AND EMMA MATTERS ESTATE AT 636 PARK STREET AS A HISTORICAL LANDMARK WHEREAS, the Elgin Heritage Commission has conducted a public hearing and determined that the Thomas P. and Emma Matters Estate at 636 Park Street meets the criteria of the Elgin Municipal Code, 1976, as amended, for designation of a historical landmark; and WHEREAS, the Elgin Heritage Commission has submitted its report and findings in support of its determination and recommendation; and WHEREAS, the Thomas P. and Emma Matters Estate at 636 Park Street has been identified by the Elgin Heritage Commission, as a significant historical and architectural structure within the City of Elgin due to its connection to prominent Elgin citizens and its significant architectural and structural design; and WHEREAS, it is appropriate to promote civic pride through an awareness of Elgin' s unique development and history; and encourage the conservation and preservation of an important segment of the man-made environment of the City of Elgin; and WHEREAS, the City Council has reviewed the recommendation of the Elgin Heritage Commission and concurs in the recommendation to designate the Thomas P. and Emma Matters Estate at 636 Park Street as a historical landmark. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS, that the Thomas P. and Emma Matters Estate at 636 Park Street, located upon the property legally described as follows : THAT PART OF LOTS 1 AND 2 OF J. FORCE' S HEIR' S ADDITION AND THAT PART OF LOT CCLIV OF COUNTY CLERK' S SUBDIVISION DESCRIBED AS FOLLOWS : BEGINNING AT THE NORTHEAST CORNER OF SAID LOT 1; THENCE WEST ALONG THE NORTH LINES OF SAID LOTS 1 AND 2 , 120 FEET TO THE NORTHWEST CORNER OF SAID LOT 2 ; THENCE NORTH ALONG THE WEST LINE EXTENDED OF SAID LOTS 2 ; 30 . 3 FEET; THENCE EAST PARALLEL WITH THE NORTH LINE OF SAID LOTS 2 AND 1, 120 FEET TO THE EAST LINE EXTENDED OF SAID LOT 1; THENCE SOUTH 30 . 3 FEET TO THE PLACE OF BEGINNING IN THE t"` CITY OF ELGIN, KANE COUNTY, ILLINOIS . be and is hereby designated as a historical landmark as provided in Chapter 20 . 06 of the Elgin Municipal Code, 1976, as amended.
