FROM: Olufemi Folarin, Interim City Manager
SUBJECT: Scavenger Ordinance Amendment
PURPOSE
The purpose of this memorandum is to provide the Mayor and
members of the City Council with information amending the
scavenger ordinance regarding issuance of scavenger licenses .
BACKGROUND
The current scavenger ordinance states that it is unlawful to
carry on the business of trash removal without first obtaining a
license for that purpose . Applications must be submitted to the
City Clerk for referral to the Council . Licenses may only be
issued by subsequent to approval by the City Council .
The investigatory work regarding the scavenger license
applications is currently done by the Public Health Officer.
Upon meeting all applicable rules and regulations, a
recommendation by the health officer to the City Clerk is made
to issue an annual license. Approximately 30 scavenger licenses
are issued annually. The City Council considers these
applications approximately twice a year.
Since the City Clerk and Council follow the recommendation of
the Public Health Officer, the process could be shortened by
allowing the City' s Code Administration and Development Services
Director to issue scavenger licenses (see attached draft copy of
amendment) .
