HomeMy WebLinkAboutG91-02 r Revised 12/16/02 Ordinance No. G91-02 AN ORDINANCE ESTABLISHING FEES AND CHARGES AT THE MUNICIPAL GOLF COURSES OF THE CITY OF ELGIN FOR THE 2003 GOLF SEASON AND ESTABLISHING CERTAIN POLICIES RELATIVE TO THE OPERATION OF SUCH COURSES WHEREAS, the City Council has determined that it is necessary and proper to establish a new fee schedule and other policies relative to the operation of the municipal golf courses of the City of Elgin for the 2003 golf season. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS : Section 1 . That the following fees and charges be, and the same are hereby established for the two municipal golf courses for the 2003 season, to-wit : SEASON PASSES & PROMOTIONAL MULTI PLAY ROUNDS THE HIGHLANDS OF ELGIN: 1 . Frequent Golfer Awards Program. This program offers discounts to patrons making The Highlands their home course . We will introduce the program by offering a 10% awards on golf balls at the driving range. The Awards must be used in the calendar year they are earned. The awards can only be used for future purchases, not be transferred or used for golf outings (groups larger than 16 players) . Award items will be selected based on promotional needs as determined by the golf services manager. 2 . Individual & Elgin Corporate Season Passes The initial purchase amount of $1, 200 will be put on the customers account . Each time a pass holder plays, $20 will be reduced from their account . Awards program is included. Minimum fee is $1, 200 and additional increments of $100 can be purchased. Corporate Pass is for Elgin based Corporations only and is limited to two (2) pass holders on the one account . Unused dollars on account at the end of the season cannot be rolled over into the next season. There will be no refund for unused rounds and will be lost benefits as of December 31 of the same year. 3 . Unlimited Weekday pass only. This offers unlimited golf on Monday through Thursday at The Highlands (not including holidays) . Awards Program is included. The fee is $700 and is valid April 1 through November 1 of the calendar year. 4 . Disconnect Wing Park Pass and Highlands Pass programs . Wing Park Pass is for Wing Park Patrons only. The pass structure at Wing Park will remain the same as years past, except the weekday pass will include Monday through Thursday. Wing Park Pass holders receive free entry into Frequent Golfer Awards at the Highlands . Highlands pass holders are for Highlands Patrons only and are not transferable . 5 . Nine Hole Play will not be available in the Phase 1 golf course . Instead, The Short Course will be used to denote the first eleven (11) holes and will be an alternative to players who do not have the time to play all the holes . 6 . Weekday Family Golf in the Evening. Juniors play for $5 when accompanied with an adult patron. Available after 5pm Monday thru Thursday not including Holidays . The time may be modified by the golf services manager for promotional purposes or day light savings time issues . Season at Wing Park or $1200 at The Highlands of Elgin. Schools located within Elgin shall receive the resident rate and schools outside city limits will be charged the non- resident rate. The pass will only be valid beginning the first full day of the school year. Additionally, a $10 fee/round will be charged for each round prior to the first scheduled day of school . A golf team will consist of no more than 24 players . RESERVATION CHARGES : eft Leagues will be charged a $25 . 00 fee for their block of times for the season. PERMANENT TEE TIME: The fee per foursome for a Saturday or Sunday (per day) permanent tee time is $150 . 00 at Spartan Meadows and $50 . 00 at Wing Park Golf Course . DISCOUNTS: A. DISABLED PERSONS DISCOUNTS : Senior citizen rates shall be available to disabled persons upon application which includes the following information: 1 . Name and age of applicant . 2 . Notarized affidavit that applicant is unable to work, full or part time, due to physical disability. 3 . Written statement from licensed physician stating that the applicant is physically disabled and unable to work full or part time . eft. B. GROUP DISCOUNTS : For groups of 16 or more a discount may be granted at the discretion of the Golf Services Manager. Promotional advertisements or discounts may be used in response to competition at the discretion of the Golf Services Manager. Section 2 . That all ordinances or parts of ordinances in conflict with the provisions of this ordinance are hereby repealed. Section 3 . That this ordinance shall be in full force and effect from and after its passage and approval in the manner provided by law.
