AN ORDINANCE
ESTABLISHING A PAY PLAN FOR THE
CLERICAL AND TECHNICAL EMPLOYEE GROUP OF THE CITY OF ELGIN
WHEREAS, the City Council of the City of Elgin has
heretofore ratified and approved negotiated settlements
reached by the City of Elgin and the Clerical and Technical
Employee Group; and
WHEREAS, the City Council of the City of Elgin has agreed
to implement a new salary plan for the Clerical and Technical
Employee Group.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF ELGIN, ILLINOIS :
Section 1 . That there is hereby established the
following schedule of standard monthly salary ranges for the
Clerical and Technical Employee Group .

Section 2 . That all ordinances in conflict with the
provisions of this ordinance are hereby repealed.

SUBJECT: Overcrowding Initiatives
Staffing Adjustments
PURPOSE
The purpose of this memorandum is to provide the Mayor and members
of the City Council with information to identify proposed staffing
adjustments associated with the overcrowding initiatives previously
presented to the City Council .
BACKGROUND
Introduction
The Department of Code Administration and Development Services
(DCA) has moved forward with two of the three overcrowding
initiatives previously presented to the City Council . The
initiatives encompass the Problem Property Team and the Inspection
Program for Single Family Rental Homes . The implementation process
for the initiatives has identified the opportunity for several
staffing adjustments .
While the Problem Property Team is not fully established and
operational, on an interim basis, the concept is being implemented
by one of the Code Enforcement Supervisors with support from the
Code Enforcement Officer for the district in which a problem
property is located. DCA' s bilingual Clerk Typist provides
communication support, as needed, and additional assistance is
provided by the appropriate members of other departments, as
required.
The Inspection Program for Single Family Rental Homes requires an
amendment to the rental license ordinance, which is currently
before the City Council for consideration.

Additionally, DCA plans to initiate a systematic zoning enforcement
program to replace the current complaint driven program. This new
program will place its emphasis on monitoring nonresidential
occupancies, conditional uses, outdoor display and storage, parking
lots, landscaping, and signs . Certain staffing adjustments are
proposed in conjunction with the overcrowding and zoning
initiatives .
Staffing Adjustments
In anticipation of the overcrowding initiatives, the City Council
budgeted three additional Code Enforcement Officers for the year
2000 . To implement the two initiatives outlined here, the current
proposal is to hire one Code Enforcement Officer and one Code
Enforcement Technicians as follows:
1 . Code Enforcement Officer. The number of Inspection Districts
would be increased from eight to nine with the new Code
Enforcement Officer responsible for the ninth district . This
position would be filled immediately. The nine Code
Enforcement Officers would be responsible for initiating the
systematic zoning enforcement program in their respective
districts .
2 . Code Enforcement Technician (Bilingual) . This position will
be given the assignment of working with the Code Enforcement
Supervisor and the appropriate Code Enforcement Officer on the
Problem Property Team, encompassing the service of warrants
and "off hour" inspections. This position will also be
available to the other Code Enforcement Officers to provide
communications assistance in the field and, thereby, allowing
DCA' s bilingual Clerk Typist to remain at the post in the
office. This position would be filled immediately.
3 . Clerical Staff Adjustments . In order to provide more
effective clerical support in day-to-day operations, as well
as in conjunction with both the overcrowding and zoning
initiatives, several adjustments are proposed. Currently, DCA
has two part-time Clerk Typist positions, one part-time
Secretary, and one Seasonal Intern. One of the Clerk Typist
positions is currently filled. The other Clerk Typist position
and the Secretary position were recently vacated. The
Seasonal Intern position has not been filled.

The current proposal is to combine these four part-time
positions into two full-time Clerk Typist positions . Such a
change will enhance our effectiveness and efficiency with the
new programs and with the day-to-day operations in Property
Maintenance and Development Services by increasing the depth
and breadth of the support staff. These staff adjustments
would be made immediately.

The following staff adjustments have been identified in response to
the overcrowding and zoning initiatives :

irl/24( FINANCIAL IMPACT
The cost of the proposed reorganization (including benefits) is
$5, 774 greater than the current staffing structure. Savings from
three Code Enforcement Officer positions that have remained
unfilled since the beginning of the year will more than offset the
difference in the staffing change proposal . Sufficient funds are
available in the Code Administration Department budget to pay for
the proposed staffing changes.
LEGAL IMPACT
\100/^ An ordinance will be required to create the positions of Code
Enforcement Technician and Code Enforcement Technician (Bilingual) .
ALTERNATIVES
Do not approve the proposed staff adjustments, thereby, retaining
the current staff positions.
