AN ORDINANCE
PROVIDING FOR A SENIOR CITIZEN PROPERTY TAX PROGRAM
FOR THE 2000 TAX YEAR
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS :
Section 1 . That there is hereby established a $200 . 00 senior
citizen property tax refund of the 2000 real property taxes levied
by and collected for the City of Elgin.
Section 2 . That to qualify for the $200 . 00 senior citizen
property tax refund the owner (s) of the subject property must have
qualified and obtained for the 2000 tax year the Senior Citizens
Homestead Exemption in accordance with 35 ILCS 200/15-170, as
amended.
Section 3 . That senior citizens qualified to receive the
$200 . 00 tax refund shall be identified through county property tax
records for the 2000 tax year. The Director of Finance is directed
to work with the appropriate county officials to determine the most
expeditious method for processing the property tax refund to the
qualified senior citizens.
Section 4 . That all ordinances or parts of ordinances in
conflict with the provisions of this ordinance be and are hereby
repealed.
Section 5 . That this ordinance shall be in full force and
effect from and after its passage and publication in the manner
provided by law.

AN ORDINANCE
PROVIDING FOR A REFUND TO SENIOR CITIZENS OF
MOBILE HOME LOCAL SERVICES TAXES
FOR THE 2000 TAX YEAR
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS :
Section 1 . That there is hereby established a refund to
senior citizens of the mobile home local services tax of the 2000
mobile home local services taxes levied and collected on mobile
homes registered in the City of Elgin. The amount of such refund
shall equal $35 . 00 .
Section 2 . That to qualify for such senior citizen tax refund
for mobile homes located in Kane County the owner (s) of the subject
mobile home must have qualified and obtained for the 2000 tax year
the Senior Citizens Reduction of the Mobile Home Local Services Tax
in accordance with 35 ILCS 515/7, as amended. To qualify for such
senior citizen tax refund for mobile homes located in Cook County
the owner(s) of the subject mobile home must have been eligible in
the 2000 tax year for the Senior Citizen Reduction of the Mobile
Home Local Services Tax in accordance with 35 ILCS 515/7, as
amended.
Section 3 . That senior citizens qualified to receive the
mobile home local services tax refund shall be identified through
county tax records for the 2000 tax year or, in Cook County, by
such means as the Director of Finance deems reasonable in his sole
discretion to the extent permitted by law. The Director of Finance
is directed to work with the appropriate county officials to
determine the most expeditious method for processing the mobile
home local services tax refund to the qualified senior citizens.
Section 4 . That all ordinances or parts of ordinances in
conflict with the provisions of this ordinance be and are hereby
repealed.
Section 5 . That this ordinance shall be in full force and

SUBJECT: Senior Citizen Property Tax Rebate Program
PURPOSE
The purpose of this memorandum is to provide the Mayor and members
of the City council with an update on the Senior Citizen Property
Tax and Senior Citizen Mobile Home rebate programs, and to request
direction on proceeding with the rebate program for 2001 .
BACKGROUND
The ordinance providing for a Senior Citizen Property Tax Program
was originally approved September 11, 1996 . In 2000, the costs
associated with the rebate program were as follows :

It is expected that the rebates in 2001 (for tax year 2000) will be
similar to those paid out in the previous year.
In order to move forward with the 2001 Senior Citizen Rebate
program, approval from the City Council is requested.

(011/LFINANCIAL IMPACT
The 2001 budget includes $725, 000 for the Senior Citizen Rebate
program in account number 275-0000-791 . 79-01 Grants/Senior Citizen
Homeowners. It is anticipated that as more Senior Citizens become
aware of the program and apply for the "over 65 Homestead
Exemption" the target budget amount will be reached.

It is recommended that the City Council approve- the Senior Citizen
