AN ORDINANCE
RECLASSIFYING PROPERTY AT 1900 LARKIN AVENUE AND GRANTING A
CONDITIONAL USE FOR PUBLIC WAREHOUSING AND STORAGE
WHEREAS, written application has been made to reclassify
certain property located at 1900 Larkin Avenue from CF
Community Facility District to AB Area Business District; and
WHEREAS, the Planning and Development Commission has
conducted a public hearing concerning said application and has
submitted its written findings and recommendation that the
subject property be reclassified and a conditional use for
public warehousing and storage be granted; and
WHEREAS, the City Council has reviewed the findings and
recommendation of the Planning and Development Commission and
concurs in such recommendations .
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF ELGIN, ILLINOIS:
Section 1 . That Chapter 19 . 08, Section 19 . 08 . 020
entitled "Zoning District Map" of the Elgin Municipal Code,
1976, as amended, be and the same is hereby further amended by
adding thereto the following paragraph:
"The boundaries hereinafter laid out in the
' Zoning District Map' , as amended, be and are hereby
altered by excluding from the CF Community Facility
District and including in the AB Area Business
District, the following described property:
LOTS 1, 2, 3, 4, 5 AND 6 IN BLOCK 6, BOUNDED ON
THE NORTH BY A LINE BETWEEN THE NORTHWEST CORNER OF
LOT 6 IN BLOCK 6 AND AND THE SOUTHEAST CORNER OF LOT
13 IN BLOCK 5, ALL IN WALTER S. MCINTOSH AND
COMPANY' S "FOX RIVER FARMS" , BEING A SUBDIVISION OF
PART OF SECTION 16, TOWNSHIP 41 NORTH, RANGE 8 EAST
OF THE THIRD PRINCIPAL MERIDIAN, IN THE CITY OF
ELGIN, KANE COUNTY, ILLINOIS. "
Section 2 . That the City Council of the City of Elgin
hereby adopts the findings of fact made by the Planning and
Development Commission granting a conditional use for public
warehousing and storage at 1900 Larkin Avenue, a copy of which
is attached hereto as Exhibit A and incorporated herein by
reference, subject to the following conditions :
1 . Striping of the existing parking lot for
three parking stalls . A striping plan is to be
submitted and approved prior to the striping work.
2 . Removal of the existing gravel area located
north of the existing building and grade or seed, or
provide an approved surface for vehicular movement
with the remainder to be seed or sod. A site plan
shall be submitted and approved prior to any gravel
removal, paving or seeding. The site plan shall
specify the location, and detail an appropriate
enclosure, for the required trash receptacle.
3 . The warehousing and storage activity on the
subject property is to be limited to records,
equipment and supplies for Sherman Hospital .
4 . All debris on the ground (concrete,
gutters, wood, pieces of fencing, etc. ) ,
miscellaneous posts, and weeds shall be removed from
the site prior to obtaining an occupancy permit.
5 . Compliance with all other applicable codes
and ordinances .
Section 3 . That the conditional use granted herein shall
expire if not established within one year from the date of
passage of this ordinance.
r Section 4 . That this ordinance shall be in full force
and effect from and after its passage in the manner provided
by law.

PLANNING AND DEVELOPMENT COMMISSION
CITY OF ELGIN
I . SUBJECT
Consideration of Petition 22-94 Requesting a Map Amendment
from CF Community Facility District to AB Area Business
District and a Conditional Use for .Public Warehousing and
Storage, Property Located at 1900 Larkin Avenue, by the
Sherman Hospital Association, as Applicant and Owner.
II. CONSIDERATIONS
A petition has been filed by the Sherman Hospital
Association requesting a map amendment from CF Community
Facility District to AB Area Business District and a
conditional use for a public warehousing and storage
facility. The subject property is located at 1900 Larkin
Avenue.
The petitioner proposes to use the existing structure for
the storage of hospital records, equipment and supplies
III. FINDINGS
The Planning and Development Commission reviewed Petition
22-94 at a public hearing on September 6, 1994 . The
petitioner testified at the meeting. Neither proponents of
nor objectors to the petition testified at the public
hearing. No written correspondence supporting or objecting
to Petition 22-94 has been submitted.
The Planning and Development Commission has made the
following findings with respect to Petition 22-94 :
A. Site Characteristics
The subject property contains 2 .48 acres and is
improved with a vacant restaurant/banquet structure
(the former Blue Moon Restaurant) and off street
parking.

B. Sewer and Water
The subject property is served by municipal water and
sewer.
C. Traffic and Parking
The subject property contains two points of access to
Larkin Avenue. The westerly point of access is a
shared point of access with for the off street parking
facility serving the office building to the west and
the nursing home to the north of the subject property.
Larkin Avenue functions as an arterial street within
the City of Elgin.
A warehouse and storage facility can be expected to
generate approximately 4 . 88 average daily trips per
1,000 square feet of floor area. Accordingly, the
proposed warehouse and storage facility with a total
floor area of 14,730 square feet can be expected to
generate approximately 72 vehicle trips per day.
A total of 15 off street parking spaces would be
required for the proposed warehouse and storage
facility ( one parking stall for each 1,000 square feet
of floor area and one parking stall per employee) .
Sufficient off street parking is available on site.
D. Zoning History
The subject property was innexed in 1968 and zoned B-3.
In 1992, the subject property was zoned CF Community
Facility District as part of the city wide zoning
ordinance and map amendment process.
E. Zoning Status
The subject property is of sufficient size to comply
with the zoning ordinance.
F. Surrounding Land Use and Zoning
The area located to the north of the subject property
is zoned CF Community Facility District and is
developed with a nursing home (Sherman Court) and St.
Joseph's Hospital.
The areas located to the east, south and west of the
subject property are zoned AB Area Business District
and are developed with commercial and office land uses .

G. Trend of Development
emk The trend of development is primarily commercial in
nature along Larkin Avenue.
H. Comprehensive Plan
The Comprehensive Plan designates the subject property
part of an area business center.
IV. CONDITIONS FOR APPROVAL
On a motion to recommend approval of Petition 22-94 subject to
the following conditions :
1. Striping of the existing parking lot for 3 parking
stalls. A striping plan is to be submitted and

Therefore, the motion to recommend approval of Petition 22-94 was
adopted.
