AN ORDINANCE
GRANTING A CONDITIONAL USE FOR AN AUTOMOBILE REPAIR SHOP
320 SOUTH RANDALL ROAD
WHEREAS, written application has been made for an AB Area
Business District conditional use for an automobile repair
shop at 320 South Randall Road; and
WHEREAS, the Zoning and Subdivision Hearing Board
conducted a public hearing after due notice by publication and
has submitted its findings of fact.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF ELGIN, ILLINOIS :
Section 1 . That a conditional use for an automobile
repair shop in the AB Area Business District at 320 South
Randall Road and legally described as follows :
PART OF LOT 12 OF DARLENE MCDERMOTT
SUBDIVISION, BEING A SUBDIVISION OF PART OF THE
SOUTHWEST QUARTER OF SECTION 16, PART OF THE
SOUTHEAST QUARTER OF SECTION 17 , PART OF THE
esw NORTHEAST QUARTER OF SECTION 20, AND PART OF THE
NORTHWEST QUARTER OF SECTION 21, ALL IN TOWNSHIP 41
NORTH, RANGE 8 EAST OF THE THIRD PRINCIPAL MERIDIAN
IN THE CITY OF ELGIN, KANE COUNTY, ILLINOIS.
be and is hereby granted subject to the following conditions :
1 . Substantial conformance with the revised
site plan prepared by the Planning Department, dated
August 21, 1996 .
2 . Compliance with all other applicable codes
and ordinances .
Section 2 . That the conditional use granted herein shall
expire if not established within one year from the date of
passage of this ordinance.
Section 3 . That this ordinance shall be in full force
and effect immediately after its passage in the manner
provided by law.

Zoning and Subdivision Hearing Board City of Elgin, Illinois
SUBJECT
Consideration of Petition 37-96 Requesting . an AB Area Business
District Conditional Use for a Automotive Repair Shop; Property
Located at 294 South Randall Road; by Dayton Hudson Corporation, c/o
TBS Development Services Group, Inc. , as Applicant, and Dayton
Hudson Corporation, Target Stores Division, as Owner.
CONSIDERATIONS
An application has been filed by Dayton Hudson Corporation, c/o TES
Development Services Group, Inc. requesting an AB Area Business
District conditional use for an automobile repair shop. The subject
property is located at 294 South Randall Road.
The applicant desires to develop the subject property with an
automobile repair shop. The property is located on a parcel of land
which is a part of a proposed resubdivision of a lot owned by the
Target Stores Division of Dayton Hudson Corporation.
FINDINGS
After due notice, as required by law, the Zoning and Subdivision
Hearing So. rd held a public hearing to consider Petition 37-96 on .
August 21, 1996 . The applicant presented th petition. A
Conditional 77E-c. Review prepared by the Planning Department, dat.1
August 13 , 1996, and a transcription of the public hearing are
attached and made a part of these Findings and Recommendation.
The Zoning and Subdivision Hearing Board made the following findings
with respect to Petition 37-96 :
A. Site Characteristics. The subject property contains
approximately 33, 741 square feet . The property is now improved
as an open, landscaped area adjoining off-street parking
improvements .
B. Sewer and Water. Municipal sewer and water service is

available to serve the proposed development. Stormwater
management is controlled with a detention facility located to
the north of the subject property.
C. Traffic and Parking. The subject property is located within
what is commonly known as the Otter Creek Shopping Center.
Traffic generated by the shopping center accesses Randall Road
via controlled intersections at South Street and Weld Road.
A minimum of two parking spaces per service bay and one parking
space per employee are required in support of the proposed
automotive repair shop. The development plan includes 38
surface parking spaces .
D. Zoning History and Zoning Status . The subject property was
annexed and zoned B-3 Service Business District in 1990 . The
property was rezoned to AB Area Business District in 1992 .
Development of the property is subject to compliance with the
terms and conditions of an annexation agreement and all other
applicable codes and ordinances .
E. Surrounding Land Use and Zoning. The subject property is
located within an area zoned AB Area Business District. The
area is developing with retail, commercial service, and
entertainment uses typically found in major retail centers .
F. Trend of Development. The area in which the subject property
is located is developing as a major retail center.
G. Comprehensive Plan. The subject property is designated "area
business" in the Comprehensive Plan.
RECOMMENDATION
The Zoning and Subdivision Hearing Board recommends the approval of
Petition 37-96 . On a motion to recommend approval subject to the
following conditions, the vote was five (5 ) yes and zero (0) no.
1 . Substantial conformance with a revised site plan prepared by
the Planning Department, dated August 21, 1996 .
2 . Compliance with all other applicable codes and ordinances .
