Hall,Neighborhood Services Committee SUBJECT: Installation of Stop Signs in the Country Brook, Country Trails and Parkwood Neighborhoods PURPOSE The purpose of this memorandum is to provide the Mayor and members of the City Council with information to consider a recommendation from the Neighborhood Services Committee to provide for the installation of forty-four (44) stop signs at intersections which have been determined to be currently uncontrolled intersections in the Country Brook, Country Trails and Parkwood Neighborhoods. RECOMMENDATION It is recommended by the Neighborhood Services Committee that Chapter 11.32.030 of the Elgin Municipal Code entitled "Stop Intersections" be amended to include the list of forty-four intersections that is attached with corresponding map (Attachment A). The total cost for material and installation is $6,750 to install all 44 stops. BACKGROUND A request was initially submitted to the Neighborhood Services Committee (NSC) from residents in the Country Brook Neighborhood to install a stop sign at the intersection of Price and Stonehurst Drives. Members of the NSC reviewed the request and determined that this was in fact an uncontrolled intersection. As a result of the initial request it was recommended by the NSC that a further study of the streets in the area be initiated to determine if others met the criteria of an uncontrolled intersection. A further study of the intersections in the immediate area, including the Country Brook, Country Trail, and Parkwood neighborhoods, was conducted by staff from the Public Works Department. It was determined that forty-four (44) intersections in these neighborhoods met the criteria of an uncontrolled intersection. i ei.. Presently, the City of Elgin does not require developers to install stop signs prior to acceptance of the streets. Since it has been City of Elgin policy that there should be no uncontrolled intersections on public streets, it is the responsibility of the City to install stop signs throughout these neighborhoods. COMMUNITY GROUPS/INTERESTED PERSONS CONTACTED The request for the installation of stop signs was initiated by the residents and supported by the patrol officer in the area. OilK_FINANCIAL IMPACT Materials have been purchased and are available within the Public Works sign inventory. The total cost for material and installation is $6,750 to install all 44 stops. The account number used to charge these traffic control materials purchases is 010-3321-753.19-08, General Fund, Traffic Signals Division. The budget is $50,000 and sufficient funds are on hand ($1,472) to make additional purchases if needed. (w.0.4 L AL IMPACT None. ALTERNATIVES 1.
