AN ORDINANCE
GRANTING A CONDITIONAL USE FOR A
RESIDENCE CONSERVATION DISTRICT PLANNED DEVELOPMENT
( 680 Prospect Boulevard)
WHEREAS, written application has been made for an RC3
Residence Conservation District conditional use for a planned
development at 680 Prospect Boulevard; and
WHEREAS, the Zoning and Subdivision Hearing Board
conducted a public hearing after due notice by publication and
has submitted its findings of fact; and
WHEREAS, the City Council of the City of Elgin has
considered the findings and recommendation of the Zoning and
Subdivision Hearing Board.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF ELGIN, ILLINOIS:
Section 1 . That a conditional use for a planned
development at 680 Prospect Boulevard and legally described as
follows :
THE WEST THREE FOURTHS OF LOT 10 AND LOT 11
(EXCEPT THE WEST 49 . 5 FEET THEREOF) IN BLOCK III OF
LOVELL' S SUBDIVISION OF THAT PART OF LOVELL'S
ADDITION TO ELGIN, LYING SOUTH OF LINCOLN AVENUE, IN
THE CITY OF ELGIN, KANE COUNTY, ILLINOIS .
be and is hereby granted subject to the following conditions :
1 . The use and development of the land and
structures shall be subject to the provisions of
Chapter 19 . 10, Land Use; and shall be in substantial
conformance with the Statement of Purpose and
Conformance, dated January 6 , 1998, and the Planned
Development Application, dated February 27 , 1998,
both prepared by Allen M. Anderson. In addition to
the land uses allowed in the RC3 Residence
Conservation District, the following enumerated "land
uses" (SR) shall be allowed as a permitted use (SR) :
Offices Division.
1 . Offices (SR) (UNCL)
Services Division.
2 . Barber shops ( 724 )
3 . Beauty shops ( 723 )

management and related services (87 )
5 . Legal services ( 811 )
6 . Offices and clinics of dentists ( 802 )
7 . Offices and clinics of doctors of
medicine ( 801 )
8 . Offices and clinics of doctors of
osteopathy ( 803)
9 . Offices and clinics of other health
practitioners ( 804 )
2 . Improvement (paving) of all existing gravel
parking areas within one year of the date of adoption
of an ordinance granting a conditional use for the
planned development.
3 . Compliance with all other applicable codes
and ordinances .
Section 2 . That the conditional use granted herein shall
expire if not established within one year from the date of
e"` passage of this ordinance.
Section 3 . That this ordinance shall be in full force and
effect immediately after its passage in the manner provided by
law.
