AN ORDINANCE
AMENDING CERTAIN ORDINANCES RELATING TO THE ELGIN CENTRAL AREA
TAX INCREMENT FINANCING REDEVELOPMENT PLAN AND PROJECT AREA
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS :
Section 1 . That Ordinance No. S1-02 adopted by the City
Council of the City of Elgin on January 23 , 2002 , be and is hereby
amended by deleting from the legal descriptions set forth in
Exhibits A-1 and A-2 thereto the following described property:
"That part of Section 11, Township 41 North, Range 8
East of the Third Principal Meridian, described as
follows : Lot 5 in Block 18 of Sadler' s Addition and the
westerly 33 feet of the vacated Clifford Street right of
way adjoining said Lot 5, in Elgin Township, Kane County,
Illinois . "
Section 2 . That Ordinance No . S2-02 adopted by the City
Council of the City of Elgin on April 10 , 2002 , be and is hereby
amended by deleting from Exhibits A, B, C and D thereof the
property legally described as follows :
"That part of Section 11, Township 41 North, Range 8
East of the Third Principal Meridian, described as
follows : Lot 5 in Block 18 of Sadler' s Addition and the
westerly 33 feet of the vacated Clifford Street right of
way adjoining said Lot 5, in Elgin Township, Kane County,
Illinois . "

SUBJECT: Boundary Amendment to the Central Area TIF District
PURPOSE
The purpose of this memorandum is to provide the Mayor and
members of the City Council with information to consider a minor
amendment to the boundaries of the Central Area Tax Increment
Finance (TIF) District .
BACKGROUND
This past spring, the City Council approved the Central Area TIF
district and adopted several ordinances required for its
implementation. Since then, staff has been working with the
County Clerk' s office to get the various documents recorded and
the parcel identification process underway. Part of this effort
includes the Clerk' s certification of the base year equalized
assessed valuation (EAV) of the District . It is from this base
that all incremental revenues will be calculated (revenues will
be realized during the City' s 2003 budget year) .
In preparing this information, the Clerk' s office discovered
that a small parcel in the northern portion of the District was
never annexed to the City of Elgin (see attached map - this
parcel is one of many owned by the Sanitary District in the area
of the north sanitary sewer treatment plant near Frazier
Avenue) . This discovery is despite the fact that all City and
other map sources that have been used for decades indicate that
this parcel has been part of the City. Unfortunately, all
subsequent research since this discovery could not uncover an
ordinance demonstrating this parcel' s annexation into the City
limits . As such, the City did not have jurisdiction to include
the parcel within the Central Area TIF District when it adopted
the various ordinances this past spring.

State statutes allow municipalities to use a minor amendment
process to delete parcels from its TIF District boundaries
without the need for the detailed and labor-intensive hearing
and notification process . Instead, the process is simply a
matter of adopting an ordinance and notifying taxing districts
and interested parties within ten days of such action.
It is important that this blemish be removed from our TIF
district and the process used to adopt it . Bond counsel may
negatively view this technical error at some future time when
the City decides to bond for a project using TIF revenues to
service the debt .
COMMUNITY GROUPS/INTERESTED PERSONS CONTACTED
Publication within the local newspaper and notice to taxing
districts and individuals on the Interested Parties Registry
will occur within ten days of the City Council adoption of an
ordinance.
diffiCINANCIAL IMPACT
The subject parcel is owned by FRWRD and is tax exempt . As such,
its deletion from the TIF District boundaries will not affect
the base year EAV nor the amount of increment the TIF fund will
receive during its 23-year term.
OizGAL IMPACT
None.
ALTERNATIVES
1 . Adopt an ordinance removing this parcel from the Central Area
TIF District boundaries .
2 . Do not take any action at this time.

It is recommended that the City Council adopt an ordinance
removing this parcel from the Central Area TIF District
boundaries .
