AN ORDINANCE
GRANTING A CONDITIONAL USE FOR A CAR WASH
AT 928 EAST CHICAGO STREET
WHEREAS, written application has been made for a CI
Commercial Industrial District conditional use for a car wash
at 928 East Chicago Street; and
WHEREAS, the Zoning and Subdivision Hearing Board
conducted a public hearing after due notice by publication and
has submitted its findings of fact and recommended approval;
and
WHEREAS, the City Council of the City of Elgin concurs in
the findings and recommendation of the Zoning and Subdivision
Hearing Board.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF ELGIN, ILLINOIS:
Section 1 . That the City Council of the City of Elgin
hereby adopts the findings of fact made by the Zoning and
Subdivision Hearing Board, a copy of which is attached hereto
elk and made a part hereof by reference as Exhibit A.
Section 2 . That a conditional use for a car wash
928 East Chicago Street and legally described as follows :

be and is hereby granted subject to the following conditions :
1 . Substantial compliance with the site plan,
prepared by Scheflow Engineers, dated August 15,
1994 .
2 . Compliance with all other applicable codes
and ordinances .
Section 3 . That the conditional use granted herein shall
expire if not established within one year from the date of
passage of this ordinance.
Section 4 . That this ordinance shall be in full force
and effect immediately after its passage in the manner
provided by law.

ZONING AND SUBDIVISION HEARING BOARD
CITY OF ELGIN
I . SUBJECT
Consideration of Petition 27-94 Requesting Conditional Use
Approval for a Car Wash in the CI Commercial Industrial
District; Property Located at 928 East Chicago Street; by
Anton and Laurel Engelmann, as Applicants and Owners.
II . CONSIDERATIONS
A petition has been filed by Anton and Laurel Engelmann
requesting conditional use approval for a car wash in the
CI Commercial Industrial District. The subject property is
located at 928 East Chicago Street.
The petitioner proposes to develop the subject property
with a six bay car wash.
III. FINDINGS
After due notice, as required by law, the Zoning and
Subdivision Hearing Board held a public hearing on
Petition 27-94 on August 17, 1994 . The petitioner
testified at the public hearing. Neither proponents of nor
objectors to the petition testified at the public
hearing. Neither written correspondence in support of nor
in objection to the petition has been submitted.
The Zoning and Subdivision Hearing Board has made the
following findings with respect to Petition 27-94 :
A. Site Characteristics
The subject property is an irregularly shaped parcel
containing approximately 30,690 square feet. The
subject property is relatively flat, and is unimproved.
B. Sewer and Water
The petitioner proposed to serve the subject property
with municipal sewer and water services .

C. Traffic and Parking
The subject property is located on East Chicago
Street, a major east west arterial street. Traffic
counts are unavailable for East Chicago Street,
adjacent to the subject property.
Trip generation information is unavailable for car
washes .
Development of the subject property must be in
compliance with all applicable codes and ordinances.

The subject property is located in County Clerk's
Subdivision. The area has developed with a variety of
commercial, retail and auto related uses.
H. Comprehensive Plan
East Chicago Street is designated as a transportation
corridor in the Comprehensive Plan.
IV. RECOMMENDATIONS
On a motion to recommend approval of Petition 27-94 ,
subject to the following conditions :

submitted as approved by the Planning Department and
the Engineering Division.
2. Compliance with all applicable codes and ordinances.
the vote was four yes, zero no, and one abstention.
Therefore, the motion to recommend approval of Petition
27-94 was adopted.
