HomeMy WebLinkAboutG31-04 Ordinance No. G31-04 AN ORDINANCE AMENDING THE ELGIN MUNICIPAL CODE, 1976, AS AMENDED, BY ADDING A NEW CHAPTER 3.80 THERETO ENTITLED "THE CENTRE ADVISORY BOARD" WHEREAS, the City of Elgin is a home rule unit authorized to exercise any power and perform any function pertaining to its government and affairs; and WHEREAS, the City Council of the City of Elgin has determined that it is necessary and desirable to create an advisory board for the city's recreation center known as The Centre; and WHEREAS,the creation of an advisory board for The Centre pertains to the government and affairs of the city. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS: Section 1. That the Elgin Municipal Code, 1976, as amended, be and is hereby further amended by adding a new Chapter 3.80 thereto entitled "The Centre Advisory Board" to read as follows: "Chapter; 3.80 THE CENTRE ADVISORY BOARD 3.80.010 CREATED: There is created The Centre Advisory Board for the purposes of encouraging the use of The Centre and encouraging participation by other interested groups to implement new projects and programs for its use. 3.80.020 MEMBERS: The Board shall consist of seven (7) members to be appointed by the City Council. Each member of the Board so appointed shall serve for two(2)years and may not be reappointed to a consecutive term. The Centre Advisory Board shall elect one of its members as a chairman for a term of one(1)year subject to reelection. In addition to the foregoing,one member of the City Council shall be appointed by the City Council as an ex-officio non-voting member of the Board. All members of the Board shall as a condition of their original appointment and continued membership on the Board have a membership at The Centre. If at any time a member of the Board no longer has a membership at The Centre such member of the Board shall be deemed to have resigned their position as a member of the Board upon the termination or lapse of such member's membership at The Centre. 3.80.030 MEETINGS: The Board shall meet monthly. 3.80.040 POWERS AND DUTIES: The Centre Advisory Board shall have the following powers and duties,in addition to any other which may be granted by the City Council. A. To recommend to the City Council projects to improve The Centre building; B. To recommend new ideas or programs to improve and meet the needs of The Centre; C. To review customer service communications at The Centre and provide recommendations to improve customer service at The Centre; D. To prepare and submit an annual report to the City Council concerning its activities; E. To establish rules for the conduct of meetings; F. To perform such other duties as the City Council may designate." Section 2. That all ordinances or parts of ordinances in conflict with the provisions of this ordinance be and are hereby repealed. Section 3. That this ordinance shall be in full force and effect upon its passage and publication in the manner provided by law.
