AN ORDINANCE
GRANTING A CONDITIONAL USE FOR A MASTER SIGNAGE PLAN
(Provena St . Joseph Hospital)
WHEREAS, written application has been made for a CF
Community Facility District conditional use for a master
signage plan at Provena St . Joseph Hospital ; and
WHEREAS, the Zoning and Subdivision Hearing Board
conducted a public hearing after due notice by publication and
submitted its findings of fact and recommended approval ; and
WHEREAS, the City Council of the City of Elgin concurs in
the findings and recommendation of the Zoning and Subdivision
Hearing Board.
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF ELGIN, ILLINOIS :
Section 1 . That the City Council of the City of Elgin
hereby adopts the findings of fact made by the Zoning and
Subdivision Hearing Board, a copy of which is attached hereto
and made a part hereof by reference as Exhibit A.
Section 2 . That a conditional use for a master signage
plan at Provena St . Joseph Hospital , legally described as
follows :
OUTLOT A OF COUNTRY KNOLLS, UNIT NO. 8; LOTS
15, 16 AND 17 IN BLOCK 4 IN WALTER G. MC INTOSH AND
COMPANY ' S FOX RIVER FARMS; LOTS 15 AND 16 IN BLOCK 5
IN WALTER G. MC INTOSH AND COMPANY ' S FOX RIVER
FARMS; AND LOT 14 IN BLOCK 5 OF THE WALTER G. MC
INTOSH AND COMPANY' S FOX RIVER FARMS, BEING A
SUBDIVISION OF PART OF SECTION 16, TOWNSHIP 41
NORTH, RANGE 8 EAST OF THE THIRD PRINCIPAL MERIDIAN,
IN THE CITY OF ELGIN, KANE COUNTY, ILLINOIS
(COMMONLY KNOWN AS 77 NORTH AIRLITE STREET) .
be and is hereby granted subject to the following conditions :
1 . Substantial conformance with the Statement
of Purpose and Conformance for a Conditional Use for
a Master Signage Plan, prepared by Burnidge Cassell
Associates for Provena St . Joseph Hospital , dated
March 10, 1999 .
2 . Substantial conformance with the Sign
Elevation Drawings, Sign Schedule and Sign Location

Corporation for Provena St . Joseph Hospital, dated
December, 1998 .

if not established within one year from the date of passage of
this ordinance .
Section 4 . That this ordinance shall be in full force
and effect immediately after its passage in the manner
provided by law.

SUBJECT
Consideration of Petition 24-99 Requesting Conditional Use
Approval for a Master Signage Plan on Property Located in a CF
Community Facility District ; Property Located at 77 North
Airlite Street ; by Provena St . Joseph Hospital, as Applicant
and Owner.

BACKGROUND
An application has been filed by Provena St . Joseph Hospital
requesting a conditional use for a master signage plan on
tproperty located in a CF Community Facility District . The
subject property is located at 77 North Airlite Street
(reference Exhibits A and B) .

The ownership and official name of the hospital has changed.
All interior and exterior signs are in the process of being
es". modified to reflect the new logo. The applicant is requesting
approval of a master signage plan to identify all proposed
exterior signage on the hospital campus . The size, type and
location of the proposed signs are described on the attached
sign elevation drawings, sign schedule and sign location plan
(reference Exhibit C) .
FINDINGS
After due notice, as required by law, the Zoning and
Subdivision Hearing Board held a public hearing in
consideration of Petition 24-99 on May 19, 1999 . The applicant
testified at the hearing and presented documentary evidence in
support of the application. No objectors appeared at the
hearing. No written correspondence has been submitted. The
Planning Department has submitted a Conditional Use Review,
dated May 13 , 1999 .
The Zoning and Subdivision Hearing Board has made the following
findings concerning the requested conditional use for a master
signage plan:
A. Purpose. The purpose for "master signage plans" is to
e provide an opportunity for a creative approach to signage
which may not conform to all of the provisions of other
sections of the sign ordinance .
Findings . In addition to identifying the new name and logo
of the hospital, the proposed master signage plan is
proposed to direct and route visitors and employees to
designated parking areas and to different functional areas
on the hospital campus .
B. Mitigation. No allowable departure from the requirements
of the sign ordinance shall be granted unless it has been
found that the requested departures are mitigated through
an equivalent or more restrictive application of other
regulations in the zoning or sign ordinances .
Findings. The maximum height for freestanding signs in the
CF District is ten feet . The proposed freestanding sign
located at the end of Provena Drive is 15 feet in height .
This departure from the sign regulations is mitigated with
the ' relinquishing of the right to install additional
freestanding signs along Lin Lor Drive (seven allowed, one
proposed) and Airlite Street (six allowed, three proposed) .

RECOMMENDATION
The Zoning and Subdivision Hearing Board recommends the
approval of Petition 24-99 . On a motion to recommend the
approval of Petition 24-99, subject to the following
conditions , the vote was five (5) yes and zero (0) no :
1 . Substantial conformance with the Statement of
Purpose and Conformance for a Conditional Use for
a Master Signage Plan, prepared by Burnidge
Cassell Associates for Provena St . Joseph
Hospital, dated March 10 , 1999 .
2 . Substantial conformance with the Sign Elevation
Drawings, Sign Schedule and Sign Location Plan,
prepared by Monigle Associates and ACME Wile
Corporation for Provena St . Joseph Hospital,
dated December, 1998 .
Therefore, the motion to recommend the approval of Petition
24-99 was adopted.
