I, Dolonna Mecum, certify that I am the duly appointed and acting municipal clerk
of the City of Elgin, Cook and Kane Counties, Illinois.
I further certify that on February 25, 2004, the Corporate Authorities of such
municipality passed and approved Ordinance No. G11-04, which provided by its terms that it
should be published in pamphlet form.
The pamphlet form of Ordinance No. G11-04, including the Ordinance and a
cover sheet thereof, was prepared, and a copy of such Ordinance was posted in the municipal
building commencing on February 27, 2004, and continuing for at least ten days thereafter.
Copies of such Ordinance were also available for public inspection upon request in the office of
the municipal clerk.

Ordinance No. G11-04
( AN ORDINANCE
AMENDING CHAPTER 6.75 OF THE ELGIN MUNICIPAL CODE, 1976, AS AMENDED,
ENTITLED "MOBILE HOMES AND MOBILE HOME PARKS"
WHEREAS, the City of Elgin is a home rule unit authorized to exercise any power and
perform any function pertaining to its government and affairs; and
WHEREAS, regulations relating to the operation and maintenance of mobile homes and
mobile home parks within the City of Elgin pertain to the government and affairs of the city.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
ELGIN, ILLINOIS:
Section 1. That Section 6.75.010 of the Elgin Municipal Code, 1976,as amended,entitled
"Definitions"be and is hereby further amended by amending the definition of`BUREAU"therein to
read as follows:
"DEPARTMENT: The Department of Code Administration and
Neighborhood Services of the City."
felk Section 2. That Section 6.75.020 of the Elgin Municipal Code, 1976,as amended,entitled
"INSPECTIONS; ENFORCEMENT"be and is hereby further amended to read as follows:
"6.75.020: INSPECTIONS; ENFORCEMENT:
It shall be the duty of the Department to enforce the provisions of this
Chapter. For the purpose of securing enforcement, the Health Officer of the
Department or his duly authorized representatives shall have the right and are
empowered to enter upon the premises of any mobile home park now operating or
which may hereafter be operated within the City to inspect same and all
accommodations connected therewith."
Section 3. That Chapter 6.75 of the Elgin Municipal Code, 1976, as amended, entitled
"MOBILE HOMES AND MOBILE HOME PARKS"be and is hereby further amended by adding a
new Section 6.75.065 thereto entitled "ADOPTION OF MOBILE HOME LANDLORD AND
TENANT RIGHTS ACT"thereto to read as follows:
"6.75.065: ADOPTION OF MOBILE HOME LANDLORD AND TENANT
RIGHTS ACT:
The provisions of the Mobile Home Landlord and Tenant Rights Act, at
745/1, et seq., as amended, are hereby adopted."
Section 4. That Section 6.75.070 of the Elgin Municipal Code, 1976,as amended,entitled
"COMPLIANCE WITH STATE STATUTES REQUIRED" be and is hereby further amended to
read as follows:
"6.75.070: COMPLIANCE WITH STATE STATUTES REQUIRED:
In compliance with the provisions of this Chapter, it shall be the duty of the
licensee and person in charge of a mobile home park or the owner of any mobile
home to comply fully with the provisions of"The Mobile Home and Mobile Home
Park Act", "The Illinois Mobile Home Tiedown Act" and the "Mobile Home
Landlord and Tenant Rights Act"."
Section 5. That all ordinances or parts of ordinances in conflict with the provisions of this
ordinance be and are hereby repealed.
Section 6. That this ordinance shall be in full effect upon its passage and publication in the
manner provided by law.
