AN ORDINANCE
AMENDING ORDINANCE NO. G3-01 ESTABLISHING A PAY PLAN FOR
CERTAIN APPOINTED OFFICERS AND EMPLOYEES OF THE CITY OF ELGIN
(Neighborhood Liaison)
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS :
Section 1 . That Section 2 of Ordinance G3-01 adopted by the
City Council of the City of Elgin on January 10 , 2001 , be and is
hereby amended by adding to Range 10C the position of Neighborhood
Liaison.
Section 2 . That all ordinances in conflict with the
provisions of this ordinance be and are hereby repealed.
Section 3 . That this ordinance shall be in full force and
effect as of April 26 , 2001 .

SUBJECT: Consideration of a Full-time
Neighborhood Liaison Position
PURPOSE
The purpose of this memo is to provide the Mayor and members of the
City Council with information on the position of Neighborhood
Liaison for the City of Elgin, for City Council consideration.
BACKGROUND
During the discussion of initiatives for the 2000 - 2004 General
Fund Financial plan the Mayor and members of the City Council
eft' approved the setting aside of money in the 2000 budget to
facilitate community efforts organized and focused on improving the
quality of life in Elgin neighborhoods as part of City goals under
neighborhood revitalization. The plan was to explore the
development of a Neighborhood Council the like of which has been
used successfully in other cities to provide a direct link between
citizens, neighborhoods and their City Government . After
considering ways to put the plan into effect, it was decided that
we start out with a six-month contract position with an individual
who has the background and has demonstrated the ability to carry
out a project of this nature, and that once the neighborhood
Council is in place, a decision will be made regarding future
staffing.
The six-month contract with this employee expired April 13, 2001
and a decision has to be made as to future staffing of this
position. The incumbent has done an excellent job in facilitating
the process for the establishment of the Neighborhood Council . She
has worked actively with City staff, citizens and neighborhood
groups to develop an action plan, structure, boundary and specific
goals and objectives for the Neighborhood Council and has performed
other duties. It is our recommendation that this position be
changed from a contract position to full-time status . We have had
the consulting firm that conducted a wage and classification study
review the position and their recommendation is that the position
be placed in salary classification ten (10-C) , which has a starting
rate of $41, 076 per year.

COMMUNITY GROUPS/INTERESTED PERSONS CONTACTED
This is a step in the implementation of a course of action that has
already been approved by the Mayor and members of the City Council .
The need for the position was also discussed with Neighborhood
Housing Services .
OIL—
FINANCIAL IMPACT
Sufficient funds are available in the miscellaneous service account
number 010-0302-711 .45-99, and special projects account number 010-
6902-719 . 89-02 for the salary and benefits ($53 , 400) for the
position. The new position will require funding in future years .
GAL IMPACT
An ordinance amendment would be required.
ALTERNATIVES
The City Council could change the position to full-time as
recommended, continue the position on contract status or terminate
the position.
RECOMMENDATION
It is recommended that the Neighborhood Liaison position be
approved as a full-time position by the Mayor and members of the
City Council .
