AN ORDINANCE
ESTABLISHING FEES FOR THE USE OF THE WING PARK AQUATIC CENTER
AND LORDS PARK SWIMMING POOL OF THE CITY OF ELGIN
WHEREAS, the Parks and Recreation Board of the City of
Elgin has recommended to the City of Elgin that the fees for
the use of the Wing Park Aquatic Center and Lords Park
swimming pool of the City of Elgin be revised and established
as hereinafter set forth; and
WHEREAS, the City Council of the City of Elgin concurs
with said recommendations .
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF ELGIN, ILLINOIS :

SUBJECT: Proposed Wing Park Pool Fees
PURPOSE
The purpose of this memorandum is to provide the Mayor and members
of the City Council with information to consider establishing the
2000 fee structure for the Wing Park Family Aquatic Center.
BACKGROUND
The Wing Park Family Aquatic Center is scheduled to open for the
summer 2000 swim season on July 3 . The proposed fees were developed
by performing a market analysis of other like facilities,
establishing an average in the marketplace while assuring revenues
will cover expenses, and incorporating a capital fund for future
equipment repairs and improvements .
In establishing fees, other new aquatic facilities of similar size
to Wing Park noted a percentage of 43 . 4% of revenue from season
pass sales and 54 . 6% of revenue from daily admissions . In
structuring the fees at Wing Park Pool, a percentage of 50% season
pass sales and 50% daily admission fees was assumed. This estimate
is considered conservative because higher revenues per person and
visits are received from daily admissions . The fee categories
established for the Wing Park Family Aquatic Center are daily
admissions, season passes, group discounts, private rentals, and
birthday parties . These categories are further broken down into
age groups or group sizes and resident or nonresident status .
A market study of neighboring aquatic facilities was conducted
recently and used as a basis for developing the fee structure for
Wing Park. Taken into consideration in establishing fees was the
overall range of fees charged at neighboring facilities, with
special consideration given to the average rate . Two options were
developed in establishing a fee structure . In both options, daily
admission and season pass rates were established at a rate that
would allow the facility to be competitive in the market but would
also permit revenues to cover operating expenditures as well as a
future capital fund for equipment purchases and improvements .
Option A would establish daily admission and season pass fees at a
rate that is currently at the average in comparison to the
neighboring facilities that were surveyed. Option B would
establish daily fees at a rate that is slightly higher than the

average, however, season pass rates would be established at a
slightly lower rate than the average. Because total revenues at an
outdoor pool are very weather-dependant, it is difficult to
estimate what the difference in anticipated revenue from option A
to option B would be . Staff feels very confident that with the
variations in these two options, regardless of the weather,
revenues should remain relatively constant . In either option, fees
should be evaluated on an annual basis .
Increased operational expenses for this facility are due to the
very nature of what this facility will have to offer. More water
amenities, two separate pool vessels, a double flume slide, a wet
sand play area, a sand volleyball court, and an expanded open area
will necessitate approximately three times the amount of staff as
well as increases in commodities and supplies and contractual
services . In addition, when comparing the fee structure to the
market average, please keep in mind that Wing Park Pool is and will
continue to be the largest municipal pool vessel in the state of
Illinois . No other similar-type facility will compare in size or
number of amenities to the Wing Park Aquatic Center.
In both options, fees have been established to give consideration
eft to resident youth and senior daily rates as well as providing very
reasonable season pass rates in all categories . Furthermore,
individuals or families experiencing economic hardship would be
able to purchase a youth season pool pass by utilizing the Parks
and Recreation Department ' s Youth Scholarship Fund. This fund would
cover the entire cost ($60) of a youth season pass and the majority
($120) of a family season pass with the family including two youth.
Nonresident fees are established for each category at 150% of the
resident rate .
The attached memo details the revenue/expense breakdown for the
Wing Park Family Aquatic Center as well as detailing option A and
option B fee structures. The Lords Park fees will remain the same
as 1999 . Lords Park fees will be revised once renovation of that
facility is complete .
COMMUNITY GROUPS/INTERESTED PERSONS CONTACTED
The Parks and Recreation Advisory Board has reviewed option A fees
and concurs with staff ' s recommendation. Also, many neighboring
aquatic facilities, including Hanover Park Park District, Dundee
Township Park District, Bolingbrook Park District, Glendale Heights
Park District, Streamwood Park District, St Charles Park District,
Wheaton Park District, Glen Ellyn Park District, Bartlett Park
District, West Chicago Park District, Hoffman Estates Park
eft District, and Schaumburg Park District were contacted regarding
their hours of operation, fee schedules, rental packages, and group
discounts that they offer.

The attached spread sheet outlines the 2000 daily admission and
season pass fees that each of these facilities charge .
01',kFINANCIAL IMPACT

It is anticipated that with the proposed fees, revenues will cover
expenses at this facility. The total operating budget for 2000 is
$324 , 192 and includes $40, 500 for initial capital equipment not
included in the construction budget, e.g. , office furniture/
equipment , cash registers, computers, and concession equipment .
After the first year of operation, excess revenues over
expenditures will be earmarked and reserved for future capital
equipment purchases and improvements .
LEGAL IMPACT
None .
ALTERNATIVES
Option A: Establish fees for both daily admissions and season pass
eft rates at a level that is at the current market average in
comparison to the neighboring aquatic facilities that
were surveyed.
Option B : Establish fees for daily admissions that are slightly
higher than the current average while establishing fees
for season passes that are slightly lower than the season
passes averages of other aquatic facilities that were
surveyed.
RECOMMENDATION
It is recommended that the Mayor and members of the City Council
approve the attached fee schedule outlined in option A for daily
admissions and season passes, and for private rentals, birthday
party rentals, and group discounts for the Wing Park Family Aquatic
Center.

A Wing Park Pool Pass purchased for the 2000 pool season will allow access to both Lords Park Pool
and Wing Park Pool.
Although we are unable to extrapolate season pass attendance from daily attendance and group usage
of the pool, previous history of the golf course shows that 43%of revenue is season pass sales and
57%of revenue is daily fees. Other new aquatic facilities of similar size to Wing Park note a ratio of
43.4%of revenue from season pass sales and 54.6% of revenue from daily admission. Therefore, to
be on the conservative side for structuring fees, a ratio of 50% season pass sales and 50% daily
admissions was assumed.
To further breakdown anticipated season pass sales, a historical review of Wing/Lords season pass
sales was reviewed and an average breakdown of passes was determined as follows:

Because the facility use is anticipated to drastically increase over current attendance the above
percentage breakdowns were applied to the projected facility use of 60,000 patrons as provided by
Burbach Engineers. With 50% of the attendance expected to be season passes, the revenues were
calculated as follows:

III. Budget
It is anticipated that revenues will cover all expenses at this facility. The total operating budget for
2000 is $284,692. An additional $40,500 has been programmed for capital expenditures. The first
year's capital budget will be allocated for start up equipment not included in the construction budget
such as office furniture/equipment, cash registers, computers, recreational supplies, swim team
equipment, and concession equipment. After the first year of operation the capital budget will be
carried over for future facility repairs.

IV. Private Rentals
Private rentals can be held Monday through Sunday from 8:00 pm to 10:00 pm or on Sunday mornings
from 10:00 am to 12:00 pm. Rentals must be made for a two hour time slot. Once again the focus in
developing rental fees was to cover all expenditures of the facility as well realize as profit on each
rental.

of 7 must have one adult swimming for every 9 children. Groups with children 8 and over must have
one adult on deck for every 9 children. This adult does not have to be swimming but must be present
on deck with the children.

A group of 25 or more admissions can receive a discounted rate during open swim hours. One group
leader will be admitted free with 25 paid admissions. Advanced reservations will be required. Groups
