T14-03 AN ORDINANCE ESTABLISHING A 150TH COMMEMORATION COMMISSION WHEREAS, the City of Elgin is a home rule unit pursuant to the Illinois Constitution; and WHEREAS, the City of Elgin, as a home rule unit, may exercise any power and perform any function relating to its government and affairs; and WHEREAS, the City Council of the City of Elgin has determined that it is desirable to plan for the celebration of the 150th anniversary of the incorporation of the City of Elgin and thereafter undertake the implementation of those activities; and WHEREAS, the City Council of the City of Elgin has further determined that it is necessary and desirable to create a new special advisory commission to assist and advise the City Council regarding the preparation and execution of 150th anniversary celebration events throughout the year 2004 . eft. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS : Section 1 . 150th Commemoration Commission Created. There is hereby created the 150th Commemoration Commission for the purpose of planning and coordinating events to commemorate the 150th anniversary of the incorporation of the City of Elgin. Section 2 . Membership A. The 150th Commemoration Commission shall be composed of 9 members to be appointed by the City Council . Each member shall serve for an indefinite term. The City Council may at any time appoint successor members to the commission to replace then- current members or to fill vacancies . B. Members of the commission shall include representatives from City of Elgin Commissions, the Elgin Area Chamber of Commerce, civic and non-profit organizations and citizens at large . C. Up to four additional persons can be appointed to eft participate on the commission as non-voting ex-officio members when the council determines that the participation of such additional non-voting ex-officio members would assist the commission in carrying out its duties . Any such non-voting ex- officio members shall not be counted as members of the commission for the purposes of a quorum or otherwise . Section 3 . Meetings . The members of the 150th Commemoration Commission shall meet as soon as practical and shall establish regular meeting dates . The 150th Commemoration Commission may establish rules regarding the conduct of meetings and where not otherwise provided Robert' s Rules of Order, Newly Revised, shall apply. Minutes shall be taken at all meetings . All meetings shall be conducted in accordance with the Open Meetings Act . Section 4 . Staff . The City Manager' s office shall make available the service of the city' s professional staff to aid and cooperate with the 150th Commemoration Commission in carrying out its responsibilities . One staff member will be appointed liaison to the commission. Section 5 . Powers and Duties . The 150th Commemoration Commission shall have the power and duty to plan and coordinate events and promotions celebrating Elgin' s 150th anniversary, elow including by not limited to: A. Create a public relations program for the year, promoting the 150th anniversary event B. Promote the participation of community partners in hosting events throughout the year. C. Plan and coordinate a large community-wide 150th birthday celebration. D. Initiate, develop and carry-out fund-raisers that will assist in funding the year' s events . E. Solicit and secure donations, both financial and in- kind, from in and around the community to be applied toward celebration activities . F. Solicit sponsorships of events from organizations and businesses in the community. G. Enlist volunteers to aid in the coordination of events and fundraisers . H. Create various ad-hoc committees to assist the 150th Commemoration Commission in carrying out its responsibilities . Section 6 . Dissolution of Commission. The 150th Commemoration Commission shall automatically be dissolved upon the completion of events and follow-up accounting and reporting. Section 7 . That all ordinances or parts of ordinances in conflict with the provisions of this ordinance be and are hereby repealed. Section 8 . That this ordinance shall be in full force and effect from and after its passage in the manner provided by law.
