AN ORDINANCE
AMENDING ORDINANCE NO. G5-02 ESTABLISHING A PAY PLAN FOR
CERTAIN APPOINTED OFFICERS AND EMPLOYEES OF THE CITY OF ELGIN
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS :
Section 1 . That Section 1 of Ordinance G5-02 adopted by the
City Council of the City of Elgin on January 9, 2002 , be and is
hereby amended by deleting from Range 23 Benefit Group A the
position of Communications Director.
Section 2 . That Section 1 of Ordinance G5-02 adopted by the
City Council of the City of Elgin on January 9, 2002 , be and is
hereby amended by deleting from Range 11 Benefit Group C the
position of Communications Specialist .
Section 3 . That Section 1 of Ordinance G5-02 adopted by the
City Council of the City of Elgin on January 9, 2002 , be and is
hereby further amended by adding to Range 15 Benefit Group B the
position of Public Information Officer.
Section 4 . That Section 1 of Ordinance G5-02 adopted by the
City Council of the City of Elgin on January 9, 2002 , be and is
hereby further amended by adding to Range 8 Benefit Group C the
position of Public Information Specialist .
Section 5 . That all ordinances in conflict with the
provisions of this ordinance be and are hereby repealed.
Section 6 . That this ordinance shall be in full force and
effect upon its passage .

SUBJECT: Reorganization of the Communications Staff
Positions and Hiring of an Engineer I
PURPOSE
The purpose of this memorandum is to provide the Mayor and members
of the City Council with information to consider a proposal to
reorganize the Communications staff positions and to hire an
Engineer I for the Engineering Department .
BACKGROUND
rm. In 2001, the City created the position of Communications Director
in order to more aggressively market the City, enhance relations
with the media and more generally have an effective communications
program. This position has been vacant since August, 2001 . Since
that time, the Budget Team has reexamined the position' s purpose
and role in the organization. As a result of these discussions, it
is being proposed that the Mayor and members of the City Council
approve the money presently budgeted for the position of
Communications Director to be used for the following outlined
purposes :
1 . Eliminate the position of Director of Communications. This
will provide the necessary funding for the efforts described
below.
2 . Upgrade the Communications Specialist (pay grade 11) to the
position of Public Information Officer at pay grade 15 . The
incumbent has done an excellent job of meeting the challenges
of the position and has demonstrated the ability to lead the
City' s communications effort .
The Public Information Officer position will meet the
challenge of providing an effective program; however, the
position will report to and work in a collaborative effort
(00P- with the Interim City Manager and Assistant City Manager
Stegall . This is a change from the previous organizational

structure where the Communications Director reported directly
to the City Manager, was considered a member of the City' s
Critical Leadership Team and a separate department . Under
this proposal, the positions will be considered to be part of
the City Manager' s Office . The present "team approach" has
been working very well and it is recommended that it continue
and be formally established.
3 . Replace the vacated Communications Specialist position with a
Public Information Specialist position at pay grade 8 . With
the recommendation that the incumbent be moved to the position
of Public Information Officer, an assistant is needed to
handle the numerous tasks such as press releases, working on
marketing materials, coordinating city publications, etc .
These duties cannot be handled by just the Public Information
Officer.
4 . Use the money left after moving forward with items 1 and 2
above to hire an Engineer I in July 2002 . As the City Council
is aware, the community is undergoing tremendous far west
development . Our existing staff is overburdened and requires
assistance in order to provide information to the public and
developers in a timely fashion.
COMMUNITY GROUPS/INTERESTED PERSONS CONTACTED
These issues were discussed during budget deliberations with
outside community groups and with the City Council .
?j —FINANCIAL IMPACT
The budgeted salary for the vacant Director of Communications
position is $92 , 085 . The cost of the proposed changes for year
2002 are as follows :
Public Information Officer upgrade $ 3 , 000
Public Information Specialist Position (7 months) 23 , 000
Engineer I Position (6 months) 26, 000
Total Cost $52 , 000
There are sufficient funds budgeted in account number 010-0302-
711 . 01-01, Communications, to hire all three positions . The
Engineer I position was included in the 2002-2006 Financial Plan
and slated for hire in 2003 .

LEGAL IMPACT
The pay ordinance will have to be amended to eliminate the position
titles of Communications Director and Communications Specialist and
incorporate the positions of Public Information Officer and Public
Information Specialist .
ALTERNATIVES
The Mayor and members of the City Council could approve, modify, or
reject the recommended changes .
RECOMMENDATION
It is recommended that the City Council approve the changes as
proposed.
