quarterly fee, for non-residents
who are not members of the Centre but wish to use the walking track. This new fee is part of a
complete overhaul of the manner in which the walking track is managed. Currently issues
related to the walking track represent the largest concern for our members and it probably
represents the area of greatest liability within the Centre.

At their July 14 meeting, the Centre Advisory Board voted to recommend to the City Council
that the new fees be approved as presented.
FINANCIAL IMPACT
The new fee structure will become effective immediately for new memberships and upon
renewal for existing memberships. It is estimated that as a result of the proposed fees, annual
membership revenues will total $1,760,000 excluding any new Platinum Memberships which
could account for an additional $350,000 in membership revenue. Membership fees for 2005 are
estimated to be $1.7 million

Centre Membership and Pricing Strategies
1. Provide three tiers of fitness memberships, which allows customers to easily select a plan
(verses ala carte approach)that meets their fitness needs and financial capabilities.
2. Price to be slightly lower then the competition which offers similar facilities and amenities.
3. Price to increase the number of annual sustaining members who will take"ownership"of the
Centre, as opposed to daily and monthly users who see themselves "renting or visiting"the
Centre.
4. Through pricing position the 90 day memberships as an introductory offer only.
5. Package amenities to provide a more holistic approach to working out, which includes cross
training, cardiovascular, strength training and group fitness.
6. Package and price amenities to encourage more use of the racquetball courts and climbing
wall and use these amenities to sell more family memberships.
7. Replace the existing cancellation fee,which is viewed very negatively by members, with an
initiation fee. The initiation fee will be reduced at times, functioning as a marketing tool to
promote the sales of memberships during certain times of the years.
8. Simplify the fitness daily fees.
9. Increase member fees to help offset the increases in operating expenses incurred during the
past three years.
