AN ORDINANCE
DESIGNATING THE ORA L. PELTON RESIDENCE AT
214 SOUTH STATE STREET AS A HISTORICAL LANDMARK
WHEREAS, the Elgin Heritage Commission has conducted a
public hearing and determined that the Ora L. Pelton residence
at 214 South State Street meets the criteria of the Elgin
Municipal Code, 1976, as amended, for designation of a
historical landmark; and
WHEREAS, the Elgin Heritage Commission has submitted its
report and findings in support of its determination and
recommendation; and
WHEREAS, the Ora L. Pelton residence at 214 South State
Street has been identified by the Elgin Heritage Commission,
Illinois, as a significant historical and architectural
structure within the City of Elgin due to its connection to the
development of the residential areas on the west side of the
Fox River area and its significant architectural and structural
design; and
WHEREAS, it is appropriate to promote civic pride through
an awareness of Elgin ' s unique development and history; and
encourage the conservation and preservation of an important
segment of the man-made environment of the City of Elgin; and
WHEREAS, the City Council has reviewed the recommendation
of the Elgin Heritage Commission and concurs in the
recommendation to designate the Ora L. Pelton residence at
214 South State Street as a historical landmark.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF ELGIN, ILLINOIS, that the Ora L. Pelton residence at
214 South State Street, located upon the property legally
described as follows :
Lot 4 of Lord' s Park Addition in the Southeast
Quarter of the Southeast Quarter of Section 14 ,
Township 41 North, Range 8 East, all within the City
of Elgin, Kane County, Illinois .
be and is hereby designated as a historical landmark as
provided in Chapter 20 . 06 of the Elgin Municipal Code, 1976 , as
amended.
BE IT FURTHER ORDAINED that the City Clerk is authorized
and directed to provide notice, send copies of the ordinance,
and record a certified copy of the ordinance in the office of
the Recorder of Deeds of Kane County, Illinois .

SUBJECT: Designation of the Ora L. Pelton Residence
PURPOSE
The purpose of this memorandum is to present the Mayor and
members of City Council with information to consider the
designation of the Ora L. Pelton Residence, at 214 South State
Street, as a local Elgin landmark.
BACKGROUND
The proposed designation of the Ora L. Pelton Residence would be
the ninth structure to be designated as an individual City
landmark. An inventory of other local landmarks is provided as
f Attachment A. The property owners, Arthur and Sue Izzo, have
cooperated with the Elgin Heritage Commission in nominating the _
structure as a local landmark.
Requirements and advantages after designation as a local landmark
If adopted, an ordinance designating landmarks will require that
the no-charge Certificate of Appropriateness (COA) be secured for
most exterior work to the structure . Advantages of designation
include recognition, eligibility for City and State grants,
eligibility for tax incentives and assurance that the residence
will retain its historic and aesthetic character for future
years .
The Ora Pelton Residence
The nomination of the Ora L. Pelton Residence was presented to
the Elgin Heritage Commission by JoEllen Doscher, associate
member of the Elgin Heritage Commission, on August 4 , 1998 . The
structure is located at 214 South State Street .
Historic Significance
The Ora L. Pelton Residence has character, interest and value as
part of the urban residential development of the City of Elgin in
t that it continues to exhibit significant integrity of location,
design, materials and workmanship. The residence was listed on
the National Register of Historic Places on August 12 , 1982 and
has remained unaltered since then.

The Ora L. Pelton residence is located on the South State Street
corridor, Illinois Route 31, once known as Elgin' s rich man' s
row. The area is passed by thousands of motorists each day as
they travel the Fox Valley. The structure is highly visible,
situated on the bluffs of the Fox River with a commanding view of
downtown Elgin. The residence was pictured in the table of
contents of Money magazine ' s Special Forecast Issue in 1997 .
The Ora L. Pelton Residence, built in 1889, is an excellent
representation of Victorian detailing and form. The varied roof
forms, complex silhouettes and massing, projecting gables,
sculptured chimneys, towers, etc. , create an exuberant High
Victorian expression against the sky. The exterior design details
represent a synthesis of Stick Style and Eastlake
characteristics. The residence has remained essentially
unaltered, except for a sympathetic addition noted in the
National Register application. The carriage house in the rear,
built in 1890, is also an essentially unaltered significant
structure .
The Ora L. Pelton Residence was designed by renowned architect
and builder, Gilbert M. Turnbull . Turnbull ' s significant projects
in Elgin include the former Elgin City Hall in 1893 , the German
Evangelical Church (now Faith Methodist) in 1893 , the Sherman
Hospital in 1895, the Peter Burritt Memorial Building in 1914 , as
fek well as numerous significant double residences, flats and single
family homes .
The Ora L. Pelton Residence has met four of the criteria
necessary for landmark designation and has sufficient integrity
of location and workmanship to make it worthy of preservation.
COMMUNITY GROUPS/INTERESTED PERSONS CONTACTED
A public hearing was conducted by the Elgin Heritage Commission
on September 1, 1998 . A transcript from the hearing was obtained
and included as part of the report transmitted to the City
Council on September 17 . The Commission has not received any
comments in opposition to the proposed designations .
Subsequently, on the same date, the Commission adopted a
resolution and finding of fact on the nomination. The Commission
voted unanimously to recommend to the City Council that the
structure be designated as a local Elgin -landmark. The resolution
of the Commission is attached (Attachment B) .

FINANCIAL IMPACT

The expenses associated with the designation of the landmark
includes the cost of conducting the public hearing and mailing
printed educational and informational material, estimated to be
under $500 . There are sufficient funds available within the
Department of Code Administration and Neighborhood Affairs
budget, account number 010-2902-736 . 30-99, Miscellaneous
Professional Services .

RECOMMENDATION
The recommendation of the Elgin Heritage Commission is to
designate the Ora L. Pelton Residence as a local Elgin landmark.
