AN ORDINANCE
AMENDING THE PAY PLAN FOR CERTAIN APPOINTED OFFICERS
AND EMPLOYEES OF THE CITY OF ELGIN
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS :
Section 1 . That Ordinance No. G76-94 entitled "An
Ordinance Establishing a Pay Plan for Certain Appointed
Officers and Employees of the City of Elgin" passed
December 14 , 1994 , be and is hereby amended by deleting the
position title Program Coordinator from Range 35C of the
management group salary and benefit plan.
Section 2 . That Ordinance No. G76-94 entitled "An
Ordinance Establishing a Pay Plan for Certain Appointed
Officers and Employees of the City of Elgin" passed
December 14 , 1994 , be and is hereby amended by adding the
position title Cultural Center Manager from Range 50B of the
management group salary and benefit plan.
Section 3 . That this ordinance shall be in full force
and effect from and after its passage and approval in the
manner provided by law.

SUBJECT: Hemmens Memorial Auditorium
Leadership Reclassification
PURPOSE
The purpose of this memorandum is to provide the Mayor and
members of the City Council with information and a recommenda-
tion for the reclassification of a Hemmens Memorial Auditori-
vum leadership position.
BACKGROUND
Staff has reviewed current Hemmens Auditorium operations and
researched other similar theatre facilities, resulting in a
proposal to reclassify a management position at the Hemmens .
The reorganization should improve overall operations, adult
programming, customer service, supervision of facilities and
employees, and future visions/strategic plan. The proposed
reclassification involves converting the vacant Project Coor-
dinator position to a Cultural Center Manager (level 50)
overseeing the Hemmens Memorial Auditorium.
COMMUNITY GROUPS/INTERESTED PERSONS CONTACTED
The proposal was presented to and endorsed by the Hemmens
Advisory Board.
FINANCIAL IMPACT
The proposed reclassification of the currently vacant
Promotional Coordinator position at salary level 35 to
Cultural Center Manager at salary level 50 results in a change
in the salary range from $36,828 - $43,608 to $50,316 -
ch $59,580 . The salary is budgeted in Department 54, the Hemmens
Auditorium, regular earnings account. The vacancy in the
position causes enough budget savings sufficient for 1995 .

None.
RECOMMENDATION
It is recommended that the Mayor and members of the City
Council approve the reclassification proposal .
