AN ORDINANCE
GRANTING A CONDITIONAL USE FOR A
COMMERCIAL PLANNED DEVELOPMENT
( 145 and 175 South Randall Road)
WHEREAS, written application has been made for an AB Area
Business District conditional use for a commercial planned
development at 145 and 175 South Randall Road; and
WHEREAS, the Zoning and Subdivision Hearing Board
conducted a public hearing after due notice by publication and
has submitted its findings of fact; and
WHEREAS, the City Council of the City of Elgin has
considered the findings and recommendation of the Zoning and
Subdivision Hearing Board.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF ELGIN, ILLINOIS:
Section 1 . That a conditional use for a commercial
planned development at 145 and 175 South Randall Road and
legally described as follows :
THE SOUTH 16 . 60 FEET OF LOT 3 TOGETHER WITH LOTS
4 AND 5 OF RANDALL LAKE CROSSING SUBDIVISION, BEING A
SUBDIVISION OF PART OF THE SOUTHWEST 1/4 OF SECTION
16 , AND PART OF THE NORTHWEST 1/4 OF SECTION 21, ALL
IN TOWNSHIP 41 NORTH, RANGE 8 EAST OF THE THIRD
PRINCIPAL MERIDIAN, EXCEPT THE FOLLOWING: PART OF
LOTS 3, 4 AND 5 OF RANDALL LAKE CROSSING SUBDIVISION,
BEING A SUBDIVISION OF PART OF THE SOUTHWEST 1/4 OF
SECTION 16 , AND PART OF THE NORTHWEST QUARTER OF
SECTION 21, ALL IN TOWNSHIP 41 NORTH, RANGE 8 EAST OF
THE THIRD PRINCIPAL MERIDIAN, DESCRIBED AS FOLLOWS:
COMMENCING AT THE SOUTHWEST CORNER OF SAID LOT 3,
THENCE NORTH 07 DEGREES, 14 MINUTES, 36 SECONDS EAST,
ALONG THE WESTERLY LINE OF SAID LOT 3, A DISTANCE OF
16 . 74 FEET TO A LINE THAT IS 16 . 60 FEET NORTH,
MEASURED AT RIGHT ANGLES, AND PARALLEL WITH THE SOUTH
LINE OF SAID LOT 3 FOR THE POINT OF BEGINNING; THENCE
NORTH 90 DEGREES, 00 MINUTES, 00 SECONDS EAST, ALONG
SAID PARALLEL LINE A DISTANCE OF 231 . 00 FEET TO A
LINE THAT IS PARALLEL WITH THE EAST LINE OF SAID LOTS
3 , 4 AND 5 ; THENCE SOUTH 00 DEGREES, 00 MINUTES, 00
SECONDS EAST ALONG SAID PARALLEL LINE A DISTANCE OF
258 . 91 FEET TO A LINE THAT IS 7 . 69 FEET NORTH,
MEASURED AT RIGHT ANGLES AND PARALLEL WITH THE SOUTH
LINE OF SAID LOT 5; THENCE SOUTH 90 DEGREES, 00
MINUTES, 00 SECONDS WEST, ALONG SAID PARALLEL LINE, A
DISTANCE OF 263 . 91 FEET TO THE WESTERLY LINE OF SAID
LOT 5; THENCE NORTH 07 DEGREES, 14 MINUTES, 36

BEGINNING, IN THE CITY OF ELGIN, KANE COUNTY,

be and is hereby granted subject to the following conditions :
1 . Conformance with the Petitioner' s Statement
prepared by Triad Development & Management Co. , dated
06/24/98 for Landmark Car Wash/The Oil Works,
including the following attached plans and
specifications :
Exhibit A. Site and Landscaping Plan
prepared by Triad Construction Services, Inc . ;
and
Exhibits B and C. Building and Sign
Elevations prepared by Triad Construction
Services, Inc. ; and
Lighting Specifications prepared by RUUD
Lighting, dated 04/07/98 .
2 . Compliance with all other applicable codes
and ordinances .

Section 2 . That the conditional use granted herein shall
expire if not established within one year from the date of
passage of this ordinance.
Section 3 . That this ordinance shall be in full force and
effect immediately after its passage in the manner provided by
law.
